        Nowadays, it becomes a serious problem to exhaustion of a fossil fuel and air pollution by exhaust gases from<br/> road vehicles for environment preservation. To solve this problem, the developments of a hybrid vehicle have been<br/> processed for the purpose of reducing pollution and energy-savings. By the way, flywheel hybrid vehicle using<br/> variable pump/motor was proposed as one feasible hybrid system in place of hybrid vehicle system by the<br/> conventional storage battery. The proposed flywheel hybrid vehicle is composed of an accumulator or a flywheel as<br/> the energy generation and storage source and three variable hydraulic pump/motor as the energy transfer device.<br/> Flywheel has the characteristic of high energy density and easy energy absorption and consumption.<br/> In this paper, the effectiveness of the energy-saving of the proposed flywheel hybrid vehicle is verified by<br/> simulation using Matlab/Simulink. First of all, analytical modeling and simulations for the flywheel hybrid vehicle<br/> are presented and the energy-savings are investigated in simulation. Simulations were performed based on the<br/> experimental efficiency data of a variable pump/motor. The result of the simulation shows that it is possible to<br/> improve fuel economy in city driving patterns.

        과학기술분야 정부출연연구기관 역사에서 배우는 부설연구소 쟁점과 대응방안

        본 연구는, 많은 과학기술분야 정부출연연구기관(출연(연))이 초기에는 부설연구소 형태였다는 점에 주목하여 시작하였다. 법률에 의해 설립 · 운영되는 출연(연)과는 달리, 부설연구소는 법적 근거가 부재하다. 최근 부설연구소 신설 · 독립 관련 이슈가 제기되고 있어, 관련 기준과 제도 정비가 필요한 실정이다. 본 연구는 출연(연) 발전역사 속에서 부설연구소는 어떠한 발전경로를 보여 왔는가를 시각화 분석하고, 향후 부설연구소 설치 · 운영 검토기준을 제안한 최초의 연구이다. 학술적으로는 新슘페터학파 혁신이론 관점에서 역사적 맥락과 제도의 중요성이라는 논점을 도출하였다. 첫째, 자료 분석을 통해 역사적 맥락에서 출연(연) 및 부설연구소 계보를 작성하였다. 둘째, 출연(연) 및 국가 공공기관 관련 법규 · 지침, 보고서들을 종합 검토하여 부설연구소 운영 · 관리 기준을 대분류 수준에서 PESTO(정책적 · 경제적 · 사회적 · 과학기술적 · 조직운영적 관점)로 도출하였다. 또한, 중분류 수준의 12개 세부 항목들을 도출하였다. 본 연구는 과학기술행정 역사 지식의 시각화라는 새로운 분석 관점을 제공하였으며, 향후 부설연구소 쟁점이 될 운영 · 관리의 기준을 선제적으로 제안했다는 점에서 의의가 있다. The history of science and technology GRIs (Government-funded Research Institutes) is in line with the history of affiliated institutes, since many GIRs started as an affiliated research institute. Unlike GRIs established and operated by national law, affiliated research institutes lack legal base. It is necessary to develop the institutional system, preparing for policy on establishment and independence of the affiliated institutes. We identified the development paths of the affiliated research institutes in the GRI development history through chronological visualization method, and proposed criteria for establishing and operating the affiliated research institute. First, the historical context of the research institute was developed, and then, the comprehensive standards which should be applied to the research institutes were suggested. Second, the establishment and operation criteria of the institute were presented. The issues of each perspective were synthesized to derive five requirements: policy (P), economic (E), social (S), science and technology (T), and organizational operation (O). Twelve middle classifications were derived by developing various requirements.

        경쟁-협력공존의 산업생태계에서의 기술전략

        2011년에 촉발되어 전 세계 20여 건에 이르는 Apple과 Samsung의 특허분쟁은 경쟁적 기술전략의 첨예한 양상을 보여준 대표적 사례이다. 두 기업 간 특허소송은 스마트폰 시장에서의 치열한 경쟁구조를 잘 보여준다. 반면, 두 기업은 ICT 및 하이테크 시장 선두기업으로서의 서로 긴밀한 협력적 관계에 있다. 그러나 기존 연구들은 경쟁 또는 협력의 한 부분만을 고려한 나머지 실제 기술경영의 현상을 제대로 진단하지 못했을 뿐 아니라 어떠한 패턴을 보이면서 진화하는지 규명하지 못하였다. 이에 본 연구는 경쟁-협력 동시적 공존의 코피티션(Coopetition) 산업생태계를, Apple과 Samsung의 스마트폰 분쟁사례를 중심으로 분석하고 그 함의와 방향성을 도출하고자 한다. 경쟁관점에서는 두 기업 간 소송자료 및 일지를 활용하여 분쟁의 흐름을, 협력관점에서는 소송에서 쟁점이 된 특허들의 인용정보를 활용하여 핵심기술을 구성하는 지식의 경향과 이전방향을 네트워크 분석방법론을 통해 분석한다. The patent war between Apple and Samsung which started in the year of 2011 presents us a good example of a multifaceted technological strategies, frequently found in high-tech industries. The patent litigation represents a competitive structure, while the patent citation of counterpart’s technology demonstrates the underlying cooperative relationship between two leading firms in smart-phone industry. However, the previous studies have mostly concentrated on one aspect in inter-firm relationship, providing only a partial aspect of technological management issues often faced by high-tech companies today. We also have a limited understanding on the technological trajectory or how the core technology evolve over time in high-tech industry where technological knowledge is the main source of competitive advantage. To overcome the drawbacks in the previous studies, we examine the coopetitive nature of inter-organizational relationship with simultaneous perspectives of competition and cooperation in smart-phone industry. To this end, this study analyzes patent-litigation for revealing the competitive nature and patent-citation network for the cooperative nature by utilizing patent citation data. By doing so, we identify the specific patterns of technological knowledge flows and the direction of technological strategy and the relevant policy under the circumstance of coopetition ecosystem.

      • 산업주도권 확보를 위한 경쟁과 협력(coopetition)의 혁신전략

        The Korean display industry is the representative high-tech area having taken global industrial leadership. However, the industry is at a critical juncture whether it solidifies current industrial leadership or falls in the global market competition caused by the recent emergence of overseas market competitors. In this sense, this research identifies the need for redesigning previous technological and managerial strategies Korean firms have had and the transition of industrial policy directions for Korean government. This research analyses the issues with new strategic concept of ‘coopetition’, which is the combination word between ‘competition’ and ‘cooperation’. This study reviewed previous research in order to enlighten the understanding on the historical research trends of the coopetition and to conceptualize it according to logical flows. Then it followed three phases of empirical analysis by utilizing evidence-based quantitative approach as well as various case studies based on reviewing the display industry. These analytical phases are composed of industrial landscape, industrial history, and policy history. Based on the results of analysis, it provided the practical policy suggestions for the future. In the first analysis on the industrial landscape, idiosyncratic pattern of the path dependency is identified from the overall industrial structure. In addition, the firm network linkage patterns get more complex than ever before. More specifically, fierce competitions have been made among global display-related firms in the horizontal and vertical directions on the industrial value chains. Through the investigation of triggering factors of the coopetition, the result shows that firms have behaved with the directions towards the low level of technological and industrial resource complementarity. In terms of the technological and industrial status similarity, firms have also followed towards the directions of the low level of that status similarity. The second analysis on the industrial history represents that two great rivalries, Samsung and LG, have shown the typical competition strategies in the domestic market; however, they used multilateral cooperation strategies as considering the alliance with the overseas leading corporations such as SONY and Philips. The last analysis on the policy history explains Korean government’s industrial policies on display divided into three periods; constructing industrial foundation, setting growth engine, and developing futuristic technologies. Based on analysis from three phases of industrial structure, we have drawn three policy directions which aim at ‘Lab-type Collaborative R&D Consortium’. Firstly, collaborative R&D culture fostered by private sectors should be induced for the change of competition-based growth strategy. IP(intellectual property) sharing system is also advised among the firms that participate in consortiums for effective R&D collaboration. Secondly, privately-led R&D systems such as advisory councils or R&D labs are recommended. It is advised for governments to participate in the consortium as a technical expert, not as a controller or a regulator. Lastly, industry roadmaps and education systems with a long-term perspective should be set up to foster highly qualified professionals in the source technology. In addition, the study suggests an industry monitoring system by capitalizing on the coopetition-oriented database. The system can help firms set the directions of strategic responses based on the possibility information of the future competition and the cooperation simultaneously with the real time global industrial trends.

      • 디지털 방송 환경에서 비주얼 리듬을 이용한 재색인화

        본 논문은 디지털 방송에서 다양한 부가 정보 제공 및 관련 기기의 기능을 효과적으로 활용하기 위한 연구로서, 방송 시스템에서의 방송이나 편집 등을 고려하여 색인 정보를 재사용하는 알고리즘에 관한 것이다. 이를 위해 본 논문에서는 비주얼 리듬을 이용한 원본 영상과 목표 영상의 매칭을 제안하며, 비주얼 리듬의 히스토그램을 특징 벡터로 사용하여 유사도를 계산한다. 검색 시 목표 영상에 대해 우선 검색 구간을 설정하여 검색 시간을 줄이고자 하였으며, 실제 이 알고리즘을 적용한 결과 약 97%의 정확도의 매칭 결과를 보였다. 또한 결과를 시각적으로 쉽게 알 수 있었기에 오류를 수정하는데 수월하였다. 이를 통해 기존의 색인화 정보를 목표 영상의 복호화 작업 없이 쉽게 재사용 할 수 있어, 불필요한 비용의 증가를 방지하는 효과를 기대할 수 있다.

      • 공공서비스의 지능화 혁신을 통한 첨단기술의 수요연계 R&D 추진방안

        Intelligent innovation has been one of the national strategies as stated by the government at the recent inaugural session of Committee on the Fourth Industrial Revolution. This is due to the fact that intellectualization is considered as a key agenda to drive new innovation during the fourth industrial revolution. Though there has still been an on-going controversy arising from the conceptual ambiguity of what is meant by the fourth industrial revolution, one remarkable point is that some of the newly emerged technologies have already shown eye-opening progress. Thus, it is worth investigating because technological advancement and economic development occurred during the phenomenal and historical third wave of information revolution. Considering the Korean government’s current policies for innovative growth, the new business initiatives through the use of new technologies are undoubtedly significant to achieve the intelligent innovation. However, conventional R&D investment approaches (e.g. subsidies for R&D) have limited to realize such innovation. To address the problematic situation, we suggest new directions containing the creation of new demand through innovative public services and the development of technology-based new solutions to accelerate it. This forms a part of demand-driven innovation activities recently being carried out in many European countries. Focusing on the intellectualization of innovative public services, this study seeks to find out new insights in order to enhance public service quality and trigger new and innovative technologies. In this context, we examine the details of public demand to clarify who the substantive consumers are and what needs to be defined to specify the demand. Moreover, we analyze the features of current policies and relevant organizations in South Korea. Then, both national and international cases are explored to grasp the challenges of industrial impacts from R&D in extant operations and the global best practices with respect to policies, organizations and public markets respectively. Finally, this report makes an original contribution by providing demand-driven R&D strategies in the form of twenty tasks in five categories. These formulate a procedural approach from discovering and planning the initial demand to linking it with a purchase, and it contains a wider context of strategizing new R&D investment beyond unit-based business initiatives. Our recommendations contribute to a better understanding of demand-driven innovation as an effective alternative especially for policymakers.

        The convergence of technology and industry has been recognised as a key to overcome growth slowdown in major industries at the country level. However, evidence-based policies and institutions regarding the convergence are still in its infancy. A theory of technological innovation patterns, which is one of major theories on technological innovation, argues that policies must be set in the context of industrial innovations considering its key attributes and innovation paths. Based on the theory, understanding relationships between the patterns and convergence can provide significant insights to formulate appropriate policies on industry convergence. This research has questioned that the Pavitt’s theory of technological innovation patterns analysing British firms a few decades ago is still available for major industries in Korea. Other issues to be questioned are what the impacts of convergence which widely spreads out every technology and industry on technological innovation patterns are and how to verify them. Based on the questions, this research aims to analyse technological innovation patterns for major industries in Korea by periods and to identify the impacts of convergence on the patterns. Furthermore, policy directions can be suggested based on the results in order to be ready to upcoming technological innovation challenges. The research focused on two major leading industries, automobile and display. It divided historical trajectories of both industries into three parts and analysed their key attributes of industry environment and institution, technological regime and organizational response by each period. The cases were analysed using a framework combined two theories of technological innovation patterns and sectoral innovation systems accompanied by patent data for quantitative analysis. As a result, technological innovation patterns of both automobile and display industries have transformed from scale-intensive to science-based in Pavitt’s taxonomy by periods. In particular, convergence between electronic engineering and information and communication technology (ICT) has led to radical transformation in the automobile industry. Meanwhile, changes of display industry have been mainly caused by convergence between semiconductor materials technology and nanotechnology. In addition, the co-evolution of technology regime and industry environment and institution has influenced the changes of technological innovation patterns. With the results of analysis, the research recommends several applicable policies to improve coherence between industry environment and institution, technological regime and organizational response. Firstly, a guideline and roadmap for regulation improvement are required to respond next architecture transformation. Secondly, domestic mergers and acquisitions (M&A) and joint ventures should be accelerated. Thirdly, it is necessary to raise specialized research and development (R&D) companies and to access a niche market generated by segmented value chain trends. Fourthly, monitoring systems offering information on technology and industry convergence are required under scrutiny of global trends in regulation changes. Fifthly, there is a need to promote initial markets targeting on convergence products through innovative public procurement systems. Lastly, task-force team underlying interdepartmental agreement and incentives for performances are essential to compel integrated policies.
