국가안보실 안보수사본부 신설에 관한 연구

As of 2023, in South Korea, cases of political intervention through social movements under the direction of North Korean agents have been reported in the media, causing shock and anxiety among the public, but as of January 2024, the National Intelligence Service's counterintelligence powers have been abolished, forcing the government to take countermeasures. The recent Cheongju espionage case, Han Gil-hoe case, Changwon espionage case, and the Korean Trade Union Confederation (KCTU) case, the 'internationality' of the investigation extends to overseas, the 'timeliness' of the information collected through overseas intelligence networks and the 'integration' of the collected information must be delivered to domestic investigative agencies in a timely manner, which is different from the basic nature of police work limited to domestic security information collection and criminal investigation. In the midst of this, ➀ nationalist politics that views North Korea as an object of reconciliation and the value conflict of protecting the people from the actual threat of North Korea coexist, North Korea's Cultural Exchange Bureau (Bureau 225) has expanded its strategy of intervening in domestic politics through elections to expand its dominance by creating public opinion favorable to North Korea throughout South Korean society, ➁ In the geopolitical position of Northeast Asia, Seoul is becoming a hub for intelligence activities of various countries, not only because of the advanced technology of global companies such as Samsung Electronics, but also because of the growing global attention and cultural influence of Hallyu culture such as BTS, and in this case, the covert operation of a Chinese secret police station in the middle of Seoul supports the need for a security investigation. ➂ Recently, narcotics were detected in all sewage treatment plants across the country, and the cause of this is smuggling on the high seas, which is difficult to control, and the rapid distribution of drugs to youth using the Internet and social media. ➃ There are more than 100 cults that violate people's lives and human rights, destroy society, and threaten the existence of the country. However, considering the characteristics of national security investigations (internationality, timeliness, and integration) as well as the "security" and "secrecy" of the investigators' status and the "expertise" accumulated over decades, and considering that the police force in Korea needs to be increased by more than twice the average of the Organization for Economic Cooperation and Development (OECD) countries, government policies should establish realistic policies for the people, not political judgments. Therefore, this study proposes a model for establishing a basis for a cooperative response by government ministries that can respond to comprehensive security by establishing a National Security Investigation Headquarter under the Office of National Security by presidential decree, such as the "Presidential Security Task Force" of the Presidential Security Service. 2023년 현재 한국에서는 북한 공작원의 지령에 따라 사회운동을 통해 정치에 개입한 사건이 언론을 통해 보도되어 국민들은 충격과 불안에 휩싸였지만 2024년 1월부터 국가정보원 대공수사권이 폐지되어 정부는 대응책을 마련해야 한다. 최근 청주 간첩단 사건, 한길회 사건, 창원 간첩단 사건, 민노총 사건 등에서 볼 수 있듯 수사가 해외까지 확대되는 ‘국제성’ 과 해외정보망을 통해 수집된 정보가 국내 수사기관에 적시에 전달되어야 하는 ‘적시성’ 그리고 수집된 정보의 ‘통합성’을 요구하고 있어 국내에 치안정보수집 및 범죄수사에 국한된 경찰업무와의 기본적 성질이 다르다고 할 수 있다. 이러한 가운데 ➀ 북한을 화해의 대상으로 보는 민족주의 정치와 북한의 실제적인 위협으로부터 국민을 보호해야하는 가치 갈등이 공존하는 가운데 북한의 문화교류국(225국)은 한국 사회 전반에 북한에 유리한 여론을 조성하여 선거를 통해 국내정치에 개입하여 지배력을 확대시키는 전략을 확대시켰으며, ➁ 동북아시아의 지정학적 위치속에서 삼성전자와 같은 글로벌 기업의 첨단 기술 뿐만아니라 BTS 등 한류문화가 세계적으로 주목을 받고 문화 영향력이 커지면서 서울이 각국 정보활동의 요충지로 거듭나고 있으며, 이러한 사례로 서울 한복판에 중국 비밀경찰서를 은밀하게 운영하는 점은 안보수사의 필요성을 뒷받침하고 있다. ➂ 최근 전국의 모든 하수처리장에서 마약류가 검출되었으며, 이러한 원인은 단속이 어려운 공해상에서의 밀수하여 인터넷과 sns를 이용하여 마약이 청소년에게까지 급속도로 유통되고 있다. ➃ 100개가 넘는 사이비 종교는 국민 삶과 인권을 유린하고 사회를 파괴하며 나아가 국가의 존립을 위협하게 된다. 하지만 경찰은 앞서 제시한 안보수사의 특징(국제성, 적시성, 통합성) 뿐만 아니라 수사관 신분의 ‘보안성’과 ‘은밀성’ 그리고 수십년간 축척된 ‘전문성’ 등을 고려하고 국내의 치안력이 경제협력개발기구(OECD)국가 평균의 2배 이상 증원되어야하는 점을 감안할 때 정부 정책은 정치적인 판단이 아닌 국민을 위한 ‘현실적인 정책’을 수립해야한다. 따라서 본 연구에서는 대통령경호처 「경호안전대책위원회」와 같이 국가안보실 안보수사본부를 대통령령으로 설치하여 포괄적 안보에 대응할 수 있는 정부 부처의 협력대응의 근거 마련 모델을 제안하였다.

At the present time, the science and technology necessary for our future growth engine is escaping overseas and threatening our economic security, the Moon Jae-in administration restricts the investigation rights and information collection tasks of the National Intelligence Service, which rather interferes with counter-intelligence work, which is the core of national security. Then, reliability was analyzed, and frequency analysis and cross-sectional analysis (Chi-Square) were performed with SPSS 23.0 Program. The results of the study are meaningful results on the role of detectives in industrial spy activities, and it was found that there is a correlation between the period of work experience and the experience of detecting industrial technology leakage, and that there is a correlation between the experience of public service life and the experience of detecting industrial technology leakage.. 우리 미래의 성장 동력으로 필요한 과학기술은 해외로 빠져나가 우리 경제안보를 위협하고 있는 현 시점에서 문재인 정부는 국가정보원의 수사권과 정보수집 업무를 제한하여 오히려 국가안보에 핵심인 방첩업무의 지장을 초래하고 있어 탐정의 근무경력기간 및 공직생활경험의 산업기술유출 적발 경험과의 연관성 살펴보았다. 이 연구를 수행하기 위해 2020년 현재 경북 구미지역 국가산업단지 소재 민간경비원을 모집단을 대상으로 표본추출방법은 편의표본 추출법(Convenience Sampling)에 의해 200명을 조사대상으로 하고 자기평가 기입법(Self-Administration Method)으로 설문조사를 시행하였으며, 회수된 200명의 설문 가운데 응답 내용이 불성실하거나 조사내용의 일부가 누락된 자료를 제외한 154명을 유효표본으로 하여 설문에 대한 결과를 근거로 Cronbach's α 계수를 이용하여 신뢰도를 분석하였고 SPSS 23.0 Program으로 빈도분석(Frequency Analysis), 교차분석(Chi-Square)를 분석을 실시하였다. 연구결과는 산업스파이 활동에서 탐정의 역할에 대한 의미 있는 결과로 근무경력기간과 산업기술유출 적발 경험의 연관성이 있는 것으로 나타났으며, 공직생활경험과 산업기술유출 적발 경험 경험의 연관성이 있는 것으로 나타났다.

OFDM 시스템에서 Adaptive Subcarrier Assignment 기법을 통한 간섭 경감에 관한 연구

본 논문에서는 OFDM 방식의 무선통신 시스템에서 동존/이종 혹은 기타 재밍에 의한 통신 성능의 열화 시 간섭을 받은 부반송파를 추정하여, 간섭이 없는 부 반송파만 전송함으로써 어떠한 간섭 상황에서도 정상적인 통신이 가능토록 하는 기법을 제안한다. 제안된 Adaptive Sub-carrier Assignment(ASA) 기법은 수신 단에서 FFT를 거친 각 부 반송파의 수신 전력 값을 추정하여, AWGN환경에서 원 신호의 평균 전력치 값인 문턱값(threshold) 보다 큰 부 반송파는 강한 간섭을 받은 부분으로 송신 단에서 신호전송 시 제외하고, 간섭에 영향을 받지 않은 주파수대역에 대해서만 부반송파에 정보를 보내는 방식으로, 기존의 무선 통신시스템의 물리계층 구조의 변경이 없이 강한 간섭 신호 하에서도 통신을 할 수 있는 시스템 구조를 제공한다. 제안된 ASA방식을 사용하여 OFDM 시스템에서 시뮬레이션을 통해 간섭 신호의 주파수 대역 및 간섭 전력 값에 따른 부 반송파의 간섭 정보를 추정하고, 성능을 분석한다. In this Paper, we propose the algorithm to provide stable communication in OFDM system under the highly interfered environment by the same/different systems which use same bandwidth or other jamming signal, i.e., radar signal. The proposed Adaptive Subcarrier Assignment(ASA) method first estimates the received power of each subcarrier in the block or fin or OFDM receiver. Then we estimate the threshold level which is the average power of the transmitted OFDM signal with AWGN. The highly interfered subcarriers, which are greater powers than the specified threshold level, are rejected in the next transmission and the only non-interfered subcarriers are selected as the next transmission. This algorithm provides stable communication in any OFDM systems without changing the physical layer under the highly interfered communication environment. We estimated the status of the subcarriers based on the bandwidth and power of the jamming signal and showed the performance of the proposed algorithm by the simulation.
