With the effectuation of the amendment of MARPOL 73/78 on 5 April 2005, enforcement regulations of Marine Pollution Prevention Act were revised in domestic on 12 March 2005 that double hull structure was required to the small single bottom oil tankers under DWT(deadweight tonnage) 500 ton for the protection of the marine pollution casualties. The objective of this study is to develop the double bottom structure of small oil tanker under DWT 500 ton with superior crashworthiness and to establish its suitable standard to double bottom structure. The promoting strategy of this R&D is classified into the crashworthy structural analysis of small oil tankers using LS/DYNA3D code and the examination of their damage stabilities according to tonnage. It could be thought that the desirable inner bottom height should be above the B/7.5 and its minimum height 0.65m for the domestic small oil tanker under DWT 500ton.

손상된 선박의 구난 기술 및 안전 예항에 관한 연구 (2) - 이중선체 유조선의 충돌 및 좌초에 의한 손상역학거동 -

이 논문에서는 LS/DYNA3D를 이용하여 다음과 같은 2가지 수치 시뮬레이션을 수행한다: 첫 번째 시뮬레이션은 310,000 DWT 이중선체 VLCC (피충돌선)과 35,000 및 105,000 DWT의 2척의 유조선(충돌선)들과의 충돌에 관한 경우로서, 충돌선들은 VLCC의 중심선에 직각으로 중앙부에 충돌하는 것으로 가정한다. 두 번째는 40,000 DWT급의 재래식과 개량식 이중선체 유조선의 선저구조의 2가지 모델, CONV/PD328과 ADH/PD328에 대한 좌초에 관한 시뮬레이션이다. 이 연구의 전체적인 목적은 이중선체 유조선의 선측 및 선저구조에 충돌 및 좌초가 각각 발생하는 동안에 이중선체의 내판이 찢어지기 시작하고 운동에너지가 소산되면서 선체가 정지되는 등의 구조적인 파손 및 흡수에너지의 역학적인 거동을 이해하는 것이다. 이러한 수치 시뮬레이션을 통하여 충돌 및 좌초시의 손상 정도를 쉽게 추정할 수 있을 것이고 유조선의 설계 시 안전도의 개선에 이바지할 수 있게 할 것이다. In this paper, two series of numerical simulations are performed using LS/DYNA3D: The first series of numerical simulations are collision events between a 310,000 DWT double hull VLCC (struck ship) and two 35,000 and 105,000 DWT tankers (striking ships). Collisions are assumed to occur at the middle of the VLCC with the striking ships moving at right angle to the YLCC centerline. The second ones, grounding accidents of two 40,000 DWT Conventional and Advanced Double Hull lanker bottom structures, CONV/PD328 and ADH/PD328 models. The overall objective of this study is to understand the structural failure and energy absorbing mechanisms during collision and grounding events for double hull tanker side and bottom structures, which lead to the initiation of inner shell rupture and cause the kinetic energy dissipation to bring the ship to a stop. These numerical simulations will contribute to the estimation of damage extents of collision and grounding accidents and the future improvements in lanker safety at the design stage.

The researches on the development of composite material underwater vehicle propeller have been actively attempted for the reduction of radiation noise with outstanding damping effects. Composite material propellers have almost been designed and produced by the foreign experts, and it is difficult to obtain the related informations about their flow, vibration, material characteristics because they are treated as the secrets with close relationship to the military technology, especially in the case of underwater vehicles. For the security of domestic manufacture of composite material propeller and the comparison and examination of its performance and radiation noise characteristics with those of German CONTUR composite material propeller, two propellers were self-produced according to the fiber weaving and array using compressible molding process and their self performances and radiation noise characteristics were measured. The mean fluctuations of blade tip of self-produced composite material propeller were increased and the radiation noises in the low frequency band were reduced compared to those of CONTUR, which could be estimated as the change of material characteristics and also be thought to be used for the future research informations.

재일 한인문학의 특장(特長)과 균열의 틈새 : ‘문예동’ 소설의 전개 양상과 특성을 중심으로

Japanese government has made sabotage to ‘Pro-Pyeong federation of Korean residents in Japan’(after ‘Jochongreun’) conspicuous after 1980’’s, and has all the more made ‘Anti-North Korea’ ‘Anti-Jochongreun’ campaign conspicuous after 1995. This has accelerated the division between North Korean residents in Japan and South Korean residents in Japan. Fighting to that, there were many works that propagate and inbreathe the idea of North Korea. Nevertheless the tiny mood of change is seen after 1990’s. For example the living problem surrounding ‘pachingco’ store are more handled or the conflicts between generation, and the deep cognition to the ‘Nation’ and ‘Race’ is seen. In brief, ‘Jochongreun’ does not stress one-sidedly ‘Juche idea’ and the soul of nation. Especially these gap of crack is important because we read off the tiny mood of change. ’Pachingco’ store has dual meaning in the literature of North Korean residents in Japan. In economic side, that serves as tool that North Korean residents in Japan cope with Japan, at the same time shows in the condition of ‘In-Japan‘ the living reality of North Korean residents in Japan. This shows a gap of crack between ‘Juche idea’ and the living reality of North Korean residents in Japan. If ‘Pachingco’ store shows a gap of crack between ‘Juche idea’ and the living reality of North Korean residents in Japan, the conflicts between generation shows their deep troubles in regard to the direction that North Korean society in Japan takes. Especially the works that handles ‘Naturalization’ show concretely the conflicting figure between ‘Nation’ ‘Race’. To conclude, their works emphasize the individual domain that is not converged to the soul of nation.

The various studies have been the meantime in Chian · Russia and CIS · the Americas(America · Canada) korean literature from the research on the basic materials to the deep research. But there is no study in the Argentine korean literature that has emigration's history above forty years since 1965. The character of the first generation Argentine korean literature is far different from the first generation China · Russia and CIS · America korean literature. The latter show the independence and nation based on the macroscopic discourse, but the former from the start shows well the macroscopic discourse, but the former from the start shows well the sufferings of life that they have experienced there based on the microscopic discourse. Especially The latter shows the settlement-mind, but the former the temporary stay-mind. Because the political and economic situation, and furthermore the heterogeneous culture shocked them. Therefore they go to America and Canada again, or return to Korea. Ha Rin Maeng, the typical writer in argentine korean literature, primarily describes the problem of going to America and Canada again, or returning to Korea. His characters keep their distance to the natives from the magic glass and windows in picture. This shows the emigrants consciousness that keeps their distance to Argentine. The first generation in argentine korean literature shows mainly the conflicts to the natives, but the second generation lives proudly there. That is to say, the argentine korean literature expects the bridge-building of the second generation. It the second generation handles the role of the bridge-building, we shall expect the third 'korean argentino.' In conclusion, the argentine korean literature grows to expect the third korean argentino.

분권과 자치의 역사는 권위주의 중앙집권 세력과의 민주주의 투쟁의 역사이다. 개헌에 대한 국민적 요구가 커지고 있는 시점에서 지방분권과 주민자치를 위한 과제가 산적해있다. 따라서 분권과 자치는 저절로 주어지는 것이 아니라 기득권을 옹호하는 권위주의와 중앙집권 세력들로부터 전취해야 만하는 것이다. 분권과 자치의 역사는 도입·중단·부활에 이어 발전기에 들었다. 그 이념도 민주에서 능률로, 능률에서 민주·능률·균형발전의 전반적(General) 발전기에 임박한 것이다. 1960년 4·19혁명이 이승만 정부의 권좌 유지 수단으로 전락한 지방자치법을 개정하여 민주적인 지방자치시대를 열었으나 5·16군사쿠데타에 의해 무산되었고, 1987년 민주주의 6월 항쟁으로 지방자치 부활시대를 열었으나 개헌과정에서 주민의 참여가 배제되었고, 노태우정부의 지연과 교란을 딛고 우여곡절 속에 시행되었다. 이제 촛불혁명으로 ‘국정농단’ 탄핵과 함께 지방분권 개헌의 시대를 맞이하고 있다. 곧 분권과 자치가양적 확대의 단계에서 질적 비약의 단계로 발전할 것이다. 분권과 자치가 기득권과의 투쟁을 통해서 전취하는 것이라면 그것을 관철하기 위하여 전략적이고 전술적인 방침이 중요하다. 분권 개헌을 전략적 최대강령으로, 지방의회의 인사권 독립을 전술적 최소 강령으로 삼을 것을 제안한다. 지방의회의 인사권 독립은 이미 정형화한 반대논리들의 예봉을 피하면서 막연하게 개헌을 기다리지 말고 지방자치법 제91조 제2항을 합헌으로 결정한 헌재의 논리적·역사적 모순을 비판함으로써 분권개헌이라는 전략적 목표로 접근할 수 있는 약한 고리이다. 무엇보다 본 논문은 분권과 자치, 그리고 분권개헌의 주체는 주민이라는 점을 강조하였다. The history of decentralization and autonomy is the result of the struggle for democracy against the authoritarian central government. Before the imminent law amendment, there are many tasks for decentralization and citizen autonomy. Therefore, decentralization and autonomy are not given on their own but they must be taken from authoritarian and centralist power group which possesses exclusive interests. The decentralization and autonomy now enters into the stage of development. In 1960, the April 19 Revolution opened the era of democratic local autonomy and it was abolished by the military coup of May 16, Now, the era of the reform of the decentralization are coming. Decentralization and autonomy will evolve from the stage of quantitative expansion to the stage of qualitative leap. This paper proposes that the revision of decentralization be the strategic maximum, and that the independence of the local government personnel rights be the tactical minimum. This paper insists that the independence of personnel right in the local government can be a link with law amendment for decentralization. Local autonomy and decentralization are the main subjects of the amendment. Above all, clarifying this is the subject and method of this study, and the scope of the study.
