        탈북사태를 둘러싼 동북아지역의 갈등과협력

        북한의 정치군사적 문제와 달리 북한인권과 탈북자문제는 그동안 국내 및 국제사회에서 단편적이고 일회성 관심 속에 간헐적으로 제기되곤 하였다. 탈냉전시대 북한체제 붕괴 가능성에 대한 섣부른 낙관론과 햇볕정책하에서 남북화해와 교류협력의 일방적 독주에 밀려 냉전시대와 큰 차이없이 부차적 현안으로 취급되었다. 그러나 북한인권과 탈북자문제는 북한체제 개혁과 발전의 목표이며 남북관계 개선과 통일을 설계하는 시금석이 되어야 한다. 북한 인권 실태를 북한법과 국제기구에서의 자료를 통해 검증하고 탈북자문제는 탈북자들의 국내정착의 시대적 변천과정을 살펴봄으로써 문제점과 전략적 대안들을 제시하였다. 특히 북한인권과 탈북자문제는 미국의 대북정책과 2004년 발효된 북한인권법이 중요한 변수로 작용하고 있어 이에 대한 실상과 문제점도 분석하였다. 향후 북한인권과 탈북자문제를 통일전략의 일환으로 상정할 경우 첫째, 국제사회에서 북한의 전반적인 인권개선을 위한 요구를 지속적으로 제기할 필요가 있다. 이를 통해 북한 주민과 엘리트들에게 희망과 대안의 목표를 전달할 수 있고 북한 당국 역시 이러한 국제사회의 권고사항에 대해 전면 거부하지 못하는 상황을 유리하게 활용할 필요가 있다. 둘째, 북한의 경제사회적 인권의 경우에도 국제사회의 적극적인 개입을 통해서만이 주민들에게 실질적인 혜택이 돌아갈 수 있다. 따라서 자유권과 함께 생존권은 상호 연계하여 개선책을 촉구하는 것이 바람직하다. 셋째, 탈북자의 경우 국제사회 특히 우리 사회의 적극적이고 효율적인 지원정책이 민관협조하에 체계화될 필요가 있다. 그렇지 못할 경우 탈북자들의 미국 망명 증가로 통일과정에서의 우리의 입지가 축소될 위험성도 있다. 이같은 전략적 함의를 통해 향후 남북평화공존 뿐만 아니라 돌발사태 및 급속한 통일환경에 대비하는 전략이 종합적으로 추진되어야 할 것이다. This paper examines the South-North Korean problem attributable to North Korean defectors and the conflicts of interests and cooperation among the countries in the region surrounding the massive North Korean defection. The number of North Korean defectors has steadily risen since 2000, and the forms and motivations of their defection are getting more diversified. The massive North Korean defection to South Korea via a third country in 2004 worsened the South-North Korean relationship for quite some time. However, the seriousness of this issue lies in the fact that North Korean defection, growing in number year after year, is escalating into a diplomatic issue among the neighboring countries of Korea despite the improvement of the system for their resettlement in South Korea. In particular, forced repatriation of North Korean defectors aimed at stabilization and maintenance of the North Korean regime and China's diplomatic actions against illegal immigrants who smuggle into China through the borders have a substantial influence on the relationship between North Korea and China and that between China and the US. If North Korean defectors choose to go to Korea through a third country, South Korea cannot but grant permission. This situation is sure to put South Korea into a dilemma as she has to take both the inter-Korean relationship and international human rights into consideration at the same time. The US is attempting to transform and bring collapse to the North Korean regime while using North Korean defection to raise issue with China's human rights and put spotlight on the North Korean nuclear issue and human rights in North Korea. The US' approach to the North Korean defection issue is not helping peace on the Korean peninsula at all. Efforts must be made to improve North Korea's economic viability to prevent massive defection, and to seek humanitarian cooperation to guarantee the stability of Northeast Asia amidst regional conflicts caused by North Korean defection.

        Light beacon structures are very essential to the maneuvering of ship especially in the night. The power is usually from the rechargeable battery connected to solar panel which generates electricity from the sunlight. There are two types of structures, one is floating and the other is fixed. In this study, we are dealing with the new power generation system motivated by the wave motion for the floating light beacon. The basic principle of new system is transforming wave motion into electricity by the solenoid that composed of circular tube coiled around and magnetic inside. We succeeded in generating electricity in the lab test using the motion actuator. On the basis of lab test experience it is applied to the real field, Samchuk port. The power unit is installed in the floating light buoy and generating electricity when the inclination of the buoy is beyond the certain limit. The amount of electricity depends on the wave height and wave period. The purpose of field test is to clarify the relationship between the wave condition and electricity.

        The importance of renewable energy development progress actively by applying a variety of methods. wave-generation system needs actual ocean test for performance evaluation. Accordingly, this study is for motion reenactment of floating structures by controlling the simulator based on measured data. For collecting the data, installed buoy in the Jeju island set a tilt sensor. And measured data is transmitted to the server and collected by wireless communications. The behavior of 3 axis simulator applies interaction formula that is calculated by the plane of the equation and constraints about fixed axis gab of the simulator, and is selected roll, pitch for the variable based on measured data. Also this study progress verification of behavior of simulator, motion reenactment of floating structures and error by analyzing and comparing measured data installing a tilt sensor on the simulator.

        연속된 블록 오류 은닉을 위한 계층 탐색 기반의 고속 알고리즘

        With the growth of multimedia systems, compressing image data has become more important in the area of multimedia services. Since a compressed image bitstream can often be seriously distorted by various types of channel noise, an error concealment algorithm becomes a very important issue. In order to solve this problem, Hsia proposed the error concealment algorithm where he recovered lost block data using 1D boundary matching vectors. His algorithm, however, requires high computational complexity since each matching vector needs MAD (Mean Absolute Difference) values of all pixels, which is either a boundary line top or a boundary line bottom of a damaged block. We propose a hierarchical search-based fast error concealment scheme as well as its approximated version to reduce computational time. In the proposed scheme, a hierarchical search is applied to reduce the number of checking points for searching a vector. The error concealment schemes proposed in this paper can be about 3 times faster than Hsia's with keeping visual quality and PSNR.

        This study compares two different methods of measuring brain-BOLD activation. By comparing two different methods of measurement i.e., one method calculating the neural activation area (the number of activated voxels), while the other measured the neural activation intensity (the mean intensity of selected activated voxels), this study identified the more precise method of measuring brain activation which results from the completion of a visuospatial task. 16 right-handed male college students (mean age 23.2 years) participated in this study as subjects. Functional brain images were scanned on them using a 3T MRI single-shot EPI method. No correlation was found between the levels of cognitive performance and number of activated voxels in the activated brain areas. However, a significant correlation was found between the levels of cognitive performance and the mean intensity of selected activated voxels in the parietal, frontal, and other areas. In conclusion, the method of mean intensity was considered a better index of brain activity rather than the activated voxels measurement method.

        가공 송전선 빙설해 예방을 위한 코팅재의 결빙 방지 및 방열 성능 평가

        본 연구에서는 송전선 결빙으로 인한 피해를 최소화하고자 상온 경화형 실리콘 고무에 입자 크기와 혼합 배열을 달리한 알루미늄 안료를 첨가하여 결빙 방지 코팅재를 제조하였다. 접촉각과 표면에너지 측정을 통해 표면 거칠기가 높은 코팅재가 뛰어난 발수성을 가짐을 확인하였다. 하지만, 결빙 방지 성능은 표면 거칠기와 경도가 낮을수록 우수하였다. 연속허용전류 인가 실험 결과, 실리콘 고무 코팅재의 방열성능이 가장 우수하였으며, 이는 실리콘고무의 복사율이 가장 컸기 때문이다. 또한 가속 열화 시험과 얼음 탈착/부착 반복 시험을 통하여 실리콘 고무 코팅재는 장기간 물성 변화 없이 우수한 결빙 방지 성능이 유지됨을 알 수 있었다. 본 연구를 통하여 개발된 코팅재는 송전선의 결빙 방지를 위해 충분히 사용될 수 있는 가능성을 보여주었으며, 특히 우수한 방열특성으로 인하여 송전선의 온도도 낮추어 주기 때문에 여름철 전력 효율을 높이는데도 크게 기여를 할 수 있을 것으로 생각된다. In this work, we manufactured icephobic coating materials, consisting of aluminum pigment-added room temperature vulcanized silicone rubber, by varying the particle size and type of the aluminum pigment. From the measurements of contact angle and surface energy, the coating with higher surface roughness revealed superior water repellency. However, icephobic performance was inversely proportional to surface roughness and hardness. The continuous allowable current application test showed that the silicone rubber (SR) coating exhibited the highest heat dissipation capacity due to its higher emissivity close to ~1. Furthermore, the SR coating revealed the remarkable durability for the icephobicity in the long-term period, as evidenced from the accelerated degradation test and cyclic icing/de-icing test. The developed coating material broadens industrial applicability as the icephobic coatings in transmission line. Moreover, it is expected that the superior heat dissipation capability of the SR coating would enhance the power efficiency in summer.
