        2축 짐벌 구조 적재 장치를 위한 최소제곱법 기반 시스템 식별

        This study shows a system identification method of a balancing loading device for a stair climbing delivery robot. The balancing loading device is designed as a 2-axes gimbal structure and is interpreted as two independent pendulum structures for simplifying. The loading device’s properties such as mass, moment of inertia, and position of the center of gravity are changeable for luggage. The system identification process of the loading device is required, and the controller should be optimized for the system in real-time. In this study, the system identification method is based on least squares method to estimate the unknown parameters of the loading device’s dynamic equation. It estimates the unknown parameters by calculating them that minimize the error function between the real system’s motion and the estimated system’s motion. This study improves the accuracy of parameter estimation using a null space solution. The null space solution can produce the correct parameters by adjusting the parameter’s relative sizes. The proposed system identification method is verified by the simulation to determine how close the estimated unknown parameters are to the real parameters.

        The autophagy Protein Atg5 Plays a Crucial Role in the Maintenance and Reconstitution Ability of Hematopoietic Stem Cells

        Hematopoietic stem cells (HSCs) in bone marrow are pluripotent cells that can constitute the hematopoiesis system through self-renewal and differentiation into immune cells and red blood cells. To ensure a competent hematopoietic system for life, the maintenance of HSCs is tightly regulated. Although autophagy, a self-degradation pathway for cell homeostasis, is essential for hematopoiesis, the role of autophagy key protein Atg5 in HSCs has not been thoroughly investigated. In this study, we found that Atg5 deficiency in hematopoietic cells causes survival defects, resulting in severe lymphopenia and anemia in mice. In addition, the absolute numbers of HSCs and multiple-lineage progenitor cells were significantly decreased, and abnormal erythroid development resulted in reduced erythrocytes in blood of Vav_Atg5−/− mice. The proliferation of Lin−Sca-1+c-Kit+ HSCs was aberrant in bone marrow of Vav_Atg5−/− mice, and mature progenitors and terminally differentiated cells were also significantly altered. Furthermore, the reconstitution ability of HSCs in bone marrow chimeric mice was significantly decreased in the presence of Atg5 deficiency in HSCs. Mechanistically, impairment of autophagy-mediated clearance of damaged mitochondria was the underlying cause of the HSC functional defects. Taken together, these results define the crucial role of Atg5 in the maintenance and the reconstitution ability of HSCs.

        Common or Differentiated Responsibility?: Leveling the Playing Field for the Global South in Sustainable Development with a Focus on Africa

        Purpose: This article reviews the responsibility gap between the Global North and Global South in implementing Sustainable Development Goals (SDGs). It utilizes a conceptual framework which serves as a middle ground between shared responsibility and common but differentiated responsibility (CBDR), thereby applying this to the case of Africa. Originality: While the global initiative of SDGs reaffirmed a collective commitment toward a transformative agenda, there has been lack of explicit discussions regarding how to balance responsibilities between developed and developing countries based on their respective capacities. The study reviews existing discussions on contrasting approaches to responsibilities for the implementation of the development goals and seeks to suggest a fairer option for the Global South. Methodology: The study employs content analysis based on secondary data of development initiatives, including the SDGs, Africa Agenda 2063, and discussions on CBDR. Reviewing the dichotomized approaches to responsibility, ‘customized responsibility based on capacity principle’ is used as a conceptual framework, which bridges the responsibility gap. Result: Applying the customized responsibility concept to the case of Africa, it was found that Africa has been practicing some aspects of both shared responsibility and CBDR in its engagement with global development initiatives and its adoption of regional development agendas. It is also demonstrated that changing global governance and the diversifying partnerships (South-South and triangular cooperation) present both opportunities and risks for the Global South in balancing the responsibility gap vis-à-vis development partners of the Global North. Conclusion and Implication: In an attempt to examine how the Global South can actively reflect upon global initiatives, the study contributes to suggesting the path towards sustainability. Even though the issue of mobilizing financial resources for achieving the SDGs is a highly political one, building on the conceptual analysis of responsibility has important implications to expand realistic alternatives from the viewpoint of the Global South.

        농촌 성인지교육 제도화의 필요성과 과제

        본 연구는 한국 농촌사회에서 시행되는 성인지교육의 현주소를 조명하고 전문가 인식 분석과 해외사례연구를 통해 향후 국내 농촌 지역의 성인지교육 개선방안을 검토한다. 국내에서는 2002년 여성발전기본법 개정, 이후 2015년 양성평등기본법 전면 개정 과정에서 성주류화 전략 도구로써 성인지교육 이행을 위한 추진 근거가 마련되어 왔다. 아울러 여성농업인 대상 정책은 2001년 제1차 여성농업인육성기본계획을 시작으로 발전해왔으며, 2016년 제4차 기본계획에서는 제정 이래 최초로 ‘실질적 양성평등’을 비전으로 발표하였다. 농촌형 성평등전문강사 육성 등의성과도 있었으나, 농업·농촌정책 내 성인지 정책추진 기반 부족으로 생활 속에서체감되는 양성평등 정책효과가 미흡하다는 점이 제4차 기본계획의 한계로 인식되었다. 현재 시행 중인 제5차 기본계획(2021~2025)은 농업·농촌 성평등 인식개선및 문화 확산과 정책추진 체계 강화를 중점과제로 상정하고, 이를 이행하기 위한세부 과제로 농촌 특성을 반영한 성평등 교육콘텐츠 개발을 제시하고 있다. 이러한배경에서 본 연구는 농촌특화 성인지 교육콘텐츠 개발의 목표가 효과적으로 추진되기 위하여 요구되는 제도화 과제를 검토한다. 향후 한국 농촌지역의 성인지교육은 제도화를 위한 인적·재정적 자원을 확보하고, 현재 희망자를 대상으로 운영되는 성인지교육을 농촌지역 공무원과 마을조직 관계자 등이 필수적으로 이수할 수있도록 지침을 제정해야 할 것이며, 실질적인 농업업무 및 농촌에서의 일상에서 활용할 수 있는 맞춤형 성인지 교육이 이루어지는지 정기적인 모니터링과 평가를 실시해야 할 것이다. 현재 농촌형 성평등 강사를 중심으로 이루어지는 지역의 모범사례와 노력이 중앙부처 및 지방자치단체의 다양한 제도들과 연결될 수 있도록 향후개선방안 마련이 시급하다. This study aims to provide insights into the current status of gender training (gender awareness education) in rural Korean society and seeks to identify strategies for its institutional advancement. To achieve this objective, the study conducts in-depth interviews with gender trainers and experts in Korea and carries out a brief case study of foreign countries. In South Korea, the implementation of gender training has been supported as a strategic tool for gender mainstreaming during the process of amending the Framework Act on Women's Development in 2002 and the comprehensive revision of the Framework Act on Gender Equality in 2015. Additionally, policies targeting women in agriculture have evolved since the initiation of the first basic plan for fostering female farmers in 2001 and, in the fourth basic plan in 2016, "substantive gender equality" was introduced as a vision for the first time. While progress has been made, limitations in the policy base for gender training within agricultural and rural policies have been recognized as hindering the perceived effectiveness of gender equality policies in daily life. The ongoing Fifth Basic Plan (2021-2025) prioritizes the enhancement of gender equality awareness, cultural dissemination, and policy implementation in rural regions. It introduces the development of gender equality education content tailored to rural characteristics as a key task. Against this backdrop, this study examines institutionalization strategies necessary to successfully pursue the goal of developing specialized gender awareness education content for rural areas. To effectively develop the gender training capacities in rural South Korea, it will be essential to secure human and financial resources for institutionalizing gender training, and to establish guidelines for mandatory participation by rural public officials and community organization members who are currently voluntary participants. Regular monitoring and evaluation should also be conducted to ensure that customized gender training that can be applied in daily agricultural tasks and rural life is being provided. It is urgent to formulate improvement measures that connect exemplary cases and efforts by gender trainers in South Korean rural areas to various central and local government institutions.

        국제개발 규범의 국내화 과정에 관한 연구: 지속가능발전목표(SDGs)와 한국의 국내이행 정책수립에 관하여

        The beginning of SDGs era has emphasized autonomous implementation of international development norms domestically, along with global partnership which enables these norms to be implemented collectively. Korea should build social consensus and establish a consultative body to deal with such issues including various multi-stakeholders. Accordingly, this study reinterprets SDGs into the Korean context, adopts 5P as cross-cutting issues for domestic implementation, and suggests specific issues that hold national priority. Through this, emphasis is placed on understanding the relations between existing government policies and presidential agenda, as well as reaching consensus in the process. Lastly, reorganization of the central government and cooperation with local-level consultative groups is suggested for policy coherence, through a two-track approach dividing the central and local government for practical domestic implementation. In particular, taking into account that domestic implementation process is not a unilateral policy transfer but a policy translation, in which international development norms are contextualized into domestic social conditions, the study suggests policies for modifying and supplementing the structural fragmentation that can surface in the process of domestication of SDGs in Korea. SDGs(Sustainable Development Goals) 시대의 도래에 따라 국제사회에서는 국제개발 규범의 자율적인 국내이행과 더불어 이를 연대적으로 실행하기 위한 글로벌 파트너십 또한 더욱 강조되고있다. SDGs는 사회·경제발전 의제를 전방위적으로 포괄하기 때문에, 이를 국내적으로 이행하기 위한정책 수립 시, 체계적인 이행방안을 마련하지 못하면 혼란을 야기할 수 있는 가능성이 농후하다. 따라서한국은 관련 정부부처, 시민사회단체, 민간기업, 국회, 언론 등 SDGs 이행 정책수립에 관한 다양한 이해당사자(multi-stakeholder) 간 긴밀한 종합적 대응을 가능케 하는 협의체를 구성하고, 국내 사회구성원들에 의한 총체적 사회적 컨센서스(social consensus)를 구축하는 것이 필요하다. 이에, 본연구는 SDGs 목표를 한국적 맥락에 맞게 재해석하고 5P를 국내이행의 범분야 의제로 채택하여 각 의제별로 한국 상황에 맞는 구체 이슈를 우선과제로 상정한다. 또한, 한국적 상황에서 우선시되는 의제들이 결코 기존 시도되지 않은 새로운 이슈들로 구성된 것이 아니라, 많은 부분 이미 정책집행 중이거나구상되는 과정에 있을 가능성이 높다는 점을 확인한다. 이를 통해 SDGs 국내 이행목표와 기존 정부부처별 시행정책 및 현 정부의 국정과제 간 관련성을 이해하고, 이행과정에서의 연대를 위한 합의가 요구됨을 강조한다. 마지막으로, SDGs의 실질적 국내이행을 위해 중앙정부와 지방단위로 나누어 접근함으로써 정합성 있는 이행을 위한 중앙정부 조직개편과 지역별 활동 협의체와의 협력 등을 제안한다. 특히, 본 연구에서 집중하는 한국적 맥락에서의 SDGs 국내이행 과정은 일방적인 정책이전(policy transfer)이 아닌 국가별로 국제개발 규범을 자국 사회조건에 맞게 맥락화하는 정책해석(policy translation)의 성격을 띠게 되는 점에 착안하여, 한국의 SDGs 국내화 과정에서 나타날 수 있는 분절적 구조를 수정 및 보완하는 정책적 제안을 제시하고자 한다.
