Among the parts assembled in the gas receiver of a marine engine, the titanium alloy stainless steel (STS 316Ti) wire mesh serving as a filter was broken, and the related part, the turbine fan of the turbocharger, was damaged. In this study, a sample of the grid wire mesh was collected and the cause of breakage was analyzed, and a method of minimizing the dent mark caused by the mold during wire forming, which is one of the most direct causes, was studied. In addition, the optimum mold shape was realized through FEM simulation, and the wire wave molding machine capable of controlling the speed was improved by supplementing the problems of the existing wire wave molding machine, thereby improving durability with minimal dent marks.

국가 재난관리체제에 있어서 중앙정부의 역할과 지방자치단체의 역할에 대한 문제점에 대한 인식의 계기는 2002년 태풍 루사라 할 수 있고,, 그 후 국가재난관리시스템의 작동에 대한 정밀분석을 시도하면서 드러난 문제점은 아직도 중앙정부와 지방자치단체간의 그 역할이 정비되어야 할 부분이 많다는 점이다. 재난현장 조사,방문 등을 통하여 내린 결론은 국가재난관리시스템의 작동에 대한 핵심적 분석의 지름길은 중앙정부와 지방자치단체의 역할에 대한 분석 이라고 보여 진다. 법치행정의 원칙상 국가재난관리체제의 행정망 작동 근거인 재난방재행정법 중 재난 및안전관리기본법에 있어서 중앙정부와 지방자치단체의 역할에 대한 분석이 매우 중요한 과정이고 그러한 연구를 통하여 우리나라 국가재난관리 체제의 개선방안에 대한 입법론을 제시하였다. 참여정부가 우리나라 재난관리행정의 지침적, 통합적, 법률인 재난및안전관리기본법을 제정하였고, 소방방재청을 개청하는 등 재난 및 국가위기관리체제를 확립하였고, 국가의 안보문제에 ‘전통적 안보개념’인 군사적 안보 개념에 재난관리를 포함하는 ‘포괄적 안보개념’을 정립하여 국민들의 안전한 삶을 보장하기 위한 국가적 시스템을 한 단계 더 격상시켰다는 점은 중요한 업적 중의 하나라고 평가 할 수 있다. 이러한 업적을 토대로 하여 새 정부는 범정부적 업무이고 중복 업무가 많았던 재난안전관리업무의 개선을 통한 국민의 생명과 재산을 보호하는 보다 더 정밀한 시스템을 구축하는 것이 보다 더 두텁게 국민의 생명과 재산을 보호하는 것이라고 평가된다.

재외국민보호를 위한 영사업무 체계의 개선에 관한 연구 -「재외국민보호를 위한 영사조력법」의 쟁점을 중심으로-

As the number of overseas Koreans traveling or staying in foreign countries is increasing rapidly, the damage caused by accidents, disasters, and terrorism in the country is increasing. Until now, indirect laws and guidelines for the protection of overseas Koreans, as stipulated by the Constitution of Korea, have been implemented through the division of the country's obligation to protect overseas citizens and the directives of the Ministry of Foreign Affairs. The Consular Assistance Act for the Protection of Overseas Koreans was enacted, enabling efficient work execution through the Enforcement Act. In this paper, we examined the major issues of the consular assistance law enacted and the contents of the guidelines for consular affairs that have so far been guidelines for the protection of overseas Koreans and the related laws. Most fundamentally, it emphasized that the budget increase by the Ministry of Foreign Affairs, the expansion of overseas missions, and the expansion of diplomatic and consular staff should be pre-empted. It proposed the specificization of the type and scope of consular assistance, prevention of exploitation and expense of consular assistance, criteria for implementing consular services, and strengthening cooperation with host countries. It then suggested that the establishment of a detailed cooperation among government agencies, focusing on the Ministry of Foreign Affairs, should be made concrete in the establishment of the Overseas Koreans Protection Committee, the basic plan for the protection of overseas Koreans, and the establishment of an execution plan. It is thought that these alternatives should be included in future administrative legislation ahead of the implementation of the Consular Assistance Act. 해외여행과 외국에 체류하는 재외국민의 수가 급증하고 있다. 현지에서의 사건사고, 재난, 테러 등으로 인한 피해가 늘어가고 있는 현실에서 재외국민 보호시스템의 효율성을 제고하는 방안을 제시하는 것이 본 연구의 목적이다. 연구방법으로는 그 동안의 재외국민보호 현황에 대하여 선행연구들과 관련법령들에 대한 문헌적 고찰방법을 통하여 진단하였다. 연구내용으로는 제정된 영사조력법의 주요 쟁점들과 지금까지 재외국민보호 업무의 지침이 된 ‘영사업무 지침’ 및 관련 개별 법률들과 재외공관의 실무들을 검토하였다. 연구 결과 영사업무 체계 개선 대안으로서 외교부의 예산 증액, 재외공관의 증설, 외교관, 영사인력의 증원 등이 전제되어야 함과 영사조력의 종류와 범위 구체화, 영사조력 악용방지 및 비용부담, 영사업무 추진의 기준, 주재국과의 협력 강화, 외교부를 중심으로 정부 부처간 치밀한 공조 확립 등에 관한 것들이 재외국민보호위원회의 설치, 재외국민보호 기본계획, 집행계획의 수립 등에서 구체화 되어야 함을 제시하였다. 또한 영사조력법의 시행을 앞두고 향후 제정하게 될 하위 행정입법(법규명령으로서 시행령, 시행규칙)에 잘 반영되어야 함과 재외국민보호 업무의 개선안 등을 제시하였다.

해외 테러 대응 시스템의 개선에 관한 연구

해외 테러 대응 체계의 개선방안으로는 정부예산 중 테러방지 예산 및 외교부예산의 증액이 가장 시급하다. 테러 대응 현지 공관의 역량을 강화하기 위해서는 영사인력의 증원이 필요하고, 테러의 유형 중 납치,해적 등에 대한 전문 협상인력과 전문구조인력을 양성해야 한다. 테러 대비 대응 훈련에 교민사회가 적극 참여하도록 해야 하고, 공관과 주재국 정부 및 교민사회간의 거버넌스 구축이 필요하다. 주재국에서 정보수집 역량도 강화 되어야 한다. 주재국과의 공공외교를 통하여 친밀감을 확산 시키고, 파트너 쉽을 강화 하는 것 또한 해외 테러로부터 우리 여행객과 체류국민을 보호하는 길이다. A way to improve the response system against terrorism in Foreign Countriesis to increase the budget for anti-terrorism and the budget for the foreign ministry. To strengthen the capacity of local missions to respond to terrorism, we need to foster and increase the capacity of the consul.Of the types of terrorism, the government should foster professional negotiators and rescue experts. It is necessary to ensure that the Korean community is actively involved in the training of counterterrorism, and to establish governance between the government of the embassy and the host country and the Korean community. The ability to collect information from the host country should also be strengthened. The way to protect our tourists and Stay people from international terrorism is to spread the sense of closeness and strengthen partner convenience through public diplomacy with the host country.

적층 제조공정 불확실성을 고려한 PLA시편의 심층 신경망 기반 피로수명 신뢰성 평가

Purpose: This study aims to assess the reliability of fatigue life for additively manufactured polylactic acid (PLA) specimens by considering the physical uncertainty of additive manufacturing (AM) conditions based on a deep neural network (DNN). Methods: The fatigue specimens were manufactured by fused deposition modeling (FDM) in accordance with AM conditions. The fatigue life test was then conducted using the rotational fatigue test equipment. Furthermore, to consider the physical uncertainties resulting from AM processes, the variation of AM parameters was assumed as a normal distribution. The DNN model was trained to predict the fatigue life based on experimental data in accordance with AM conditions. The reliability assessment was then performed with Monte Carlo simulation (MCs). Results: The DNN-based reliability assessment is carried out by employing MCs. The result shows that the reliability is converged by increasing the number of sample data. In addition, the predicted reliability is verified by error evaluation under a 95% confidence level. Conclusion: The framework of DNN-based reliability assessment is suggested to predict and assess the reliability of fatigue life in accordance with AM conditions. This framework can be used for the reliability assessment of fatigue behavior for various product designs manufactured with AM.

어업손실보상제도의 문제점과 개선방안

Despite the abundant fishery resources surrounded by the sea on the three sides in Korea, the fishermen in the fishery have been suffering from the depletion of water resources due to large-scale shared land reclamation project for the implementation of various public service projects such as the recent formation of industrial complex, port development construction, new airport construction and reclamation projects, etc. And there has been a sharp confrontation between the business owners and related fishermen over these damage compensation issues. Therefore, in this paper, I examined the necessity of defining the criteria and scope of compensation for loss of fishery more clearly in order to protect the people’s property right, which is the fundamental rights guaranteed by the Constitution and the development of fishery loss investigation and evaluation techniques. Furthermore, I tried to find out the problems of the legal and practical system in the compensation of loss of fishery caused by the public service and to provide the basis for fair compensation by suggesting improvement measures for reasonable loss compensation. 3면이 바다로 둘러싸인 우리나라는 풍부한 수산자원을 가지고 있음에도 불구하고 최근 공업단지의 조성 및 항만개발건설, 신공항건설, 간척사업 등 각종 공익사업의 시행을 위한 대규모의 공유수면매립공사로 인하여 수자원이 고갈되어 해당 어장에 종사하는 어민들의 피해가 속출하고 있다. 그리고 이들 피해보상 문제를 둘러싸고 사업주체와 관련 어민들 간에 첨예한 대립이 계속되어 왔다. 본고에서는 헌법이 보장하는 기본권인 국민의 재산권을 보호하기 위해서 어업손실보상의 기준과 범위 등을 보다 명확하고 상세하게 규정할 필요성과 어업의 손실액 조사 및 평가기법에 대한 개발 등을 살펴보았다. 그러면서 공익사업으로 인한 어업손실보상에서 발생하는 법제도상・실무상 문제점을 살펴보고, 합리적인 손실보상을 위한 개선방안을 제시하여 정당한 보상의 토대를 마련하고자 하였다.
