공동주택 평균층수 적용에 따른 경관영향 분석 및 제도운용 개선방안 연구

The purpose of this research is to suggest an improved method of how to apply and operate an average floor height system to rebuilt or redeveloped apartment buildings in general residential areas of Seoul. This research suggested two research findings by a computer simulation study for analyzing the difference between the average floor height of apartment buildings in experimental sites and the average of floors of buildings near experimental sites. The first finding is that an average floor height system should be applied to apartment buildings with a limitation of maximum height at sites larger than $12,000m^2$ in order to control the difference of the maximum height of buildings between apartment sites and their surroundings. The second finding is that the average floor height system should be operated by an appropriate average floor height ratio at sites greater than $50,000m^2$ in order to harmonize rebuilt or redeveloped apartment buildings with their surroundings.
한국 도시의 조망경관 관리를 위한 미국 도시 조망경관 관리기법 사례연구

Management practices and ordinances for urban scenic view protection are varied by cities because they have their distinctive nature and social environment. Therefore landscape management methods for urban scenic views are generally varied by the characteristics of city landscape and ordinance. This case study for scenic view protection practices in U.S.A. is very meaningful and appropriate because cities initiate a plan and/or an ordinance to manage urban scenic view in Korea. Urban scenic view protection methods were analyzed based on followings: 1) how to select scenic view resources and define spatial areas for preserving them, 2) how to control building height, open view corridor and guide landscaping and 3) how to carry out view protection methods and organize them in laws or ordinances. Findings of this study will be applied usefully in the development of urban scenic view protection methods in Korea.

The purpose of this study is to provide an remodification method for elementary school complex facilities in Seoul Metropolitan city. This study analyzes the questionnaire survey for 568 entire elementary schools and the questionnaire survey for school facility complex project operated 44 elementary schools. Then the result of this study was deduced from the comparison between the 568 entire survey data and 44 survey data in terms of the cognition of school facility complex project, the required type of facility and the problems of complex facility maintenance and operation. Four major findings were revealed as the result of research. First, there is a very high agreement with the school facility complex projects. Second, it was need that the process of planning and design was remodified to enhance participation of parents of students and local residents for selecting an appropriate complex facility. Third, education environment and student safety should be protected from any other school facility complex environments. Fourth, an agreement and regulation is needed for more effective maintenance and operation of school complex facilities.
중요도-성취도 분석에 의한 경관계획 작성 단계별 평가 - 개발대상지 경관계획을 중심으로 -

본 연구는 개발대상지의 경관계획 수립체계를 마련하기 위한 기초연구로서 경관계획에서 진행하고 있는 각 단계별 계획항목과 내용 등에 대한 분석을 바탕으로 체계적인 개발대상지 경관계획 수립 방안을 연구하였다. 각 단계별 계획요소의 중요도와 성취도는 전문가 설문을 바탕으로 수행하였으며, 구체적인 분석방법으로는 기술통계분석, 분산분석, t-test, 중요도-성취도 분석 등의 통계분석방법이 사용되었다. 평가결과 계획단계 기존계획에 대한 성취도 평가는 3.813, 계획항목의 중요도에 대한 평가는 5.648로 나타나, 그 중요도에 비해 기존 경관계획이 미흡했던 것으로 분석되었다. 또한, 경관계획 단계별로는 경관기본계획과 경관기본구상 등은 비교적 잘 수립되고 있으나 경관 디자인가이드라인과 경관자원조사는 경관계획의 질적 향상을 위해 보완해야 할 부분으로 파악되었다. 경관기본계획 단계 중에서는 미시적 경관계획이 중요도에 비해서 잘 진행되지 않아 보완이 필요하며, 경관디자인가이드라인 단계에서는 녹지 및 오픈스페이스, 장소 디자인가이드라인 등의 보완이 필요한 것을 알 수 있었다. 본 연구는 설문조사를 기초로 진행하였으므로 설문응답자의 기존 경관계획에 대한 이해 정도가 다를 수 있다는 점과 경관계획 계부항목 선정에 대한 구분이 다를 수 있다는 점 등에서 연구의 한계를 지적할 수 있다. 향후 연구에서는 기성 도시경관계획과 개발대상지 경관계획의 계획요소 간 중요도 비교와 경관디자인 가이드라인 계획요소 및 작성기준 등에 대한 구체적인 연구가 필요하다. The purpose of this study is to reflect on the results of the assessment and analysis of landscape planning projects according to planning phases in a landscape planning system based on landscape law. An assessment of the importance and performance of landscape planning elements by planning phases was studied by statistically descriptive analysis, variation analysis, statistical t-test and importance-performance analysis. As a result of the evaluation, the performance of existing landscape planning projects is 3.813 and the importance of planning elements is 5.648. This means that in spite of the importance of landscape planning elements, the performance of existing landscape planning projects is not sufficient to cover the importance of landscape planning elements. In addition, 'site landscape survey' and 'landscape design guideline' sections are not sufficient when they are compared to 'landscape concept plan' and 'landscape basic plan' to complete the landscape planning projects required by landscape law. It means also that the landscape survey and landscape design guidelines should be complementarily practiced in order to increase the effectiveness of landscape planning projects. As the research is practiced by survey methods on landscape planning projects which are only new development sites, the results cannot represent all types of landscape planning projects. Nevertheless, the results can be applied to new landscape planning at new development sites or old cities to increase effectiveness.
