        해남 고려청자 요지의 세계유산 등재 추진 전략

        This paper reviews recent trends related to the UNESCO World Heritage system and domestic cases of World Heritage promotion, and summarizes the direction for promoting the World Heritage registration of key elements of Haenam Goryeo celadon. The domestic procedures for listing the “Gangjin Shore Site” on the World Heritage Tentative List in 1994 and the “Buan Goryeo Blue Heritage Site” on the World Heritage Tentative List in 2019 are different in terms of name, scope, area, promoter or method of explanation, and 25-year time gap. different. Here, “Haenam Goryeo celadon gist” can be said to be a new object. However, in accordance with Article 63 of the “Operational Guidelines for the Implementation of the World Heritage Convention,” the procedure must be followed again from registration [adjustment] on the tentative list. It is considered that the first task is to adjust the tentative list of the 1994 “Gangjin Island Site” as a single heritage site to a serial heritage site of “Korea’s Goryeo Celadon Heritage” with Haenam, Gangjin, and Buan. In relation to the World Heritage system, a preliminary consultation and preliminary evaluation system was introduced, and a heritage impact assessment procedure related to development was established. And the perspective on implementing the World Heritage Convention changed from focusing on registration to focusing more on conservation management after registration. The conditions for OUV verification based on the World Heritage Convention include listing criteria, authenticity, integrity, protection and management plan, etc. The criteria for listing Goryeo celadon sites need to be reviewed focusing on item (iii). As a traditional craft industrial facility during the Goryeo Dynasty, it is the largest distribution center that produced the largest quantity of Goryeo celadon, natural and geographical location environment for large-scale ceramics, development of celadon production technology through changes in kiln structure, process of decline of ceramics based on historical facts, and pottery and pottery. The fact that it is unrivaled physical evidence that organically shows Goryeos celadon distribution system through furnaces should also be clearly described in the Summary of Goryeo Celadon in Haenam.“ In terms of authenticity, the Haenam Goryeo celadon site is a large-scale kiln site from the early Goryeo period and is an important relic that can solve the problem of the production site of early celadon. It is also an important relic in the study of Koreas ceramic history as it can also solve the relationship between earthenware and Goryeo celadon. For completeness, it is necessary to reveal the securing of water sources, accumulation of fuel and collection of raw materials, transportation and distribution through nearby ports and sea routes, and space of the potters life history, focusing on the key point and surrounding rivers and mountains. Regarding the scope of registration and establishment of heritage areas, designated areas and protected areas should be set as heritage areas, and historical and cultural environment preservation areas (300-500m) should be set as buffer zones, but it is necessary to take into account natural topography such as mountains and hills. The establishment of cultural heritage zones and protection zones according to domestic law must be reexamined, and designation of the Hwawon-myeon area as a nationally designated cultural heritage (historic site) must be promoted. It is also necessary to promote public ownership of heritage land. Conservation management items must also present the current status of conservation management up to the time of application and the conservation management plan after registration.       • 연고전에 반영된 축제와 놀이의 상징성 연구

        대학교 축제는 대학교가 지향하는 이념과 대학생들의 고유한 문화가 결합된 독특한 대학문화를 반영해준다. 그러나 이러한 대학교 축제에 대한 연구는 부족한 실정이다. 본 연구는 연고전이라는 대학교 축제에 반영되어 있는 상징성을 밝히고자 진행되었다. 연고전은 연세대학교와 고려대학교의 스포츠교류전의 형태를 취하고 있지만 축제가 가지고 있는 문화적 장치, 주기성, 의례성, 탈현실성, 재생성, 놀이성, 문화소의 재결합과 창조성등의 기능과 효과 역시 보유하고 있다. 또한 연고전에는 색깔상징, 동물상징, 의례상징 등이 반영되어 있다. 이는 연세대학교와 고려대학교의 문화가 연고전이라는 대학교 축제에 어떻게 나타나고 있는지 보여주는 척도로서의 기능을 하고 있다. University festival reflect unique culture of university which combined belief of university and student’s own culture. However, research of university festival is unsufficient in Korea. This paper has purpose to research symbolism of ‘Yon-Ko-jeon’ which is joint festival between Yoensei university and Korea University. Yon-Ko-jeon has property of periodicity, courtesy, ritual, out of reality, trance which is basic property of festival. Moreover, it has color symbol like blue and red, animal symbol like eagle and tiger, and ritual symbol. It represents how the culture of Yonsei University and Korea University represent in ‘Yon-Ko-jeon’.

        Natech 재난에 의한 석유 화학 산업 다수의 저장용기 사고 시 위험성 평가

        The Fukushima accident was initially caused by a natural disaster, which shut off the cooling system and the initiating event from a reactor was propagated to other reactors at the site. Natural disasters can trigger technological disasters (i.e. domino effect) and these Natechs (Natural Hazard Triggering Technological Disasters) can add substantial risks to countries and communities. It is highly possible that chemical plants experience Natechs since there are a number of industry complexes having numerous units and tanks so close each other. The purpose of this paper is to apply appropriate process safety applications using risk analysis related to multiple vessels (tanks) at a site. Several QRA approaches have been searched and employed to compare the risks of an imaginary chemical plant complex in South Korea regarding multi-vessel (unit) failure scenarios triggered by natural disaster.

        우리나라 핵심 산업의 지속 성장을 위한 한⋅중⋅일 수출 경쟁력 분석 및 전략 제언

        본 연구는 국내 산업 혁신의 방향 및 시사점을 도출하기 위해 다양한 연구 방법을 토대로 핵심 산업의 수출 경쟁력과 동태적 성장 패턴을 분석하였다. 본 연구의 핵심 문제는 산업 및 혁신에 관한 통찰력 제공을 위해 글로벌 영역에서 국내 핵심 산업의 경쟁력을 어떻게 향상시킬지에 초점을 두었다. 이와 관련한 많은 논의가 있었음에도 아직까지 국내 핵심 산업의 경쟁력에 대해서는 더 많은 고찰이 필요한 상황이다. 이를 위해 본 연구는 UN Comtrade 데이터로 수출경합도(ESI), 현시비교우위(RCA), 무역특화(TSI)지수를 활용하여 한국, 중국, 일본의 산업 경쟁력을 정밀 분석하였다. 분석 대상은 국내 핵심 산업인 4개 영역(바이오⋅헬스, 무선통신기기, 철강, 반도체⋅디스플레이)을 토대로 진행하였다. 연구 결과, 국내 핵심 산업 중 비교우위에 있는 제품 그룹은 일본 및 중국과의 경쟁에 대비, 지속적으로 전략적 우위를 차지하기 위해 경쟁력을 강화해야 한다. 중국과 일본 또한 자원 활용 측면의 강점을 보유하고 있기에 우리가 비교우위에 있더라도 이 부분에 관해서는 꾸준히 산업 역량을 강화해야 한다. 또한, 비교열위에 있는 제품 그룹은 선도 산업으로 탈바꿈하기 위해 중장기적 관점의 기술 전략을 수립, 산업/제품의 변화와 재편을 추구해야 한다. 그러므로 글로벌 시장에서 한국의 핵심 산업이 경쟁력을 지속적으로 유지 또는 향상하기 위해서는 선택과 집중을 통한 전략적 로드맵을 수립, 미래 역량을 축적해야 한다. 본 연구는 국내 핵심 산업의 수출 경쟁력에 대한 심층적 이해를 토대로 국내 산업의 지속 성장을 위해 많은 시사점을 현장에 제공할 것이다. This research topic’s goal is to provide comprehensive strategic suggestions to discuss export competitiveness and recent dynamic growth pattern in key industries from multiple methods, with practical policy implications for fostering industry innovation. An important research question, is how best to upgrade Korea’s key industry, to improve our collective business & industry insight based on global domain. Despite ample attention – including research and managerial field – to this question, there remains much to learn about export competitiveness of key industries and core products in Korea. In order to answer this research question, we adopt empirical & portfolio analysis using UN com-trade data. We analyzed the Revealed Comparative Advantage, Trade Specification Index, and Export Similarity Index of Korea, China, and Japan, which are competing with core 4 industry domain (Bio and Health, Wireless communication device, Steel, Semiconductor and Display). Results of export competitiveness analysis revealed that the comparative advantage product group should make an attempt to increase the strategic superiority to compete with Japan and China, which have trailed behind the Korean key industries, because these nations already have the strength of technological and financial resources. In addition, to become a leading industry with a comparative disadvantage product group based on localization development, the principal focus of the comparative disadvantage group should be changed and reorganized to emphasize long-term technological development strategies. Therefore, if key industries in Korea want to retain and improve their competitiveness in the global market, they should implement the selecting and concentrating strategic growth road-map. In conclusion, we wish to gain more thorough understanding of export competitiveness of key industry, to foster more innovative solutions.

        Quasi-Optimal Model을 활용한 출연연 성과평가 가중치의 객관적인 산정 방법에 관한 연구

        과학기술 분야 출연연의 혁신역량과 연구 성과의 평가를 위해 다양한 방법론이 사용되었다. 오랜 기간 축적된 방법론임에도 불구하고, 평가의 공정성과 타당성을 높이기 위하여 매년 경영진과 전문가의 논의를 통해 지표별 가중치(배점)를 조정하여 개선하고자 노력하고 있다. 가중치나 배점을 정제된 방법론을 적용하였다 하더라도 주관이 개입되는 한계가 있기 때문에 상대적으로 불리한 평가를 받은 구성원이 공정성과 타당성을 문제 삼는 결과가 도출되기도 한다. 따라서 본 연구는 연구 성과평가를 위한 가중치 선정 방식을 객관적인 방식으로 검토할 수 있는 수리적 모형을 제시하였다. 독립변수들의 조합으로 종속변수에 대해 추정을 할 경우에는 가중치 부여에 주관이 개입할 수밖에 없는 기존의 연구 한계를 넘어서 대립 모형을 이용하여 객관성을 합리적으로 확보할 수 있는 모델을 제안하였다. 또한, 과학기술 분야 출연연의 연구팀에 대한 성과평가 사례로 본 연구가 제안하는 준최적화 모형(Quasi-Optimal Model)의 타당성에 대해 논하였다. 본 모델을 확장하여 적용하면 전문가들의 서로 다르게 제안된 모형을 절충할 수 있는 의사결정 방법론에도 활용할 수 있을 것으로 판단된다. 본 연구 모형을 포함하는 수리적 모형의 한계와 본 연구 결과의 활용방안에 대해서는 본 연구의 마지막 단원에서 다룬다. A number of methodologies have been used to evaluate the innovation capabilities and research performance of government-funded research institutes in science and technology in South Korea. Despite the long-accumulated methodology based on many experiences, they are trying to adjust the weights for each indicator based on the executive members and experts’ supervision every year in order to improve the fairness and validity of evaluation. However, since there is a main problem of involving the supervision of a group belong to just some people, there is a problem that some members who have received a relatively unfavorable result in an evaluation that can not be understood. Therefore, this study presents a more objective and valid mathematical model of the weighting method for evaluating the research performance. In this paper, we discuss the feasibility of the Quasi-Optimal Model based on the arithmetic and geometric model proposed by this study. By proposed model in this study, we can apply it to the decision-making methodology among various models suggested by different expert groups. At the end of this paper, the limitations of the mathematical models and how to apply the research results are discussed.

      • Correlation Analysis on CO<sub>2</sub> Emission and Cost of Energy Resources and Life Cycle Assessment

        The world is moving towards a post-carbon society and needs clean and renewable energy for sustainable development. There are many methodological approaches which are helping this shift based on analyzed data about energy resources and which focus on limited types of energy including liquid fossil, solid fossil, gaseous fossil, and biomass (e.g. IPCC Guidelines, ISO 14064-1, WRI Protocol, etc.). We should also consider environmental impact (e.g. greenhouse gas emissions, water use, etc.) and the economic cost of the renewable energy to make a better decision. Recently, researchers have addressed the environmental impact of new technologies which include photovoltaics, wind turbines, hydroelectric power, and biofuel. In this work, we analyze the environmental impact with a carbon emission factor to present a correlation between CO₂ emission and the cost of energy resources standardized by the energy output. In addition, we reviewed Life Cycle Assessment (LCA) as another methodology. Researchers who are studying energy systems have ignored the impacts of entire energy systems, e.g. the extraction and processing of fossil fuels. In power sector, the assessment should include extraction, processing, and transportation of fuels, building of power plants, production of electricity, and waste disposal. Therefore LCA could be more suitable tool for energy cost and environmental impact estimation.
