        공공갈등의 유형, 갈등관리방식, 시민단체개입이 갈등지속기간에 미치는 영향 분석

        본 연구는 공공갈등해결에 영향을 미치는 요인들 간의 적합성이 갈등해결의 결과에 미치는 효과를 분석한다. 이를 위해 본 연구는 갈등해결의 상황적합모델을 토대로 공공갈등의 특성과 환경적 요인 및 갈등관리요인 간의 적합관계를 규명하기 위한 분석모형을 도출하고, 이를 한국공공분쟁DB에서 추출된 사례를 이용하여 검증한다. 분석결과 영향요인들은 갈등해결의 결과에 개별적으로 영향을 미침과 동시에 요인 간의 적합관계도 갈등해결결과에 영향을 미치고 있음을 발견하였다. 구체적으로 갈등유형과 갈등관리방식 간의 적합성, 갈등유형과 시민단체개입의 적합성, 그리고 갈등유형과 시민단체개입 및 갈등관리방식의 적합성이 갈등해결의 결과에 유의미한 영향을 미치고 있음을 알 수 있었다. 특히 갈등유형과 갈등관리방식의 적합성과 갈등유형과 시민단체개입 및 갈등관리방식의 적합성이 갈등해결의 결과에 상대적으로 큰 영향을 미치는 것으로 나타났다.

        한국 공공갈등의 생애주기별 특징에 대한 경험적 분석

        This paper attempts to examine the trends and characteristics of public dispute in Korea and to find general features of public dispute based on the theory of conflict life cycle. For this purpose, this paper analyzes public disputes that took place from 1990 to 2009, according to a range of variables, including issue, type, character, duration, intensity, and termination method. <br/> The findings are as follows: 1) the number of public disputes has rapidly increased over time: 2) the increase in disputes gained momentum after the economic crisis of 1998; 3) the average number of public disputes is greatest in the second year of each government: 4) the duration and intensity of public disputes differs according to the dispute characteristics and termination methods. This paper suggests that alternative dispute resolution methods such as mediation and arbitration should be strengthened in order to efficiently manage public disputes, and that the dispute management capacity of government as well as the third sector should be radically strengthened. <br/> This paper has some limitations as it focuses on efficiency of dispute resolution without deeply discussing procedural legitimacy, democratic character, and effectiveness. Nevertheless this paper makes a positive contribution because it is expected to help improve our understanding of public disputes.

        A Study on Public Deliberation Process Design in Local Community -A Focus on the Gwangju Metro Line 2 Public Deliberation Case

        The basic components of a public deliberation include participation and deliberation, but it may proceed in various forms depending on the characteristic of the conflict. This study aims to investigate the local community public deliberation process that befits the nature of the public conflict. In order to do so, this study has constructed an analytical tool across the entire public deliberation process and used this tool to analytically reassess the Gwangju Metro Line 2 public deliberation case. As a result of the case study, this study has discovered that the prior consensus of the local community on the public deliberation agenda, devotion of the Public Deliberation Preparation Committee comprised of an equal number of private and public sector members, formation of a neutral Public Deliberation Committee, usage of a civic participatory poll that was recently familiar to the Korean society, and securing of the representativeness of the civic participation group and its deliberation were the key factors that made the Gwangju Metro Line 2 public deliberation case a success. However, there were also areas of improvement, especially regarding the confusion due to the double role of the local government, need to improve the roles of the stakeholders, securement of fairness across the public deliberation process, and issue of the legitimacy of decision making method.

        Comparative Analysis of the Deliberative Effects of Face-to-Face and Online Public Deliberation: Focusing on the Cases of Public Deliberation on Gyeonggi Provincial Government Policies in 2019 and 2020

        This study seeks to provide empirical evidence for its usability by comparing and analyzing the deliberative effects of online public deliberation, which is growing as a new type of public deliberation, with the deliberative effects of traditional face-to-face public deliberation. In this study, the 2019 Gyeonggi provincial government policy face-to-face public deliberation and the 2020 Gyeonggi provincial government policy online public deliberation, which were conducted with the same organizer, host, and agenda, were analyzed. As a result of the analysis, online public deliberation showed similar deliberative effects to face-to-face public deliberation in terms of both individual and collective rationality. In particular, it showed high deliberative effects in terms of personal rationality. However, when limited to deliberative discussions, face-to-face discussions were still more effective than online discussions. The results of this analysis suggest that the use of online public deliberation can be actively considered in cases where expanding consensus on major policies and laying the foundation for consensus formation are needed, and that face-to-face public deliberation would be preferable in matters that require collective decision-making through in-depth deliberation.

        한국군의 민군갈등관리시스템 개선방안: 공군사관학교 사례를 중심으로

        The purpose of this paper is to examine the conditions for improving the civil- military conflict management system of Korea`s forces. For this, this paper employs systems approach to conflict management. Based on the analysis of the conflict management case of Korean air force academy, this paper finds as follows: 1) there are a lot of restrictions using the established military conflict management system, 2) it is necessary to construct special organization for conflict management in the headquarter level of army, air force and navy and to specialize the organizations in conflict management system, 3) especially, the headquarter level organizations in conflict management system should develope the ability of strategic decision making to civil-military conflict, and the field unit level organizations need to improve conflict analysis skills and communication skills with residents, 4) it is necessary to devise wats of encouraging the attitude of commanders for reasonable conflict resolution.

        The Potentials of Public Debate and Deliberative Democracy A Focus on the Experience of the ‘2014 Korean National Public Debate Forum

        The purpose of this research is to assess the potentials and issues revolving around deliberative public debate in Korea. For this, this research sought out whether public debate is able to function normatively as a place that fulfills the conditions of participation and deliberation, which are the core values of deliberative democracy, and whether it is able to function as a place for the formation of democratic opinion and will. Based on the analysis of the '2014 Korean National Public Debate Forum'(2014 Kookmin Daetoronhoe), this research finds as follows: 1) the '2014 Korean National Public Debate Forum' shows the potentialities for deliberative public debate, 2) but in order to settle deliberative public debate, it is necessary to institutionalize public debate and to establish social capital for public debate, 3) to design efficiently deliberative public debate, the various approaches to public debate, the adequate discussion period for debate and a wider use of professional are needed.

        다자 협상에서 복잡성 관리에 관한 탐색적 연구: 여주 제일시장 매각대금 분배협상 사례를 중심으로

        Multiparty negotiation are characterized by complexity compared to bilateral negotiations of a simple structure, and in multiparty negotiation, complexity management becomes a key task in successful negotiation settlement. The purpose of this study is to explore the factors affecting the complexity management of multiparty negotiation. Specifically, this study analyzes the complexity management of multipasrty negotiation in terms of simplification, structure, and orientation for the case of Yeoju Jeil Market distribution negotiation. As a result of the analysis, conflict assessment analysis, fact-finding using experts, and mutual recognition sharing based on objective information between parties contribute positively to simplification, and the appropriate allocation of roles and responsibilities and the restructuring and recombination of priorities through the development of mutually beneficial options are essential to the structuring of negotiations. In addition, the final offer arbitration was used as the final decision-making method, which is a key element of structuralization, and it was found that if the conditions were met, final offer arbitration could also be a good means for cooperative agreement. Orientation suggests the direction of negotiation and the driving force of agreement, and it was found that the key was to set the goal of negotiation correctly in the initial stage. In addition, the importance of the mediator who plays a role in promoting complexity management in the entire negotiation process was also confirmed. 다자 협상은 단순한 구조의 양자 협상에 비해 복잡성을 특징으로 하는바, 다자 협상에서 복잡성 관리는 성공적 협상 타결에 핵심 과제가 된다. 본 연구는 다자 협상의 복잡성 관리에 영향을 미치는 요인들을 탐색하는 것을 목적으로 한다. 구체적으로 본 연구는 여주 제일시장 매각대금 분배협상 사례를 대상으로 단순화, 구조화, 지향성 차원에서 다자 협상의 복잡성 관리를 분석한다. 분석 결과, 협상 초기에 수행하는 갈등영향분석과 전문가를 활용한 사실조사 그리고 협상당사자 간 객관적 정보에 기초한 상호 인식 공유는 단순화에 긍정적으로 기여하며, 역할과 책임의 적절한 배분 그리고 상호 이익이 되는 옵션 개발을 통한 우선순위의 재구성과 재조합은 협상의 구조화에 필수적 요소임을 알 수 있었다. 아울러 구조화의 핵심 요소인 최종 의사결정 방식으로 최종제안중재가 활용되었는데, 조건이 충족되면 최종제안중재도 협력적 합의에 좋은 수단이 될 수 있음을 발견하였다. 지향성은 협상의 방향과 합의의 동력을 제시하는 것으로 초기 단계에서 협상의 목표를 올바르게 설정하는 것이 핵심임을 발견하였다. 아울러 협상의 전 과정에서 복잡성 관리에 촉진 역할을 하는 조정자의 중요성도 확인하였다.
