        죽음에 이르는 도시

        The purpose of the paper is to explore Mumford’s theory of megatechnics and apply to modern cities, to trace the causal source of problems in Necropolis. Mumford uses his framework with two dimensions of megamachine and myth of machine which organize the megatechnics not as a physical technology but as a social institution. He explains how the main components of energy, economic, political and media power have been coevolved in the development of technological system and how the system has driven the society and city into the death. In order to prevent megatechnics from further controlling and deforming human culture, Mumford suggests we have to have a radically different model derived from living organisms and ecosystems, not from machines.

        솔라시태대구 사업의 경제성ㆍ환경성 분석

        Solar City Daegu Project(SCDP) represents a comprehensive model for shaping the future of Daegu city of 2.5 million residents with a mixed industrial and services economic base. Its specific aims are as follow: realization of a carbon footprint consistent with standards of global sustainability and equity; the development of renewable energy based urban community and economy; and the pursuit of economic development that meets the needs of Daegu"s citizens in a manner that is culturally and ecologically sound. We evaluated specifically the photovoltaic(PV) systems among various concrete SCDP. We conducted the economic-environmental analysis for 8 separate PV systems which have been connected to the monitoring system at the Research Institute for Energy, Environment and Economy, and accumulated real generation data on web-based database system. We show that the economics of the PV projects can be improved if 70% of the investment would be charged by the system owners and the full cost rate(for the below 30kW, 711.25 won/kWh: for the above 30kW, 677.38 won/kWh) would be warranted for the life span of the system. And it is suggested that the environmental impacts such as greenhouse gas reductions be considered in the economic analysis of PV systems.

        공동주택 대지선정에서 GIS를 활용한 친환경성 평가에 대한 연구

        This paper is about technique that uses GIS to select sustainable site in planning environment-friendly building(Green Building) to reduce greenhouse gas emission that causes global warming. Selecting sustainable site is important, because it is the most fundamental and important step in planning the Green Building. Also when it comes to energy performance and implications for the environment of the building, it is the biggest factor that decides sustainability during the building"s life-cycle. This paper aims to study the technique to select optimum site for the Green building that can reduce the emission of CO₂, through objective data gained from analyzing surrounding infrastructures such as soil, geological features and access to streets, and also analyzing wind ways and illuminance using GIS. Existing environment-friendly architectural design process lacked sustainability, efficiency and objectivity about space analysis by planning space through local site analysis. Therefore if site selection is done through analyzing data from vast area using GIS, improved sustainability will not only improve a environment-friendly building, but even make environment-friendly residential neighborhood and city planning possible.

      • 대북 사회공헌형 산림탄소상쇄사업 모니터링 여건평가

        모니터링은 북한지역을 대상으로 하는 사회공헌형 산림탄소상쇄 사업을 진행하는 과정에서 핵심요건으로 부각되고 있다. 온실가스 감축 여건에 대한 모니터링이 잘못되었을 경우, 입증수단과 방법을 사전에 점검하여 리스크와 불확실성을 최소화하여야 한다. 따라서 본 연구의 목적은 산림탄소상쇄사업에서 발생할 수 있는 입증책임에 관련된 쟁점들을 사전에 점검하고자 백두산을 대상으로 모니터링 여건(사업대상지의 적합성, 산림 바이오매스 성장에 따른 탄소축적, 바이오매스의 손실, 삼림 전용 및 훼손 여부, 환경, 사회, 경제적 영향에 의한 탄소 배출량)을 평가하였다. 인공위성 영상은 백두산의 산림현황을 가시적인 기록으로 제시하였는데, 대북 산림탄소상쇄사업에서 모니터링이 필요한 지표를 대부분 충족하는 것으로 확인되었다. 본 연구 결과는 북한에서 산림탄소상쇄 사업을 수행하려는 한국기업에게 중요한 참고자료로 활용될 수 있을 것으로 판단된다. Abstract Monitoring is the most critical element in implementing "forest carbon offset project" to enhance the visibility of CSR (Corporate Social Responsibility) in North Korea. This study is intended to explore monitoring potential in terms of forest carbon offset project using satellite image for Baekdu mountain of North Korea. The permanent record of standard satellite remote sensing system demonstrated its capability of presenting area-wide visual evidences of monitoring conditions in Mt. Baekdu mountain of North Korea (site suitability, carbon stock by forest biomass growth, carbon emission by forest biomass loss, deforestation and degradation, environmental, social and economic impact specified in the Carbon Sequestration Law). It doesn't seem very difficult to comply with monitoring requirements for "the forest carbon offset project" due to the probative value of satellite data. Therefore, it could be considerable or realistic approach to utilize CSR based forest carbon offset project as a point of reform and open-door in North Korea. It is anticipated that this research output could be used as a valuable reference for Korea-based enterprises to ensure monitoring potentials using satellite image in exploring forest carbon offset project sites in North Korea.

        연구논문 : 스마트그리드 관련 기술 및 서비스 평가기준 도출 및 AHP 방법을 이용한 상대적 중요도 분석

        This study develops the evaluation criteria on technology and service related to smart grid. Four factors in the first hierarchy and fourteen factors in the second hierarchy were determined by reviewing literature and interviewing experts. The extracted criteria are compared each other in order to find relative importance. Pairwise comparisons based on AHP technique were performed and reponses from subjects were analyzed. The results said the order of importance for the first hierarchy was economic factor → stability → technology → social factor. Also the order of importance for the second hierarchywas provided in this paper. The priority of five alternatives of smart grid application was computed by surveying the importance of evaluation criteria in terms of each alternative. After applying obtained importance index of each evaluation criteria, this study presented the priority order (smart transportation → smart renewable → smart power grid → smart electric service → smart place) of 5 alternatives concerning technology and service related to smart grid. The results of this study can be used to determine environmental policy for allocating resources on the projects concerning smart grid technology and service.

        대북한 산림탄소상쇄 협상 : 통제와 인권의 관점에서

        In the context of the carbon CER(Certified Emission Reduction) system, the South Korean government and enterprises are under an obligation to search for offset forests, and North Korean forests represent a potential option. Yet, negotiating and fulfilling an agreement with the North Korean authorities entails many difficulties. Negotiation theories assume the parties are “cooperative antagonists”, which falls between “strident antagonists” and “fully cooperative partners.” However, these roles are not reflected in the existing inter-Korean negotiations, where the parties are instead non-credible quasi “strident antagonists” that can deceive each other with an ill-will. Hubert Touzard defines negotiation as pseudo-negotiation if one party does not recognize the other party as an autonomous interlocutor or when neither party has the will to reach an agreement. Thus, the forthcoming inter-Korean negotiations on forest carbon offset will most likely be a pseudo-negotiation. Plus, even if the North Korean government concludes an agreement with the South Korean government and/or enterprises on forest carbon offset, the damage to the offset forests by the neighboring area residents for daily survival will ultimately play a decisive role in the fulfillment of the agreement. Therefore, the current study searches for referential variables, stakes and chips of negotiation, and attention points referring to North Korean negotiating behavior and the negotiation model explored during the Netherlands international negotiation workshop in 1978.

        전기자동차의 수명주기 비용분석

        지구온난화를 비롯한 환경에 대한 세계적 관심의 증대와 유한한 에너지 자원에 대한 위기의식으로 인해 현재 전기자동차의 도입에 대한 연구가 활발히 진행되고 있다. 본 연구에서는 전기자동차의 수명 주기 비용을 분석하기 위한 연구모형을 개발한다. 이모형에서는 전기자동차의 본격적인 시장화를 위하여 전기자동차의 핵심부품가격을 학습곡선을 통하여 추측하고, 다양한 비용요소를 고려하여 수명주기비용(life cycle cost) 모형을 수립하였고 자동차 부품연구원에서 제공한 자료를 바탕으로 국내 전기 자동차의 수명주기비용을 추정하였다. 본 연구는 다양한 방면에서 활용될 수 있을 것으로 판단되며 구체적인 연구의 목적은 다음과 같다. 첫째, 환경비용, 연료비용, 부품가격 등을 고려하여 전기자동차의 가치를 다양한 차원에서 평가함으로써 자동차 및 관련 산업에 종사하는 참여자들에게 경영전략 수립을 위한 중요한 정보를 제공할 수 있다. 둘째, 본 연구의 결과를 바탕으로 수요가 가격에 종속된다고 가정하였을 때 전기자동차의 장기적인 수요를 예측하는데 중요한 자료로 활용될 수 있다. 마지막으로, 본 연구는 수명주기 비용에서 공공의 비용에 대한 정보를 제공함으로써 국가의 정책을 수립하는 관련자들에게 전기자동차 관련 국가 정책을 입안함에 있어서 여러 가지 도움을 주고자 한다. A great deal of attention with regard to global worming, climate change, and limited energy sources has lead the auto industry and governments around the world to alternative fuel vehicles such as electric vehicle and fuel cell vehicle. In steps to this tremendous effort, this study aims to develop an analytical model assessing the life-cycle cost of electric vehicles. The model developed in this research employs learning curve theory on estimating the prices of the key components used in electric vehicles. Also, the model takes into account various cost factors impacting the final prices of the electric vehicles in the future. The final portion of this research estimates the life-cycle costs of a few electric vehicle types in the Korean market using the data provided by Korea Automotive Technology Institute (KATECH). The purposes of this study are as follows. First, it provides the authorities concerned in this problem with an estimated value of the electric vehicles with consideration of various cost factors such as environmental cost, fuel cost, and component cost, which will be useful information for those authorities. Second, the results of this research would be used to forecast the demands of the electric vehicles in a few decades since demand is dependant on price in general. Finally, a wide variety of the information provided by this research would be utilized by government authorities to determine national policies related to the electric vehicles.
