Quantitative evaluation was performed on the microstructure of flux-cored arc(FCA) weld metal using a method blown as IIW scheme. It was mainly intended to figure out any practical difficulties in applying this method and also to provide the consumable makers with basic guide line in developing FCA welding consumables far better properties. Assessment of the experimental results showed IIW scheme was quite reliable in the low heat input range where the acicular ferrite was a major constituent. However, in the high heat input range, some scatter was noticed as the other phases like grain boundary ferrite and Widmansttaten ferrite become dominant. It implies that the accuracy of IIW scheme depends on the faction of microstructural constituents and it become worse as the fraction of latter two phases increases. This tendency was discussed in terms of the characteristics of those two phases. In addition, base line microstructure of rutile type FCA weld metal was addressed for developing new FCA welding consumables intended for higher heat input welding.

공간회귀분석을 이용한 지역사회서비스 투자사업 공간접근성 영향요인 분석

본 연구는 지리정보시스템(GIS)을 이용하여 지역사회서비스 투자사업의 지역간 공간접근성을 분석하고 Geoda를 이용한 공간회귀분석을 진행하여 서비스 유형별 공간접근성 영향요인을 분석하였다. 이를 통해 첫째, 지역사회서비스 투자사업의 지역별 공간접근성 영향요인 분석에 있어 공간자기상관성을 통제한 공간회귀분석의 적용이 필요함을 검증하였다. 둘째, 지역사회서비스 투자사업 서비스제공 범위가 광역으로 확대 되어야 할 필요성과 그 근거를 제시하였다. 셋째, 지역사회서비스 투자사업서비스 전달체계에 있어 지역내 제공기관이 부족하거나 이용자의 접근성이 떨어지는 비도시의 경우 전달체계가 재가서비스 중심으로 설계되어야 할 필요성과 근거를 제시하였다. The objectives of this study were to analyze the spatial accessibility of community social services investment projects by using the geographic information system(GIS) and the spatial accessibility influence factors by service type by using a spatial regression analysis. The implications of this study are as follows. First, it was the first study to analyze the spatial accessibility and the influence factors of institutional visit services and home visit services targeting nationwide users, providers, and personnel providing the services of community social services investment projects. Secondly, it was a presumptive study that applied multi-dimensional analyses including spatial accessibility analysis using GIS and spatial regression analysis using Geoda. Thirdly, it verified that it would be necessary to apply a spatial regression analysis with controlling spatial autocorrelation to analyze the spatial accessibility influence factor of community social services investment projects by region. Fourthly, it suggested the necessity of expanding the community social services investment project to a wider area. Lastly, it suggested the necessity and foundation of designing the delivery system with focusing on the home-based service to areas with lacking local providers or having low accessibility(e.g., non-urban areas).

본 논문은 엣지 디바이스를 이용하여 여러 종류의 카메라에서 다양한 사물을 인식 할 수 있는 시스템을 구현한다. 다양한 환경에서 수집되는 데이터를 이용해 사물 인식을 수행해, 실제 환경에 적용 할 수 있도록 하였다. 본 연구에서는 실시간 사물인식에 적합한 YOLOv4를 이용하여, 카메라로부터 근거리 영상을 받아 사물 인식을 수행하였다.

사회서비스원 종합재가센터 운영현황과 개선방안에 관한 탐색적 연구

본 연구의 목적은 종합재가센터의 운영현황을 파악하여, 향후 종합재가센터의 효율적이고 효과적 운영을 위한 개선방안을 도출하는 데 있다. 이를 위해 전국 종합재가센터의 센터장과 중간관리자 총 8명을 대상으로 총 2회에 걸쳐 초점집단인터뷰(Focus Group Interview: FGI)를 실시하였다. 인터뷰는 인적 자원관리, 서비스 질 관리, 재정관리의 대주제로 진행되었다. 그 결과 종합재가센터의 개선방안으로 첫째, 종합재가센터의 역할 및 기능을 중심으로 명확한 정체성의 수립 필요, 둘째, 민간과의 상생을 위한 사업개발, 셋째, 민간과의 케어매니지먼트 연계·협력을 통한 서비스 질 강화, 넷째, 지역 특성에 맞는 특화사업 개발, 다섯째, 서비스 표준모델 제시를 제안하였다. The purpose of the present study is to identify the current management status of comprehensive home care service centers and to draw out an improvement plan for their efficient and effective management in the future. To this end, we conducted two Focus Group Interviews (FGI) on eight middle managers and the director of the comprehensive home care service centers. The results proposed an improvement plan for comprehensive home care service centers, which include, first, ‘It is necessary to establish a clear identity based on the role and function of comprehensive home care service centers’; second, ‘Project development for coexistence with private organizations’; third, ‘Strengthening service quality through care management linkage and cooperation with private organizations’; fourth, ‘Developing specialized projects that fit regional characteristics’; and fifth, ‘Offering a service standard model’.

Lotka-Volterra 모형을 적용한 Paper-boook과 E-book의 경쟁관계 유형 분석

Electronic book(E-book)은 기존의 Paper-book이라는 매체를 통해 유통되던 텍스트 기반의 정보를 디지털화하 여 온라인으로 유통시키는 디지털 콘텐츠 서비스이다. E-book이 본격적으로 관심을 끌게 된 것은 2000년 스티븐 킹 (Steven King)이 총알 타기(Riding the bullet) 라는 소설을 E-book으로 출판한 것에서 비롯되는데, 이후 E-book에 대한 구매자의 관심이 매우 증폭되었고 미국을 비롯하여 유럽, 중국, 일본, 한국 등에서 E-book시장의 규모가 매우 커지고 있다. 본 연구의 목적은 세계 출판시장에서 E-book이 도입된 이후 Paper-book 출판시장과 E-book 출판시장이 어떻게 경쟁하며 확산해 나갈 것인가에 대한 실증 분석을 하는 것이다. 이를 위하여 두 시장 간의 관계를 경쟁관계를 고려한 확산모형인 Lotka-Volterra 모형을 사용하여 모형화하고, 국가별로 연도별 자료를 이용하여 확산곡선을 추정한다. 또한 곡선식의 계수를 추정함으로써, 두 시장 간의 경쟁관계 유형을 분석한다. 본 연구를 통해 Paper-book만 존재하던 출판 시장에 E-book이 도입됨으로써 책을 구매하는 구매자들의 수요 변화에 대한 분석을 시도한다. Electronic book(E-book) is a digitalized content which provides online service and digitalized text-based information that has been distributed in the form of Paper-book. E-book has been attracting people's attention in earnest since the Steven King’s novel, ‘Riding the Bullet’ was published as a form of E-book in 2000. Since then, customers have paid attention to E-book, and the scale of E-book market has been growing sharply in Europe, China, Japan and Korea as well as the US. The purpose of this study is for actual analysis how Paper-book and E-book market compete with each other and expand into the world publication market. The relationship between Paper-book and E-book is modeled by the Lotka-Volterra Model designed for competitive relationships and estimate spreading curves. Also, competition patterns between Paper-book and E-book are analyzed by estimating coefficient of curve expression. This study shows the change of customers' demand which has been created since E-book was introduced to the publication market.

제5기 지역사회보장계획의 수립 방향과 내용 분석 - 시·도 제5기 지역사회보장계획을 중심으로 -

2023년은 제5기 지역사회보장계획(2023~3026)이 시행된 첫해이다. 이 글의 목적은 17개 시·도가 수립한 제5기 지역사회보장계획의 현황과 세부 실천 내용을 분석하여 지역사회보장계획의 내실화를 위한 과제를 제안하는 것이다. 분석 결과 전반적으로 제4기 대비 제5기 지역사회보장계획에 신규로 반영된 ‘균형발전 전략체계’와 ‘관리체계’에 대한 계획이 적절히 제시되었다. 제5기 지역사회보장계획의 추진 방향을 충실히 반영하는 등 지역사회보장계획 운영을 위한 노력을 확인할 수 있었다. 다만 일부 지역의 경우 목표와 전략체계, 전략체계와 세부 사업, 추진 배경과 사업 등 간의 논리적 연계성이 부족하였다. 성과지표 및 목표치 설정의 논리적 근거도 부족한 것으로 나타났다. 이를 개선하기 위한 발전방향으로 중앙 차원의 지속적인 지자체 담당자 역량 강화 지원, 제3차 사회보장기본계획과의 연계성 제고를 위한 중앙 차원의 점검 및 지원이 필요함을 제시하였다. The year 2023 marks the first year of the implementation of the 5^th Community Social Security Plan (2023-2026). This study explores the current state of the 5^th Plan, including its action items as established by Korea’s 17 metropolitan cities and provinces, and presents potential improvement options. Our analysis reveals that the new additions to the 5^th Plan, such as “strategies for balanced regional development” and “governance framework,” are adequately thrashed out. A clear indication emerged that significant efforts were made by the metropolitan municipalities to align their action plans with the objectives of the 5^th Plan. However, for some municipalities, there is a lack of logical connection between the goals and the strategic framework, between the strategic framework and the subprojects, and between the proposed projects and their rationale, as well as a lack of logical coherence for their performance indicators and target goals. This study recommends that the central government support local governments in strengthening the capacity of local officials involved in the implementation of the Plan. Additionally, the central government needs to provide targeted support and coordination to enhance the connection between the 5th Community Social Security Plan and the 3^rd Social Security Masterplan.
