The purpose of this study is to suggest strategies on systematic, suitable, and converged platform solution that may promote the development of local cultural contents industries. The strategies focus on connecting and coordinating local cultural corporations, universities and related policy institutions on the basis of reflecting various opinions and advices of local experts and practitioners. Literature review includes (1) the characteristics of movies, visual media, and cultural products, (2) the current state and limitations of cultural industries and their cluster at Centum area in Busan, (3) theories of corporative ecology, of industry cluster, and of platform strategies, (4) international and domestic case studies on media clusters and platforms. Methodologically, this study employs a series of in-depth interviews to 27 local experts and practitioners at related polity institutions, universities, and companies, with 24 questions that are mostly open-ended questions asking the ways and solutions to promote development and synergy effects of local cultural contents industries. The main empirical findings and strategic suggestions are as follows: (1) The areas of visual content planning, production, and distribution should be placed on the core of platform functions. Also two candidate names of the platform are proposed: ‘Busan Visual Contents Networks(BVCN)’, ‘Busan Cultural Industry Network(BCIN)’. (2) The range of complementary participants should be wide enough to embrace most relevant areas to cultural contents. (3) The target of contents should include nationwide and international consumers, resulting in as great competitiveness and values as possible in global contents market. (4) Free, horizontal, and reciprocal communications and coalitions are necessary among participating players of the platform. (5) The platform should concentrate its abilities on raising and providing abundant talents and manpower, and keeping them inside the local industries as well as incubating new prospective companies. (6) The legal status of the platform should be foundation or corporation that is evoked by mayor of Busan, municipal assembly, or an expert-practitioner council as a vision provider. Also a media company or a broadcasting station that has experience and financing ability could lead the platform and function central roles. (7) Educational and policy institutions as well as distribution and marketing networks should be firmly placed around the platform and function a core roles to sustaining the ecology of the platform. (8) Five groups of professional element providers (complementary companies) should cooperate with the core of the platform. (9) The Korean content market alone is enough and the new international airport should be constructed for global growth of the platform in the future.

Considering external and internal circumstances affected by technical development and economic situations, Korean local broadcasting stations must make an effort to survive in various aspects. The main purpose of this study is to review TV news aired by Busan local TV stations, to find problems of the news, and to suggest desirable alternatives as a part of survival strategies for Korean local broadcasting stations. However, this study is limited to the review of current situations and the findings of problems. To find the current situations of TV news reporting in Busan area, the author reviewed TV news programming and the number of reporters, analyzed systems of news reporting, compared the quality of news of three Busan TV broadcasting stations, Pusan Broadcasting Station, Busan MBC, and Busan KBS. 미디어 환경의 변화와 지역민방의 대응 전략 : 지역민방의 편성을 중심으로 focusing on the programs of local broadcasting systems

In the recent multimedia era, which includes CATV, satellite broadcasting, internet contents, and so forth, strategic programming has become indispensable for the survival of local broadcasting stations. Considering this importance of programming related to rising competitiveness, the following five rules can be suggested. First, analyzing TV audiences is a basic requirement upon which strategic actions should be built. Second, LOP (Least Objectionable Programing) strategy, which is a beneficial concept related to counter programming strategy, can be another solution. Third, program promotion is also useful in attracting larger number of TV viewers. Fourth, program diversification, which is required to increase competitiveness, can be achieved through program affiliation or a joint production between local broadcasting stations in order to produce programs of various genres and through the importing of qualified foreign programs. Finally, active sports programming, covering not only sports that are tremendously popular but also those that have a promising prospect, is also important.
