    The purpose of this paper is to make an empirical analysis and assessment of the perceived ODA effectiveness in the Saemaul Undong (New Village Movement) Pilot Village Projects undertaken by Gyeongsangbuk-do Province in Africa based on an empowerment approach, and to identify issues and make policy recommendations. For this purpose, this paper made a background study on theories and institutions of empowerment and, based on a literature review, proposed a framework of analysis and hypotheses to test. The analysis framework used in this paper draws on the Agency-Opportunity Structure Model developed by B. Alsop and J. Holland of the World Bank Empowerment Team in 2006. The model was slightly modified for the purpose of this study. The framework consists of six empowerment elements(variables) including agency, opportunity structure, interventions, individual empowerment, community empowerment, and outcomes, and it shows the relationship among the elements. The subject of this study is eight Pilot Village Projects undertaken by Gyeongsangbuk-do Provincial Government in three African countries(Ethiopia, Rwanda, and Tanzania) since 2010. Using the results of a questionnaire survey of the villagers and Korean Saemaul Volunteers assigned to work there, this paper conducted a range of statistical analyses including ANOVA, t-test, factor analysis, path analysis using structure equation, and so on to empirically analyze how and through what channels empowerment variables affect the development outcomes.
    First, a descriptive statistical analysis of villagers’ perception of empowerment variables shows a 4.0 point or more on average out of 5.0 on all variables except for the relatively low assessment of agency, an indication that villagers have a positive view of the Saemaul Pilot Village Projects. In particular, villagers viewed that there was significant enhancement in both community empowerment and individual empowerment. Compared to villagers, however, Saemaul Volunteers from Korea showed more reserved perceptions about the effects of all empowerment variables in general. Such a difference is likely attributable to the gap of expectation to the pilot projects and variations in the value systems of the two groups.  
    The results of ANOVA shows statistically significant differences in the empowerment variables between the countries. For all variables except the particularly high perception among Ethiopian residents in the category of possibility of expanding the Saemaul initiative to other villages, Rwanda was found to have the highest perception and Tanzania the lowest perception overall. The response of Saemaul Volunteers revealed similar levels of perception. Analyzing this result by Pilot Village, it was found that the level of Ethiopian perception was, for all empowerment variables except the possibility of expanding the initiative, highest in Adullala, next in Debeso, and the lowest in Handode, in that order. In Rwanda, the Gihogwe Village had the highest perception of empowerment variables, followed by Kigarama and Mushimba Village. In the two pilot villages in Tanzania (Kibokwa, Pangawe), the difference in the level of perception was not easily distinguishable. By age, residents 20 year-old or younger had, in general, a lower level of perception than other age groups. The results revealed no significant differences between genders in all empowerment variables except outcomes. However, in terms of arithmetic mean, women were found to have a little higher level of perception in all categories. By period of residence, the results pointed to a generally higher level of perception among residents with 30 years or more of residence, indicating that the longer residents have lived in a village, the more affinity they have for that place, and the more desirous they are for its development. Also, by position held in a village, Saemaul leaders had a high perception only in the area of individual empowerment, but no difference was found in other variables.
    An analysis of correlation coefficient between empowerment variables shows a particularly strong correlation of interventions, individual empowerment, and community empowerment with other variables. On the other hand, it was found that, in relative terms, agency, which is the starting point of this study's analysis, did not have a high correlation with other variables. This finding suggests that with proper interventions, even a village which has unfavorable initial conditions can be developed through individual and community empowerment. A path analysis of a model of empowerment using Amos 2.0 resulted in the following findings and policy implications:
    First, agency has, in general, a positive correlation with project outcomes. Agency, which directly influences outcomes, exerts an even stronger indirect impact on outcomes through various channels. That said, in some villages like Mushimba in Rwanda, where villagers do not have a strong conception of agency, there was a high level of perception on empowerment and outcomes. This finding has two implications: (a) it is important to select candidate villages with strong agency to enhance the possibility of the project success; however (b) that is not to say that a project cannot succeed where there is no such strong agency present. Mushimba Village is a case in point: even though a village exhibits a general lack of agency, proper interventions promoting active participation of the villagers can enhance their level of perception, which in turn lead to better outcomes through community empowerment.
    Second, though it was found that interventions have a very strong effect on individual and community empowerment, their effects on outcomes are not significant. Plus, their direct effect was found to be negative (-). The fact that interventions contributed significantly to empowerment is an indication that, even though empowerment was not an explicit goal of the pilot village projects, they are positively associated with certain outcomes. The reason why interventions(the Saemaul Pilot Village Projects) were found to have a negative (-) direct effect on project outcomes is because, in certain pilot villages, key members of the Saemaul Committee tend to pursue their own personal interests and only involve a few villagers in the projects, leaving the rest of the population disgruntled. As long as local village representatives continue to deal with Saemaul pilot projects merely for the purpose of rent seeking excluding socially underprivileged or marginalized, these interventions will not likely lead to positive outcomes.
    Third, though individual empowerment has both a direct and indirect impact on development outcomes, its effect is not very significant. The main reason that individuals who are empowered through the Saemaul pilot project fail to have a significant impact on project outcomes is because most of the pilot villages do not have a strong enough social structure or institutions in place to support that individual empowerment is effectively exercised. The influence of certain vested interests and public officials is so strong that villagers fear taking full part in the decision-making process or to make their voices heard.
    Fourth, though agency has a certain impact on project outcomes, it is community empowerment that has a very strong and ultimate impact on outcomes. This indicates that higher levels of public participation, a stronger sense of belonging, and more organized activities by the villagers themselves could help to maximize future outcomes. Factors that help enhance community empowerment are individual empowerment and effective interventions. However, individual empowerment has a much stronger direct effect than interventions, so ways to further strengthen individual empowerment could do more to maximize outcomes.
