농촌종합개발 ODA 모델의 효과적 추진방안 연구 = 베트남 새마을운동 시범사업 사례를 중심으로

국문 초록 (Abstract)

2001-2002년 KOICA에서 베트남 2개성 7개 마을을 대상으로 추진한 ‘베트남새마을운동 시범사업’은 지역주민, 공여주체, 시행주체, 수원국 정부로부터 성공적인 농촌종합개발 ODA 사업으로 평가받았고, 동 사업은 생산성 향상으로 이어져 실제로 농가소득 증대에도 크게 기여하였다. 동 사업의 성공요인으로는 사업대상지 선정의 타당성, 초청연수 및 현지 교육훈련을 통한 역량강화, 베트남정부와 지역주민의 의견 수렴, 현지주민의 적극적 참여, 지속적인 모니터링, 사후 베트남 농업 및 농촌개발정책에 반영 등을 꼽을 수 있다. 본 연구에서는 이러한 성공요인을 일반화하여, 1)개발 우선순위에 따른 적합한 프로그램 구성, 2)수원국 정부와 지역주민의 수요 기반, 3)관계기관 실무자와 지역주민의 역량강화, 4)지역주민의 시범사업 참여 유도, 5)Action Plan에 근거한 단계적 사업 추진, 6)사후 수원국 정책 반영을 통한 성과 확산 등의 농촌종합개발 ODA 모델의 효과적 추진방안을 도출하였다. 최근 ‘새마을운동 세계화’ 사업이 크게 확대되는 상황에서 베트남 시범사업은 시사하는 바가 크다. 다시 말해, 새마을운동 ODA가 한국형 농촌종합개발 ODA모델로 자리매김할 수 있는 가능성을 보여준다.

다국어 초록 (Multilingual Abstract)

‘Vietnam Saemaul Movement pilot project’, which had implemented in 7 villages of 2 provinces of Vietnam by KOICA during 2001-2002, was evaluated as a successful integrated rural development ODA project by the local residents, KOICA, the project operator, and Vietnamese government. At the same time. it leaded to the growth of production, which in fact contributed greatly to an increase of farm income. Among the success factors of this project are a valid selection of appropriate program, an capacity building through invitational/local training and education, a reflection of the opinion of Vietnamese government and residents, an active participation of the residents, an continuous monitoring, and a post reflection on the agriculture and rural development policy of Vietnam. This study generalizes these success factors, and draws a effective implementing measures of an integrated rural development ODA model such as 1)an appropriate program design according to the development priority, 2)demand base of a recipient country and rural residents, 3)capacity building of agents involved and rural residents, 4)an attraction of rural residents` participation in the pilot project, 5)a step-by-step project promotion based on Action Plan, 6)result diffusion through an post reflection on the policies of a recipient country With the great widening ``Saemaul Movement Globalization`` project recently, Vietnam pilot project is very meaningful. It means that ``Saemaul Movement ODA`` can be an exemplar of a korean integrated rural development ODA.
