성실한 업무수행과 신뢰 사이: 미국과 한국에서의 미술품 감정평가 양상 비교 = Between Due Diligence and Trust : Comparing Appraisal of Fine & Decorative Arts in the United States and South Korea

Recently, appraisal for fine and decorative arts has been emerging in South Korea as both a method to activate the art market and as a part of connoisseurship. However, this approach, which focuses on market-based economic value analysis by quantifying the value of artworks, greatly differs from the general concept of verifying authenticity and aesthetic, art historical analysis. In the United State, there exist many art appraisal associations, professional art appraisers, and educational organizations that facilitate the entirety of the art appraisal process. This paper will describe in detail the appraisal process of the United States, then compare this process with aspects of art appraisal in South Korea to understand appraisal as an aspect of asset valuation.
The overall appraisal process in the United States combines a fair determination of value based on user need and purpose, art condition and analysis of its appropriate market, and deduced final value statements with base documentation to derive the final price of a work of art, thus setting the stage for a documented and professional expression of opinion. In the background, the Uniform Standards of Professional Appraisal Practice (USPAP) ensures due diligence and ethics of appraisals, as well as trust in appraisal reports that adhere to its standards. In contrast, South Korean recent discourses about appraisals and authentications tend to focus solely on the circumstantial prices of artwork, causing them to become highly volatile. Thus, in order to address consumer needs, South Korea’s concept and methodology of appraisal must be revised, and art valuation standards established, such that diligent, accurate, and ethical appraisal by experts and trust in the appraisal process can come to fruition. Consequentially, this paper calls for revision and methodological development of South Korea’s fine and decorative art appraisal process separate from that of ensuring art authenticity.
