Assessment of Technical Efficiency of Malt Barley Production in South Eastern Ethiopia

The rapid growth of Ethiopia’s breweries industry has led to the increased demand for malt barley. To balance the demand and supply of malt barley the country have to increase production and production efficiency of the malt barley. In this paper, the technical efficiency of malt barley production was investigated using the stochastic frontier production function. Primary data were obtained using interview schedule from randomly selected household heads. The estimated stochastic production frontiers model indicates land size of malt barley, DAP (Diammonium Phosphate), seed, labor and oxen labor are significant inputs that determine production level of malt barley in the study area. The mean technical efficiency of malt barley farmers is 0.725. This shows that the farmers are not using inputs efficiently. On average, farmers can increase their output by 27.50% without increasing the existing level of inputs by adopting techniques used by the best practice malt barley farmers. Malt barley farmers’ technical efficiency will increase with increase in their years of schooling, cooperative membership, extension visit, access to credit and soil fertility. In contrast, as the number of plot fragmentation increases, farmers’ technical efficiency declines in contrast. The result implies that it is still possible to increase production of malt barley by increasing use of inputs to meet the demand of the breweries industry in the country. The finding revealed that to improve the technical efficiency of malt barley farmer’s; further promotion of rural household education, better access to credit facilities, promotion of packagebased extension schemes, improving farmers’ cooperative and improving soil fertility are areas of intervention. Besides, the government body should work diligently and link malt barley farmers, researchers and Breweries industry to promote optimum and quality malt barley production in the country to benefit both the demand side and the suppliers.

The paper tries to identify factors that affect rural households’ joint participation in rural labor and land rental markets. The study used a multivariate Tobit/mixed model that considers the existence of endogeneity and cross-equations interdependences to analyze rural land rental and labor markets. The estimation results show households who are well endowed with economically active labor force, oxen, a social network, and farming resources are more likely to participate as a tenant in land rental markets. Similarly, landless and near-landless households as well participate as a tenant in land rental markets. In contrast, households who are less endowed with farming skills and farming inputs are more likely to rent out their land and then engage in off-farm work. As a result, it is momentous to design a proper policy that promotes and reshapes the rural financial service for smallholder farmers for both on-farm and off-farm activities. We found that education is the most valuable asset for rural farm households to pursue opportunities in agriculture, obtain skilled off-farm work, and start a business in the rural non-farm economy. Yet, the education level in rural Ethiopia is very low. Hence, it is important to design appropriate basic adult educational programs, and open farmers training centers for rural farmers that promote technical and business skills in the agriculture and rural off-farm economy. Off-farm employments absorb surplus labor from agriculture. Hence, it is important to design appropriate policy in order to improve the rural off-farm economy in a rural part of the country. Finally, we recommend policy makers to see the off-farm economy as one component of rural growth and transformation strategy and remove any barriers that limit farmers’ entry to off-farm employments.
Critical Issues in the Rural Land Policy of Ethiopia

This study reviewed the available scholarly literature of the rural land policy of Ethiopia, used an analytical method to analyze the current land tenure problems, and suggested improvement options. The government support state protection that is arguing for state ownership of land whereby only land use rights are bestowed upon landholders. Even though, the government has tried to ensure tenure security of farmers by implementing user rights registration and certification; the systematic reviews of available scholarly literature and analytical result have identified farmers’ sense of tenure insecurity in the present tenure system. Farm households’ tenure insecurity has an adverse effect on sustainable land management. In the same way, state ownership of land negatively affects farmers’ access to the credit market and farmers non-farm employment. As a result, the government’s position that emphasizes the social function of land is challenged by advocates of privatization of property rights. Accordingly, the land policy should be governed by a socio-economic rationale that includes efficiency and equity. Hence, the landholding system instead of being a state only, it is recommended if it is a mixture of both private and state holding system to facilitate the rural transformation of the country. Finally, if the government do not want a mixture of both private and state holding systems, and want to continue state control of land, it is recommended that the government should

We introduce an iterative process which converges strongly to a common minimum-norm point of solutions of variational inequality problem for a monotone mapping and fixed points of a finite family of relatively nonexpansive mappings in Banach spaces. Our theorems improve most of the results that have been proved for this important class of nonlinear operators.
