COVID-19 has spread quickly worldwide, presenting unprecedented challenges to countries all over the globe. To understand how different countries have responded to COVID-19 during the early stage of the outbreak, we develop a comprehensive research framework drawing on the literature on wicked problems. Specifically, we comparatively investigate the government responses of the United States, China, and South Korea and examine why and how these countries have adopted and implemented various strategies authoritative, collaborative, and competitive — —depending on their policy environment. Although scholars have argued that collaborative strategies are the preferred approach to dealing with wicked problems, it is found that the most applicable, implementable, and effective strategies vary according to the country's cultural, economic, and political contexts. In addition, the urgency and timing of the crisis may affect the choice of appropriate strategies. Our findings can provide lessons for public administration and policy to cope with other wicked problems.
Studies on Electrical Double Layer Capacitor Based on Mesoporous Activated Carbon

Mesoporous activated carbon (AC) was prepared from aged petroleum coke through chemical activation. The AC has a specific surface area of 1733 $m^2/g$ and a mean pore diameter of 2.37 nm. The volume fraction of 2 to 4nm pores is 56.74%. At a current density of 10 mA/$cm^2$, a specific capacitance of 240 F/g is achieved representing the use factor of the surface area of 69.2%. And the electrical double layer capacitor (EDLC) based on the AC shows an excellent power performance. This result suggests that the presence of high fraction of mesopores can effectively increase the adsorption efficiency of the specific surface area of the AC and enhance the power performance of EDLC based on the efficient surface area of the AC.

Purpose: Although the effect of lysosome-associated protein transmembrane 4 beta (LAPTM4B) on the proliferation, migration, and invasion of breast cancer (BC) cells has already been studied, its specific role in BC progression is still elusive. Here, we evaluated the effect of different levels of LAPTM4B expression on the proliferation, invasion, adhesion, and tumor formation abilities of BC cells in vitro, as well as on breast tumor progression in vivo. Methods: We investigated the influence of LAPTM4B expression on MCF-7 cell proliferation, invasion, adhesion, and tube formation abilities in vitro through its overexpression or knockdown and on breast tumor progression in vivo. Results: Cell growth curves and colony formation assays showed that LAPTM4B promoted the proliferation of breast tumor cells. Cell cycle analysis results revealed that LAPTM4B promoted the entry of cells from the G1 into the S phase. Transwell invasion and cell extracellular matrix adhesion assays showed that LAPTM4B overexpression increased the invasion and adhesion capabilities of MCF-7 cells. More branches were observed in MCF-7 cells overexpressing LAPTM4B under an electron microscope. In comparison with LAPTM4B overexpression, LAPTM4B knockdown decreased the expression of vascular endothelial growth factor-A and significantly inhibited the vasculogenic tube formation ability of tumors. These results were also verified with western blot analysis. Conclusion: LAPTM4B promoted the proliferation of MCF-7 cells through the downregulation of p21 (WAF1/CIP1) and caspase-3, and induced cell invasion, adhesion, and angiogenesis through the upregulation of hypoxia-inducible factor 1 alpha, matrix metalloproteinase 2 (MMP2), and MMP9 expression. This specific role deems LAPTM4B as a potential therapeutic target for BC treatment.

Objective: The relationship between adverse childhood experiences and methamphetamine use disorder (MUD) has been shown in previous studies; nevertheless, the underlying neural mechanisms remain elusive. Childhood trauma is associated with aberrant functional connectivity (FC) within the default-mode network (DMN). Furthermore, within the DMN, FC may contribute to impaired self-awareness in addiction, while cross-network FC is critical for relapse. We aimed to investigate whether childhood trauma was associated with DMN-related resting-state FC among healthy controls and patients with MUD and to examine whether DMN-related FC affected the effect of childhood trauma on the symptom load of MUD diagnosis. Methods: Twenty-seven male patients with MUD and 27 male healthy controls were enrolled and completed the Childhood Trauma Questionnaire. DMN-related resting-state FC was examined using functional magnetic resonance imaging. Results: There were 47.1% healthy controls and 66.7% MUD patients in this study with adverse childhood experiences. Negative correlations between adverse childhood experiences and within-DMN FC were observed in both healthy controls and MUD patients, while within-DMN FC was significantly altered in MUD patients. The detrimental effects of adverse childhood experiences on MUD patients may be attenuated through DMN-executive control networks (ECN) FC. Conclusion: Adverse childhood experiences were negatively associated with within-DMN FC in MUD patients and healthy controls. However, DMN-ECN FC may attenuate the effects of childhood trauma on symptoms load of MUD.
