        Tourism Cooperation between Vietnam and India

        Purpose: This study aims to understand the potential of destinations, accessibility and accommodation services of Vietnam and India for the purpose of cooperation in tourism development. Research design, data and methodology: The data was mainly based on Tourism statistics at a glance of India Vietnam National Administration of Tourism, and Ministry of Culture, Sports and Tourism of Vietnam between the two countries. The qualitative research was supported by a case study methodology. Documentary sources were used as collection instruments, which allowed the characterisation of Vietnam - India as well as interviews applied within a focus group, supported by a semi-structured script. Result: The results of the study indicate that Vietnam - India understand the importance of cooperation to obtain synergies that ensure the development of tourism; Government of two countries recognize and identify a set of benefits associated with cooperation and have a collective awareness of some of the difficulties associated with it, but which do not necessarily prevent their willingness to cooperate. Conclusion: The strength of tourism development between the two countries is great, in which the relationship between “attractive force - propulsive force” is not commensurate with the tourism potential of Vietnam - India.

      • Online Learning, Digital Platform and Higher Education in Vietnam :A Comparative Analysis

        This paper examined the increasing demands of online education platform like MOOCs, the most famous open online courses, in the age of digital transformation in the context of developing countries. In case of Vietnam, the main case of this paper, the citizens’ desire for higher and technical education as well as disruptive innovation in information and communication technology pushed traditional colleges and education institutions to adjust to rapidly changing education market. Yet, the attempt has not been successful. What caused this supply and demand gap? Why are current measures inadequate to meet citizens’ need? Through the case study method with comparative reference to neighboring Southeast Asian countries, this paper argued that online education platform like MOOCs in Vietnam has not been successful mainly because of the lack of proper understanding of online education by traditional universities and systemic financial as well as legal support from the government. We argued that the removal of these obstacles will integrate the traditional and new online education and meet the growing demands of citizens.

        Economic Impacts of Transportation Investment on Regional Growth: Evidence from a Computable General Equilibrium Model on Japan’s Cross-Prefectural-Border Region

        This paper proposes and examines the economic impact of infrastructure improvement on the San-En-Nanshin region in the Chubu area of Japan. We develop a single transportation computable general equilibrium (CGE) model for each subregion within the San-En-Nanshin region. The explicit modeling of the transportation infrastructure is defined based on interregional commuting flows and business trips, considering the spatial structure of the San-En-Nanshin economy. A CGE model is integrated with an interregional transportation network model to enhance the framework’s potential for understanding the infrastructure’s role in regional development. To evaluate the economic impact of transportation improvement, we analyze the interrelationship between travel time savings and regional output and income. The economic impact analysis under the CGE framework reveals how transportation facilities and systems affect firm and household behavior and therefore induce changes in the production and consumption of commodities and transportation services. The proposed theoretical model was tested by using data from the 2005 IO tables of each subregion and the 2006 transport flow dataset issued by the Ministry of Land, Infrastructure, Transport, and Tourism in Japan. As a result, the paper confirms the positive effect of transportation investment on the total output and income of the studied region. Specifically, we found that while economic benefits typically appear in urban areas, rural areas can still potentially benefit from transportation improvement projects.

        Personality Traits versus Public Service Motivation: Motive Distribution of Vietnamese Generation Z

        Purpose: Public sector is usually not an attractive career choice for the youths, due to the uncompetitive income and the working environment. Therefore, understanding the motivations of the Generation Z, the currently early-career employees, to work in the public sector is important. This research aims to address a gap in the literature on the linkage between Personality Traits of Generation Z and Public Service Motivation (PSM). Research Design, Data, and Methodology: Using the sample of Vietnamese generation Z, it shows how individual personality, as defined by the Big Five, affects PSM. A quantitative survey of 355 university students, who are members of this generation and are preparing to join the labor market, was undertaken. We used SEM to examine the results. Results: Our findings show that Agreeableness, Neuroticism, and Conscientiousness are significant antecedents of PSM. Agreeableness, which leads to three PSM dimensions, namely Compassion, Self-Sacrifice, and Commitment to Public Values, is the best predictor of this motivation. Meanwhile, Neuroticism and Conscientiousness only affect the dimension of Compassion. Conclusion: This study adds to the limited current knowledge on the personality-PSM relationship among generation Z. The distribution of affective (Compassion, Self-Sacrifice) and norm-based (Commitment to Public Values) motives provide insight for both career counselors and recruiters in public service delivery.

        Factors Influencing Startup Intention of Young People in Vietnam

        Entrepreneurship brings countless values to each individual and practical benefits to society and the economy. Recently, the call for a better understanding of entrepreneurship from corporations and governments is regularly voiced the day, both in the academic literature and in public discussions. This study examines factors influencing the startup decision of young people in Vietnam. Primary data was collected from an online survey and then imported into an Excel file before being analyzed by SPSS 22. The total number of relevant observations for the study is 656, using numerous statistical approaches such as EFA and multiple regression analyses. This study contributes to the existing literature and current practice by suggesting six major determinants of startup intention: self-expectation, personal attitudes, self-competency, perceived feasibility, entrepreneurial orientation, and financial wealth. Among these factors, self-competency and entrepreneurial orientation are statistically significant, indicating that the capability of young people is the most important determinant of their startup intention. Additionally, the results indicate that self-expectation, attitude, perceived feasibility, and finance do not impact students’ intention to pursue entrepreneurship. We suggest that by enhancing the training quality of universities, young people will be provided with much essential knowledge and technical skills for running a business.

        Nowadays, with the rapid emergence of XML as a standard for data exchange over the Internet had led to considerable interest in the problem of data management requirements such as the need to store and query XML documents in which the location path languages Xpath is of particular important for XML application since it is a core component of many XML processing standards such as XSLT or XQuery. This paper gives a brief overview about method and design by applying a new spatial-based indexing method namely Xp-tree that used for supporting Xpath. Spatial indexing technique has been proved its capacity on searching in large databases. Based on accelerating a node using planar as combined with the numbering schema, we devise efficiently derivative algorithms, which are simple, but useful. Besides that, it also allows to trace all its relative nodes of context node in a manner supporting queries natural to the types especially Xpath queries with predicates.

        A Comparative Study on the Self-help Approach in Rural Development between Vietnam’s New Rural Development and Korea’s Saemaul Undong

        Vietnam’s “Doi Moi”, initiated in 1986, translated to high economic growth and rapid urbanization for the country, but also widened the gap between rural and urban areas. Vietnam’s National Target Program on New Rural Development for 2010- 2020 was aimed at developing the rural economy and improving the living standards of rural people, but after five years the urban-rural gap remains substantial. Two of the main reasons are the lack of investment capital and lack of effective ways to mobilize community involvement. In contrast, during the 1970s, rural areas in Korea experienced huge improvements under the “Saemaul Undong” movement. The program’s success at promoting sustainable development in Korea’s rural areas has inspired rural programs in other developing countries. In this paper, we compare and contrast the two movements to provide explanations for the different results between the two countries. Based on this analysis, and policy implications stemming from it, we recommend resource mobilization strategies to change villagers’ attitude and increase their involvement in Vietnam’s rural development movement, aligning with the inclusivity principle “people know, people discuss, people do and people check”.

      • Novel 2D-sequential color code system employing Image Sensor Communications for Optical Wireless Communications

        The IEEE 802.15.7r1 Optical Wireless Communications Task Group (TG7r1), also known as the revision of the IEEE 802.15.7 Visible Light Communication standard targeting the commercial usage of visible light communication systems, is of interest in this paper. The paper is mainly concerned with Image Sensor Communications (ISC) of TG7r1; however, the major challenge facing ISC, as addressed in the Technical Consideration Document (TCD) of TG7r1, is Image Sensor Compatibility among the variety of different commercial cameras on the market. One of the most challenging but interesting compatibility requirements is the need to support the verified presence of frame rate variation. This paper proposes a novel design for 2D-sequential color code. Compared to a QR-code-based sequential transmission, the proposed design of 2D-sequential code can overcome the above challenge that it is compatible with different frame rate variations and different shutter operations, and has the ability to mitigate the rolling effect as well as the rotating effect while effectively minimizing transmission overhead. Practical implementations are demonstrated and a performance comparison is presented

        Application and validation of a consumer ethnocentrism scale in a young Vietnamese market segment

        The primary objective of this study is to validate a consumer ethnocentrism scale in Vietnam on the basis of the existing scale, CETSCALE, proposed by Shimp and Sharma. The results from a student population show that the revised scale consists of two elements: affective and behavioral. The multidimensional structure of the revised scale is supported in the exploratory factor analysis phase and confirmed in the confirmatory factor analysis phase. The findings also indicate that convergent validity, discriminant validity, and nomological validity of the revised scale are established. The paper starts with a literature review of consumer ethnocentrism, includes methodology and discussions, and concludes with theoretical and managerial implications.
