Two of the characteristics of the international system virtually from its inception and continuing today are not only the dominance of the ,system by Great Powers, but the tendency for Great Powers to intervene, either directly or indirectly, in the domestic environment of smaller neighboring states. Factors promoting this typy of activity include real or perceived, strategic or tactical interests, geographic proximity, and varying degrees of economic exploitation, Today, two of tile most striking developments in the Pacific Basin are the shift in U.S. foreign policy from one of unilateral order based on superior force ill the region to one of balance of power, and the economic rise and expansion of Japan. These trends the question as to what the nature of future patterns of Great Power domination might be. Hence, we seek to explore the dynamics of tile Japanese economic. policy toward a close neighbor ; one in which a former imperial, or plower, relationship existed, but currently the locus of activity is entirely in the economic sphere.
