지방정부의 사회적 자본 형성 결정요인에 관한 연구: 제주특별자치도 공무원을 중심으로

21세기에 접어들면서 주민들이 다양한 목소리가 행정수요에 급증하면서 지방정부 역할에 대한 중요성이 새롭게 인식되고 있으며, 제주는 국제자유도시 조성을 위해 제주특별자치도로 출범한지 10년을 맞이하고 있다. 본 연구는 지방정부의 사회적 자본 형성 결정요인을 통하여 조직의 역량을 키우고, 지방자치 실현에 성과를 얻는데 목표를 갖고 있다. 문헌연구를 통하여 지방정부의 사회적 자본 구성요소로 신뢰, 규범, 네트워크, 참여, 거버넌스를 측정지표로 선정하고, 결정요인으로는 인적요인, 조직운영, 직무능력을 그리고 매개요인으로 공동체의식, 교육의식, 온정주의를 측정지표를 선정하였다. 분석결과 인적요인은 공직자들이 자기계발을 통한 전문성 배양, 공직자 교육도 중요하지만 주민 평생교육을 통한 교육의식 함양, 조직구성원간 스스로 문제를 해결하는 능력배양이 요구되며, 조직운영 요인은 조직의 비전과 목표가 정확한 제시와 공정한 인사시스템 운영, 직무능력 요인은 각종 정책에 대하여 주민들이 참여 폭을 확대로 신뢰문화 정착과 지역 공동체 의식 운동 확산과 공직자와 지역주민이 사회봉사활동으로 지역 문제 해결에 참여해야 한다. 사회적 자본 형성에 영향을 주는 매개요인은 정보통신기술에 맞는 사이버공동체를 형성, 조직구성원들이 연고주의와 괸당문화가 좋은 네트워크로의 전환, 조직구성원들에 맞는 정책을 발굴하여 집행해야 한다. Approaching 21st century, The importance on roles of local government has been newly recognized and Jeju has reached tenth anniversary since 2006, the year of establishing self-governing province to become free international city, as there has been growing administrative demands by citizen`s need. This study aims to contribute realization of local autonomy by improving organizational capabilities through determinants of social capital in local government. By a literature survey for selecting the measurement Indexes of social capital in local governments, I classified 3 aspects and chose their associated factors as follows ; trust, rules, network, participation, governance as structural elements, human resources, operation of organization, capacity for duties as determinants of governance, sense of community, education, paternalism as intermediary causes. The result of analysis shows that human factors request for building up citizens` consciousness through life long education but on the top of that, ability to solve problems between members by themselves is more important than officers` training to develop their professionalism. In operational factors of organization, not only a correct and clear goal or vision but also a fair system of human resources should be presented. In factors of job ability, it is desired to enhance citizens` participation based on the culture of trust in every policy and officers and locals have to take part in solving problems of the community by volunteering and promoting communal spirit. The parameters influencing the formation of social capital are formation of community tailored to information, communications technology in cyber-space, and replacing nepotism and Geon-dang culture with good networks thus, Jeju should create and execute policies fitted for members of organization.

The treatment of skeletal Class II growing patient is to move the mandible into the Class I molar positon via facilitating mandibular growth. The functional appliances are to be designed to exert three major functions such as palatal expansion, forward growth of mandible and increase of the posterior vertical dimension. One of the devices that can achieve both the palatal expansion and the eruption of the mandibular molar is the Twin-Block introduced by Clark in 1982. In this part, we present the treatment method with Twin-Block functional appliance for the correction of skeletal Class II growing patient.

Meridian Electrical Potential Response to Acupuncture Stimulation Between Operator and Subject

The human body has a symmetric structure and maintains a physiological balance through the harmony of yin and yang. One of the fundamental principles of acupuncture is that unbalanced or abnormal bioenergetic conditions on the left and right meridians may be restored to a balanced, normal condition by acupuncture therapy. In this study, the electrical potential along the stomach meridian was measured to investigate the bioenergy consensus between the operator and subject during acupuncture stimulation, and the acupuncture response on opposite meridians was investigated by comparing the electric potential on the left and right stomach meridian during stimulation of the left side stomach meridian-36. When meridian electrical potential was simultaneously measured in both the operator and subject, opposite polarities were observed, which might indicate the transfer of bioenergy between operator and subject. In addition, the meridian electrical potentials of the subjects’ left and right stomach meridians were also always of opposite polarity and presented three different signal patterns, which might have represented the condition of the associated meridian.
