Recently, the unbalanced water demand and supply have been occurred globally due to the climate change, industrialization, and population increase. The water shortage problem became much severe in the developing countries because the low-stage of infrastructure might result in frequent limitation of water and transportation of water. Therefore, sustainable water supplying option is the key for the boosting the local economy. The Mekong Delta area produce most of the products in agriculture and fishery in Vietnam. However, due to low income and vast area, the infrastructure for water supply has been limited in the Mekong Delta area. Moreover, due to reduced Mekong-river flow by the dam construction in upper reaches, increased seawater level by the global warming, and increased unexpected drought and flooding by the climate change, the water supply in the Mekong delta is becoming hard. Therefore, sustainable water supplying option was required. In this study, the reverse osmosis-based desalination process could use undrinkable saline water as the feed water coupled with photovoltaic panel was suggested. In order to install the decentralized and off-grid type water production plant in the proper place in the Mekong Delta, the KIST, VKIST, and central and local governments in Vietnam collaborated. The RO plant could be successfully installed by the help of the partners and the operational conditions have been monitored. If the water providing option could be separated according to the purposes such as drinking usage and other water usage, the more technical options could be applied for the water production.
A Study on Official Development Assistance (ODA) in Science and Technology in Korea

한국의 원조를 받던 나라에서 원조하는 나라로 변화한 유일한 나라로서, 경제협력개발기구(OECD) 가입과 함께 다양한 ODA 사업을 추진해오고 있다. 한국은 2010년까지 GNI 대비 0.2%의 예산을 ODA에 배분하는 것을 목표로, ODA 사업에 대한 예산을 지속적으로 증액하고 있다. ODA 사업의 확대는 각 부처의 ODA 사업 확대에도 기여를 하고 있는데, 원조의 효과성 제고를 위하여 과학기술 분야 ODA 확대의 중요성이 부각되어 왔으며, 그 중 한 분야로서 수원국의 여건에 부합하는 과학기술로서 ‘적정기술’로 불리는 사업분야의 관심이 증대되고 있다. 이 논문은 1999년부터 현재까지, 과학기술 ODA의 연차별, 연구 내용별 및 부처별 현황을 분석하여 수록함으로써, 과학기술 ODA 분야에 관심있는 독자들에게 정보를 제공하고자 한다. Korea is the only country which had been helped from developed countries and is now helping developing countries. Various ODA programs have been actively conducted by Korea after joining the OECD in 1999. Recently, Korea increases the ODA funds to achieve the goal of ODA/GNI ratio 0.2% until 2020. Science and technology ODA (so called appropriate technology) is a huge issue because the departments or agencies of Korean government also increase ODA funds. This research will provide the information of Korean science and technology ODA according to the research areas and funding sources since 1999.

<P><B>Abstract</B></P> <P>Recently, various nanotechnologies have been utilized with regard to membrane modification due to their high activities and the low cost of the nanomaterials involved. In order to enhance the hydrophobicity of the membrane surface for membrane distillation applications by decreasing the surface energy, a radio-frequency plasma-enhanced chemical vapor deposition (RF-PECVD) process is suggested with surface nanostructuring and a subsequent hydrophobic coating step. In this research, a commercial PVDF membrane was modified by plasma treatments with the two different gases of O<SUB>2</SUB> and CF<SUB>4</SUB>. The water contact angles of the active layers increased from 73 to 117 and 101° and the fluxes of the treated membranes increased to 63 and 27.9% as compared to a virgin PVDF membrane when the feed used was D.I. water by the O<SUB>2</SUB> and CF<SUB>4</SUB> plasma modifications, respectively. Defluorination at the long exposure time (120min) of the plasma treatment and increase of the overall hydrophobicity (the decrease of the contact angle hysteresis) by the HMDSO coating were the reasons of the flux variations for the plasma modified membranes.</P> <P><B>Highlights</B></P> <P> <UL> <LI> The PVDF membranes were modified by plasma treatments with O<SUB>2</SUB> and CF<SUB>4</SUB> gases. </LI> <LI> The modified membrane have an enhanced flux and hydrophobicity after the plasma treatment. </LI> <LI> The pore-size and porosity at the membrane surface increased after the plasma treatment. </LI> <LI> The hairy structure was formed at the membrane surface by the HMDSO coating. </LI> <LI> The O<SUB>2</SUB> plasma treatment with HMDSO coating increased the receding contact angle. </LI> </UL> </P> <P><B>Graphical abstract</B></P> <P>[DISPLAY OMISSION]</P>
적정기술학회지의 출판된 논문 전체(2015-2022년)에 대한 계량서지적 분석 연구

적정기술학회지는 2015년 1호가 발간된 이후 2022년까지 지속적으로 발간되고 있다 . 적정기술 분야의 전문학술지로서 환경 , 기계 , 소재 , 화공 , 경영 , 화학 , 의료 등 다양한 분야를 대상으로 적정기술 연구 및 사례 연구가 출판되었다 . 이연구에서는 적정기술학회지 첫 호부터 현재까지의 모든 논문을 대상으로 연간 논문의 숫자 및 저자 정보를 파악하였다. 각 년도별로 논문의 저자의 소속을 대학 , 연구소 , 기업 등으로 구분하여 분석하였으며 , 다수의 논문을 게재한 연구자에 대한 분석도 수행하였다 . 이 연구를 바탕으로 그 동안 적정기술학회지가 어떻게 변화를 겪고 있는지 파악할 수있을 것으로 판단되며 , 국내 유일의 적정기술분야 전문학술지로서 향후 지속 성장을 하기 위한 정보를 획득할 수 있을 것으로 사료된다 . The journal of appropriate technology has been published since the 2015. The major research topics for the journal of appropriate technology have been environment, mechanics, materials, chemical engineering, managing, chemistry, and medicine, etc. In this study, all the published papers of the journal of appropriate technology were analyzed based on the number of published papers and authors. The author’s affiliation was analyzed as university, research institute, and industry, etc. annually. The number of published papers according to the author also analyzed. Based on the bibliometric analysis, it is worth to mention that the trends of publications of the journal of appropriate technology could be identified.
