      • Patent citation network analysis for the domain of organic photovoltaic cells: Country, institution, and technology field

        <P><B>Abstract</B></P> <P>The goal of this work is to understand the structure and characteristics of technological knowledge flows between countries, institutions, and technology fields in the field of organic photovoltaic cells. This study was conducted in three stages: data collection, network creation, and network analysis. For network analysis, network visualization, network topological analysis, and node centrality analysis were performed in sequence. The network topological analysis revealed that all three citation networks, i.e., countries, institutions, and technology fields, are scale-free networks that follow the power law and display, to a greater or lesser extent, a more efficient knowledge transfer capability than a random network of the same size. The node centrality analysis showed that the United States, Japan, and Germany are the most important citation centers in the country citation network, while Boeing, Konarka Technologies, Eastman Kodak, and Sharp are the most important in the institution citation network, and the U.S. patent classification (USPC) classes of 136, 257, and 428 are the most important in the technology field citation network, each playing critical roles in each the network as core nodes. In this study, we applied various concepts of centrality to the analysis of individual nodes and found that the results from the network topological analysis and the node centrality analysis are not significantly different. The proposed analysis framework in this paper is applicable to different science and technology domains.</P>

        4P Model for Strategic Research Planning: Focusing on the Cases of Korea Research Institute of Chemical Technology

        The demand for efficient utilization of input resources and productive outcomes is increasing as the government’s R&D investments in Government-funded research institutes (GRIs) expand. These changes call for improving research-planning activities, which are defined as a set of activities wherein objectives are established, strategies for acquisition and expenditures of research resources are devised, and utilizations of research outcomes are addressed. This study introduces the integrated 4P analysis model that identifies the relationships among patents, papers, products, and projects. It looks into 4P analysis structure and its efficiency as a research planning means through case studies of the Korea Research Institute of Chemical Technology. This study introduces 4P analysis applied to KRICT, which can be utilized for outcome-oriented research planning of GRIs. At the same time, it investigates into the benefits and implications of 4P analysis. It proffers policy suggestions on such aspects as how research planning of GRIs should go through changes in a strategic and systematic way.

        A Study on the Terminological Heterogeneity in Chemistry between South and North Korea

        Since the division of South and North Korea in 1945, there has been little exchange in science and technology, despite some interchange in a few fields including the chemistry area. Accordingly, the difference in scientific and technological terminology between the two Koreas has become intensified. This is because North Korea carried out a campaign to purify the Korean language and blocked the inflow of foreign words. They also tried to convert into their own North Korean terms in many fields. This circumstance in North Korea aggravated the heterogeneity of inter-Korean scientific and technological terms. In particular, the heterogeneity of chemical terminology has worsened due to the different characteristics of the technology donor countries such as the United States and Japan in South Korea, and China and the Soviet Union in North Korea between the two Koreas and the different way of technological development. The purpose of this study is to collect chemical terminology data used in two Koreas and analyze similarities and differences. Through comparative analysis of inter-Korean terminology in the chemical field, it can be possible to recognize how the chemical terms between the two Koreas have changed since the division and the degree of heterogeneity based on different technical systems and language policies. The outcome of this study would present basic data on the unification of chemical terminology in preparation for before and after unification, and contribute to communication and academic exchange between researchers in the inter-Korean scientific and technological fields, including chemistry.

        출연(연)의 전략적 성과관리체계

        정부출연연구기관의 성과는 연구부문과 경영부문에서 다양한 수준과 내용으로 나타나고 성과에 대한 평가와 관리는 내․외부적으로 분산적이고 중첩적으로 이루어져왔다. 한편 최근 정부출연연구기관의 성과 관리를 둘러싼 정부 정책의 변화 및 정부출연연구기관 내부 성과관리 방식의 변화 노력은 기존의 연구개발 성과관리 패러다임을 크게 바꾸고 있다는 측면에서 주목할 만하다. 하지만 여전히 성과관리를 둘러싼 부처별정책과 제도의 부정합성이 여전하며 정부출연연구기관 내부의 성과관리도 보다 전략적이고 체계적으로 이루어질 필요성이 커지고 있다. 한국화학연구원은 정부출연연구기관을 둘러싼 외부 환경과 정책 패러다임의 변화에주목하면서 개인 평가 제도를 조직성과제도와 연계하고 과제 수주 중심에서 과제 및부서별 성과 창출 중심으로, 양적 성과 중심에서 질적 성과 중심으로 혁신적으로 바꾸며 전략적으로 체계화하였다. 본 연구는 한국화학연구원의 사례를 소개함으로써 정부출연연구기관의 성과관리가 어떻게 정책패러다임의 변화에 조응하면서 전략적이고 체계적으로 변화 발전해야하는지에 대한 시사점을 도출하는데 목적이 있다. Performance of government-sponsored research institutes can be shown in varied ways through research and management sectors. And its dispersive and duplicative evaluation and management has been carried out internally and externally. In the meanwhile, recent government policy changes with regards to the performance management of government-sponsored research institutes. Internal efforts for changes inside those institutes should be paid attention to in a sense that such movements are leading big changes in the existing paradigm of R&D performance management. However, there still exists unconformity in policies and systems between different governmental organizations. And internal performance management in government-sponsored research institutes should be conducted in a more strategic and systematic way. Taking such changes in external circumstance and policy paradigm into account, Korea Research Institute of Chemical Technology(KRICT) strategically streamlined its personnel performance evaluation system by putting more weight on performance and competency rather than project volume and quantity. This study, by illustrating a case of KRICT,aims to suggest how government- sponsored research institutes should change and progress its performance manage system in a strategic and systematic way while adjusting themselves to a changing paradigm of policy.
