        “Vision-2050” Mongolia’s long-term development policy” is a policy document that has been approved and implemented three times in the last 15 years, but it is not clear whether it has been reviewed. The policy document states that “Sustainable economic growth will reach every citizen, the middle class will prevail, poverty will decrease sharply, the country will form the basis of economic development policy and meet its domestic needs, export will be intensified, investment and savings capacity will be built, and a multi-pillar economy will emerge.” The goal is to make economic growth sustainable, socially oriented, and to generate revenue from the external sector.

        Monetary Policy Rule under Inflation Targeting in Mongolia

        This article aims to review the monetary policy rule under inflation targeting framework focusing on Mongolia. The empirical analysis estimates the policy reaction function to see if the inflation targeting has been linked with a monetary policy rule emphasizing on inflation stabilization since its adoption in 2007. The study contributes to the literature by examining the linkage between Mongolian monetary policy rule and inflation targeting directly and thoroughly for the first time and also by taking into account a recent progress in the inflation targeting framework toward forward-looking mode. The main findings were: the Mongolian current monetary policy rule under inflation targeting is characterized as inflation-responsive rule with forward-looking manner (one quarter ahead); the inflation responsiveness is, however, weak enough to be pro-cyclical to inflation pressure; and the rule is also responsive to exchange rate due to the "fear of floating", which weakens the policy reaction to inflation and output gap.

      • Effects of alumina precursor species in a ternary-phase binder system on the strength of sand mold

        <P><B>Abstract</B></P> <P>A new ternary-phase binder system incorporating alumina (Al<SUB>2</SUB>O<SUB>3</SUB>) precursors was successfully developed through process control to improve the sand mold's strength for casting of large objects. Three types of Al<SUB>2</SUB>O<SUB>3</SUB> precursors with different molecular structures, such as Al(OH)<SUB>3</SUB>, Al(OEt)<SUB>3</SUB>, and Al(NO<SUB>3</SUB>)<SUB>3</SUB> were employed in the ternary-phase binder system. A dual-dipping process was developed. The first dipping includes the ternary-phase binder composition and heat treatment at 1000 or 1200°C. The second dipping uses a binary-phase binder composed of TEOS and NaOMe and heat treatment at 1000°C. The results show that sodium aluminosilicate was synthesized in the ternary-phase binder at both temperatures, and amorphous silica was formed only in the ternary composition of TEOS/NaOMe/Al(OEt)<SUB>3</SUB>. In contrast, sodium silicate was formed in the binary-phase binder. The strength of the mold prepared with precursor Al(OEt)<SUB>3</SUB> was higher than those with Al(OH)<SUB>3</SUB> and Al(NO<SUB>3</SUB>)<SUB>3</SUB>, due to its improved glassification efficiency of Al(OEt)<SUB>3</SUB>. Additionally, the mold strength was increased with increasing content of TEOS in the ternary-phase binder composition. Finally, the optimal highest strength was obtained with the ternary-phase binder composition of TEOS/NaOMe/Al(OEt)<SUB>3</SUB> in the mole ratio of 5:1:1<I>.</I> </P>
