신흥기술개발 단계별 위험거버넌스 도입에 대한 연구 -바이오이종장기개발사업단 사례를 중심으로-

본 연구는 신흥기술개발의 원활한 진행 및 성과 활용을 위해 위험 관리가 병행되어야 한다는 관점에서 위험과 신흥기술의 특성에 대해 이론적 고찰을 실시하고, 신흥기술 위험 관리를 위한 연구개발 단계를 고려한 기초연구·개발연구·실용화 위험거버넌스 모형을 도출하였다. 이 모형을 보건복지부에서 지원한 바이오이종장기이식개발사업단에 적용하여 분석한 결과, 위험거버넌스의 구성요소인 사전검토, 위험 사정, 위험 평가, 위험 관리, 위험커뮤니케이션에 해당하는 활동이 일부 수행된 것으로 나타났다. 그러나 이러한 활동이 연구개발 단계를 고려하지는 못한 채 분절적으로 이루어져, 위험거버넌스활동의 결과물이 관련 정책에 효율적으로 반영되지는 못한 것으로 드러났다. 향후 원활한 신흥기술 연구개발 추진 및 성과 도입을 위해 연구개발 단계별로 적합한 위험거버넌스를 도입할 것을 제안한다. This study conducted a theoretical review of the characteristics of risk and emerging technologies in the view that risk management should be combined for the smooth progress and utilization of emerging technology development, and derived a basic research, development research, and practical risk governance model considering the R&D stage for risk management of emerging technologies. The results of this analysis were applied to the Xenotransplantation Research Center supported by the Ministry of Health and Welfare. As a result, some activities were conducted in the risk governance components such as Pre-assessment, Appraisal, Characterisation and evaluation, Management, and Communication stakeholder engagement context. However, these activities were segmented without considering the R&D stage, and the results of the risk governance activities were not reflected efficiently in the related policies. In the future, it is proposed to introduce risk governance suitable for each stage of research and development in order to promote smooth R&D and performance of emerging technologies.
