The main purpose of the study is to investigate whether the underlying assumptions on the regulatory regional policy towards the Capital Region are still acceptable or not. Some important conclusions are derived from various discussions: First, the assumption that the Capital Region is overcrowd due to population concentration is not reasonable since there exists a conceptional confusion between ‘high density’ and ‘over-crowding’. The Capital Region is overcrowding not because of population concentration but because of the lack of infrastructure capacity. Second, the assumption that the Capital Region is the most crowded region in the world is also not persuadable since there is no statistical evidence to support such argument. Third, the assumption that population movement from the Non-Capital Region has caused the population concentration of the Capital Region is also difficult to accept after ‘90s since higher birth rate and lower death rate have worked as the main factor of population increase in the Capital Region. Fourth, the assumption that the growing manufacturing sector is the prime factor causing population attraction to the Capital Reason is not supported from statistics since the employment in manufacturing sector has not increased in the Capital Region after ‘80s due to the change of industrial structure from labour intensive to labour saving. Finally, the assumption that spatial concentration to the Capital Region has caused the economic depression of the Non-Capital Region is also not reasonable since the prime reason is not population drain of the Non-Capital Region but the lack of public investment toward the Non-Capital Region.

Conflicts between the Capital Region and the other region are too serious to let them go as they are, surrounding the issue of a future direction of the Capital Region Growth Management Policy. It has been criticized that the regulative policy measures, taken by the central government for the last thirty years, towards the Capital Region have resulted in lowering the national and regional competitiveness. However, some policy makers and scholars still insist that such regulation should be maintained in order to reduce the regional disparities and to promote balanced development between the Capital Region and the Non-Capital Region. With this in mind, the central purpose of the paper is to propose some alternative measures which are effective in easing conflicts between the Capital Region and the Non-Capital Region, and further in strengthening the cooperative development between the two regions. The paper proposed that a new social contract is needed, between the Capital Region and the Non-Capital Region, to achieve national efficiency and regional equity simultaneously. The two regions should agree on the admittable levels of regional inequalities, the degrre of deregulation and the directions of both region's specialization. The paper further argues that the Capital Region should establish so-called 'Regional Development Fund' to financially help the retarded areas in the Non-Capital Region if both regions reach an agreement on the deregulation of the Capital Region. The fund could be financed by the capital gains which is expected from the development projects permitted after the deregulation policy toward the Capital Region.
