마르크스 지대론의 전개

이 글은 마르크스주의 지대론의 현황을 검토하고 도시지대를 마르크스적 범주로 서술하는 틀을 제시했다. 차액지대 II와 창업자지대개념을 통해 도시 지대와 토지/건축물가격의 엄청난 상승의 기제를 서술할 수 있었다. 또한 이런 서술을 통해 침체기의 생산과 유통에서 기능하는 자본에 의한 금융자본의 상대적 고수익과 자본의 노동에 대한 수탈의 기제를 드러낼 수 있었다. 그래서 우리는 지대가 단지 삼위일체 소득분배형식의 하나일 뿐만 아니라 자본축적동학과 노동자일상에 중대한 영향을 미치는 요소임을 확인했다. This article reviews Marxist land rent theories and suggests a Marxian framework of presentation of urban rent. Through differential rentý and founder’s rent we can point out the causes of skyrocketting land rents, land prices and building prices. This presentation can also reveal the mechanisms of relative higher profitability of financial capital against functional capital and expropriation of labor by capital. From this presentation we identify land rent as main factors of affecting capital accumulation dynamics and workers’ daily life as well as a form of distribution of surplus value.

마르크스와 자유롭게 연합한 인간들의 민주주의

이 글은 마르크스가 침묵했던 공산주의 민주주의 개념을 그의 저술들의 논리에 근거하여 추론하는 것을 목적으로, 2장에서는 그의 부르주아 민주주의 비판과 프롤레타리아 독재론의 민주주의 함의, 3장에서는 그의 공산주의 구성 원리들로서 소유, 계획, 노동, 분배 개념들의 민주주의 함의를 검토한 뒤, 4장에서는 마르크스의 공산주의 민주주의로서 자유롭게 연합한 인간들의 민주주의를 자유, 평등, 인간존중 이념들의 내용과 형식 일치의 전면적이고 완전한 실현의 민주주의, 인민총회와 추첨형식의 민주주의로 제시했다. This paper aims to infer the concept of communist democracy about which Marx remained silent. Part 2 treats the implications of his critique of bourgeois democracy and theory of proletariat dictatorship. Part 3 looks through the implications of main components of his communism such concepts as property, planning, work, and distribution. And Part 4 concludes his communist democracy, freely associated men’s democracy as democracy of form of people’s assembly and sortition, democracy as overall and complete realization of ideals of freedom, equality and respect for men.

참여계획경제의 대외경제관계 모델 연구

기존의 대안사회주의 모델들은 사실상 고립적 일국모델이다. 하지만 이런 고립적 일국모델은 세계자본주의 대양에서 고립적 섬으로 존재하는 일국사회주의를 상정하는 것이나 마찬가지이므로 한계가 분명하다. 그래서 세계 노동 분업을 적극적으로 이용하는 대외경제관계 형성 방법은 일국적 사회주의경제의 존속뿐 아니라 세계 사회주의로의 연속혁명을 위해서도 중요하다. 이런 대외경제관계 형성 문제는 1920년대 소련공업화논쟁에서 고립주의와 통합주의로 논쟁되었고, 코메콘이나 알바에서 시도되었거나 시도 중이지만, 자본주의 가치법칙이 지배하는 대외경제관계를 사회주의적으로 변화시키는 계산 기준, 이를 실현할 수단, 관련한 거래방식들,연관된 국내적 사회경제적 형태들이 부적절하거나 부재했기에 성공할 수 없었다. 다른 한편 대안모델들 중 노동시간모델은 노동시간을 계산 기준으로 제시해서 방향은 올바르게 잡았으나 평균노동시간을 노동시간으로 간주했기에 가치법칙에 종속될 위험을 내포하고 있다. 그러므로 아래로부터의 민주적 의사결정에 근거하여 자유로운 노동을 실현하는 실제노동시간계산 기준과 합리적 사회경제적 형태들 하에서 비교우위원리의 합리적 핵심을 실현하는 자본주의와의 대외교류를 추진한다면 참여계획경제는 자본주의적 가치법칙에 종속되지 않을 뿐 아니라 사회주의적인 물질적 토대를 확대하며 자본주의세계를 사회주의적 방식으로 견인하고 세계 사회주의로 이끌 수 있다. Existing alternative socialist models are isolative. However, national socialist economy cannot continue to exist as an isolated island in the ocean, so that this isolative model has clear limits. It’s aggressively exploitation of world division of labor and integration into world economy is critical to it’s sustainability as well as international permanent revolution toward world socialism. Although this external economic relationship of a socialist economy was discussed as isolationism vs integrationism in soviet industry debates in 1920s, tried and is trying to realize in COMECON and ALBA respectively, they could not and cannot success to realize socialism because there were and are not any proper calculating unit, means to realize it, transaction forms and connected domestic economic forms which could transform capitalist value relations into socialist relations. As the labor time model presents average labor time as the unit, it is right in direction but cannot cross over threshold. By setting real labor time as calculating unit which guarantees equal exchange in a way of conforming substance to form and realizes free labor,utilizing existing capitalist foreign trade and invest methods on the basis of rational kernel of comparative advantage principle and preparing a variety of domestic economic forms on the basis of from-below-decision making way, an open and overall intercourse of a national participatory planning economy can, despite possibility of antagonization with capitalist states, tow and lead world economy to world socialist economy in the course of integration with capitalist world economy on the basis of world division of labor.

고대 아테네 민주주의와 광장 민주주의

고대 아테네의 소극적이고 또한 적극적인 자유와 평등의 원리를 실현한 상설 총회와 추첨 형식의 민주주의는 현대 민주주의를 넘어선 진정한 민주주의였다. 고대 아테네 민주주의는 인민의 능력, 자기통치의 체제이자 이상으로서의 개념을 실현했다는 점에서 현대 민주주의와 비교해서 우월할 뿐만 아니라 그에 대한 대안모델이다. 그래서 현대 민주주의를 넘어서려는 광장 민주주의나 대안사회의 민주주의는 고대 아테네 민주주의에서 나오게 될 것이다. Ancient Athenian democracy of forms of permanent general assembly and sortition realizing principles of negative and positive freedoms and equalities is true democracy over contemporary democracy. Ancient Athenian democracy is superior and alternative to contemporary democracy in that it realized the concept of people’s ability and self-governing as system and ideal. Thus square democracy and alternative democracy will come true from ancient Athenian democracy.

UAV를 활용한 하천측량에서 최적고도매개변수 설정

하천측량은 하천의 홍수예방을 위한 계획, 정비, 운영 등에 매우 중요한 요소이다. 이제까지는 일반적인 현장에서의 직접측량이 일반적으로 이루어져왔으나 최근에는 Unmanned Aerial Vehicle (UAV)를 이용한 하천측량이 다방면에 이용되고 있다. 특히 하천의 경우 둑마루(Top), 하상(Bottom), 경사(Slope)면이 항상 존재하고 있고 물의 흐름을 따라 길게 하천이 형성된다. 이러한 하천의 특성을 반영한 UAV의 촬영매개변수가 설정되어야 한다. 이를 위해 본 연구에서는 하천의 항공촬영매개변수 중 최적 촬영고도를 추정하는 연구를 실시하였다. 연구대상지로 진주 집현면에 위치한 지내천 내의 구역을 설정하였고 50 m에서 120 m에 걸쳐 10 m마다 고도를 상승시켜가며 촬영을 진행하였으며 10개의 Ground Control Point 지점을 이용하여 촬영성과를 보정하고 38개의 검사점을 통하여 촬영한 결과로부터 나온 검사점의 고도정보와 실제 측량을 통해 얻은 고도를 비교하여 오차를 산정하였다. 산정결과 70 m부터는 오차가 상대적으로 크게 나타나는 것으로 확인되었으며 특히 하상(Bottom)에서의 오차가 보다 크게 나타나는 양상을 보였다. 또한 오차는 일반적으로 양수 형태로 나타났으며 이는 하천의 하상에서 두드러지는 것으로 나타났다. 본 연구결과는 보다 다양한 하천에서의 연구결과를 통해 하천측량을 위한 촬영고도 설정에 의미있는 결과를 제시해 주는 것으로 판단되며 앞으로 주요 촬영매개변수들에 대한 연구를 바탕으로 UAV하천측량에 중요한 기준이 마련될 수 있을 것으로 판단된다. River surveying plays an important role in planning, maintenance, and operation of river flood prevention. Thus far, direct surveying has been mainly performed in the field. However, river surveying using an unmanned aerial vehicle (UAV) was recently applied to the hydrologic field. A river consists of top, bottom, and sloped surfaces, and a long stream is generally formed following the flow of water. The photographic parameters of the UAV, including the flight altitude, must be adjusted as per the characteristics of a river. Therefore, in this study, we focused on estimating the optimal photographing altitude for river surveying. The Jinae-cheon stream area located in Jiphyeon-myeon, Jinju was used as the research site, and the flight altitudes for the images were tested from 50 m to 120 m, increasing the altitude every 10 m. The images were corrected afterwards using 10 ground control points, and the error was calculated using 38 reference points. Therefore, it was confirmed that the error appeared relatively large from 70 m, and at the bottom. Moreover, the error was generally positive for the riverbed. This study provides useful results to regulate the photographing altitude for river surveying, and the results can be employed with extensive studies on diverse rivers to establish the standard UAV parameters.
