한·중 수교 30주년, 산업협력과 경쟁구조 변화와 향후 과제

한·중 간 산업협력은 수교 초기 양국의 비교우위를 바탕으로 상호 보완형태의 수직적 분업구조를 형성해 왔다. 그러나, 2000년대 중반부터 중국제조업의 고도화로 질적 성장이 지속되고, 중국내 임금상승 등으로 인한생산비용이 증가하면서 양국은 상호보완적 협력에서 상호 경쟁적 협력 관계로 변화하였다. 양국의 분업구조도 수직적 분업구조에서 수평적 분업구조로 전환되고 있으며, 무엇보다 중국 하이테크 산업의 기술경쟁력 제고로 우리 산업과의 경쟁이 갈수록 심화되고 있다. 한·중 수교 30년이 지난 현재 한·중간 산업협력은 경쟁과 협력이 공존하고 있다. 아울러, 코로나19, 미·중 분쟁, 공급망 재편, 탄소중립 등 글로벌 통상환경 변화에 따른 산업의 대전환시기를 직면하고 있으며 한·중 간산업협력 관계도 새로운 시대를 맞이하고 있다. 따라서, 우리는 기존의 비교우위에 근거한 분업구조 형태의 협력 패러다임에서 벗어나 변화하는 글로벌 산업환경에 따른 중국과의 새로운 협력방안 모색이 필요하다. 먼저, 우리는 중국 신산업 시장에 주목하고 세계최대의 시장을 활용하기 위한 새로운 협력방안을 모색해야 한다. 아울러, 코로나19 이후 확대되는 공급망 리스크에 대응하여, 양국이 공급망 안정을 위한 협력기제를 마련하고, 리스크가 큰 주요 산업에서 적극적인 협력을 추진해야 할 필요가 있다.
미・중 갈등 이후 중국 반도체 장비의 공급망 구조 변화

반도체가 경제안보 시대에 가장 중요한 국가전략기술로 부상하면서, 우리나라도 반도체 산업에 대한 중요성과 공급망 내재화, 경쟁력 강화 전략 등을 추진하고 있다. 게다가, 미국 은 대만, 우리나라 파운드리 기업들의 투자유치를 확대하면서 우방국 중심의 협력체계를 강화해 가고 있다. 이처럼 급변하는 글로벌 반도체 공급망 재편 속에서 우리나라는 변화를 면밀히 고찰하고, 이에 대한 대응방안을 준비해야 하는 중요한 시점에 있다. 따라서, 본 논문에서는 미중 갈등이후 중국의 반도체 공급망 구조가 어떻게 변하고 있는 지, 미중 관계를 둘러싼 글로벌 반도체 공급망 재편이 어떻게 전개되고 있는지 반도체 장비 산업을 중심으로 살펴보았다. 미중 갈등이후, 양국 간의 교역 네트워크를 분석한 결과, 오히 려 양국간의 교역은 더욱 활성화 되었으며, 세계 최대 반도체 수요시장인 중국을 중심으로 글로벌 교역이 오히려 활발하게 진행되고 있다. 즉, 양국 간의 교역에서는 뚜렷한 블록화가 나타나고 있지 않았다. 다만, 더욱더 강력해지는 미국의 대중국 반도체 수출통제로 중국은 반도체 장비의 국산화율을 제고되고 있다. 미국의 제재가 중국 반도체 장비 업체의 기술개 발을 더 촉진하면서 인력과 자금투입이 확대되 국산화율이 높아지고 있다. 즉, 미국의 제개 가 도리어 중국 반도체 장비의 국산화를 촉진시키는 촉매제가 되고 있다. 우리 반도체 산업은 미국이 반도체 분야에 전반적인 공급망을 내재화하고, 중국이 지속 적인 연구개발 및 투자로 기술추격을 가속화 할 경우를 대비해야 한다. 중국에 생산거점을 지속적으로 활용하면서도, 시장수요도 확대하고 활용할 수 있는 전략에 대한 고민이 필요하며, 장기적 관점에서 중국과도 협력할 수 있는 방안을 고민해야 할 것이다. As semiconductors have emerged as the most important national strategic technology in the era of economic security, Korea is also pushing for the importance of the semiconductor industry, internalization of supply chains, and strategies to strengthen competitiveness. In addition, the United States is strengthening its ally-centered cooperation system by expanding investment attraction of Taiwanese and Korean foundry companies. Amid such a rapidly changing global semiconductor supply chain reorganization, Korea is at an important time to closely examine changes and prepare countermeasures. Therefore, in this paper, we looked at how China’s semiconductor supply chain structure is changing after the U.S.-China conflict and how the global semiconductor supply chain reorganization surrounding U.S.-China relations is developing. After the U.S.-China conflict, as a result of analyzing the trade network between the two countries, trade between the two countries has become more active, and global trade is rather active around China, the world’s largest semiconductor demand market. In other words, there was no clear blocking in trade between the two countries. However, China is increasingly increasing the localization rate of semiconductor equipment due to the stronger U.S. control of semiconductor exports to China. As the U.S. sanctions further promote technology development of Chinese semiconductor equipment companies, the localization rate is increasing as manpower and funds are expanded. Our semiconductor industry should prepare in case the U.S. internalizes its overall supply chain in the semiconductor sector and China accelerates its technology pursuit with continuous research and development and investment.
