        A new soft switched active snubber circuit is proposed to achieve zero voltage and zero current switching for all the switching devices in PWM DC-DC converters. The unique location of the snubber capacitor and inductor ensures low current/voltage stresses and commutation losses. With a saturable reactor, the conduction loss of the auxiliary switch could be further minimized. A boost converter adopting this technique is presented as an example, to illuminate its operation principles and derive the design procedures. Simulation and hardware implementation have been made to validate its performance. Some other basic PWM DC-DC topologies using the proposed snubber have also been given.

        In the dissertation, a power conversion system for fuel cell is composed of a PWM inverter with LC filter in order to convert fuel cell voltage to a single phase 220[V]. In addition, new insulated DC-DC converters are proposed in order that fuel cell voltage is boosted to 380[V]. In this paper, it requires smaller components than existing converters, which makes easy control. The proposed DC-DC converter controls output power by the adjustment of phase-shift width using switch S5 and S6 in the secondary switch, which provides 93-97[%] efficiency in the wide range of output voltage. Fuel cell simulator is implemented to show similar output characteristics to actual fuel cell. Appropriate dead time td enables soft switching to the range where the peak value of excitation current in a high frequency transformer is in accordance with current in the primary circuit. Moreover, appropriate setting to serial inductance La reduces communication loss arisen at light-load generator and serge voltage arisen at a secondary switch and serial diode.

        멸종위기종 보호를 위한 환경거버넌스 모색: 몽골 고비곰 보호 사례를 중심으로

        몽골 남부 고비 사막(Gobi Desert)에는 고비곰이 서식한다. 현재 멸종위기 위기에 처하게 된 이유는 척박한 서식환경과 인위적 영향이 크다. 사막 먹이사슬의 최고 포식자가 사라진다면 생태계가 더욱 악화될 우려가 있다. 하지만 그동안 고비곰에 대해서 몽골 대내외적으로 충분히 알려지지 않았고 관련 연구도 충분하게 진행되지 않았다. 생물다양성 보전은 인간 자신의 지속가능한 생존과 윤리의 차원에서 우리 모두가 책임져야 할 문제다. 생물다양성 보전 문제는 상당한 복잡성을 가지기 때문에 정부만이 아니라 다양한 이해당사자들의 의사소통, 파트너십, 네트워크에 기반한 협력이 필요하다. 이 연구는 환경거버넌스 이론을 토대로 멸종위기에 처한 고비곰을 살리기 위해 지금까지 몽골이 실행해 온 관련 정책과 사업을 검토하여 문제점을 파악하고 개선방안을 모색하는 데 목적을 두었다. 이를 위하여 문헌 조사와 관련 이해당사자들을 대상으로 대면면접과 전화면접을 실시하였다. 곰 보존에 있어서 몽골 정부가 주도적 역할을 해 왔는데 2013년 이후부터 다양한 주체들이 기여하여 긍정적인 성과를 낳기도 했다. 그렇지만 여전히 먹이의 질, 유전적 조사 연구, 재원, 통합적 관리가 미흡하다는 점을 발견하였다. 이 문제점들이 지금의 몽골 정부 역량으로 해결하기 쉽지 않기 때문에 극복 방법으로 ‘고비곰 보호 협력체’라는 환경부를 중심으로 한 다양한 관련 이해당사자들이 참여하는 조직을 구축할 것을 제안하였다. Gobi bears live in the Gobi Desert in southern Mongolia. The reason for the current threat of extinction is the characteristics of the barren habitat and the artificial influence. If the top predators in the desert food chain disappear, there is a risk of worsening the ecosystem. However, the Gobi bear has not been sufficiently known both internally and externally in Mongolia, and related research has not been sufficiently conducted. Conservation of biodiversity is a matter of responsibility for all of us in terms of humans own sustainable survival and ethics. Biodiversity conservation issues are of considerable complexity and require communication, partnerships, and cooperation based on networks not only from governments but also from various stakeholders. Based on the theory of environmental governance, the purpose of this study is to identify problems and seek improvement measures by reviewing related policies and projects that Mongolia has implemented so far to save the endangered Gobi bear. To this end, in-person interviews and telephone interviews were conducted for literature surveys and related stakeholders. The Mongolian government has played a leading role in the conservation of bears, and since 2013, various actors have contributed, resulting in positive results. However, it is found that food quality, genetic research, resources, and integrated management were still insufficient. Since these problems are not easy to solve only with the current government capability, this study proposed to establish an organization composed of various related stakeholders, called the “Gobi Bear Protection Partnership” led by the Ministry of Environment, as a way to overcome.
