Until recently, many new institutional systems have been introduced to restore IT ecosystems. These systems include the division order, lowest limit sum that a large enterprise can submit in the public IT projects, subcontract management, mutual cooperation point. However, regardless of their effectiveness, these systems do not have any visible effect on recovery of the devastated IT ecosystems as many small and medium-sized businesses have already suffered from the worsening business environment. In addition, there still exist unfair cases related to Request for Proposal (RFP) for public IT projects. For the project orderer (government office), this may cause the delay in the project period, frequent changes of design. For small and medium-sized suppliers, it is the main barrier to make their market access or business access more difficult. Usually large businesses with enough IT experts, or companies that have obtained critical information in advance before bidding can have advantage over other bid players during RFP evaluation. Thus, this research will examine and analyze unfair cases found in RFP that the government office ordered and more further, this study aims to identify the root cause of unfair cases during RFP evaluation and will suggest the solution to alleviate them.

Slot coating is one of the frequently used coating processes in display and battery industry due to the high accuracy, fast production rate and cost effectiveness. An important issue is the prediction of coating stability that is difficult due to lack of reliable theoretical models. A frequently used model is viscocapillary model that evaluates the coating stability using a force balance between surface tension and viscous force. Although the model provides good physical insight, its predictions are inaccurate for large capillary number flows because it doesn’t consider the inertia of the ink flow. Thus, we propose an improved viscocapillary model which accounts for inertia effects in the coating bead. We found that the model predictions are in good agreement with numerical results on the ink flow of slot coating for a wide range capillary number.
