Higher education in Korea faces unprecedented financial challenges in the wake of new educational circumstances. Securing the government subsidies has become much more competent and the reliance on tuitions has already hit the threshold. Much more serious is a significant decline in student population. As a result, many colleges and universities in Korea have been searching for managerial and economic solutions to the new challenges. This study intends to decompose the educational costs into 5 categories, provide a database as a potential source of exploring managerial efficiency, and suggest sensible ways to cope with financial distress. Specifically, the idiosyncratic impact of the educational cost on management at the department level and the optimal levels of tuitions subject to such idiosyncrasy are discussed in detail. The results indicate that educational costs of departments of music, sports, and engineering are higher than those of other departments, and the difference of educational costs among departments is serious.

The purpose of this paper is to study several replacement policics by considering the-ir maintenance cost functions which will serve as guides for selecting the optimal pol-icy. It includes the steps necessary to build these functions form observed data on failure time and certain cost factors involved, Since no mathematical model can encompass all the complexities of reality, the results of analysis using these cost functions should be supplemented with the dictates of experience and judgement.

WTO are carried out with the promises of the U.R negotiation, the fair order of the trade can be established through the enlargement of the market opening and the regulation of each nation's trade order. It follows that the Korean Small & Medium Enterprises should maximize the positive points and minimize the negative by uplifting the competing force of the export. AS a result, the world economy raises the flag inscribed as the unlimited competition with the advent of the U.R.. So it is predicted that the achievement of the profits is difficult if we did not our competing force. In order to survive this jungle of the competition, it is required that we should develope technologies, train the highest brains, ameliorlize the institutions in correspondence with the international order, globalize the enterprises, and set up the long-them strategies of the government. Evidences depict that the growth of export and the successful economic result were led by large industries, although contribution from Small & Medium Enterprises has been also significant. Recently, export in small quantities and the trends of export certainly reveal more importance of Small & Medium Enterprises where their structures and organizations are more apt to such demand. However, Small & Medium enterprises in Korea, due to the poor capital structure and manpower shortage, have a difficulty to explore international business opportunities or expansions. Therefore, the administrative supports from the government, and from financial institution, and Small & Medium Enterprises own efforts should be dedicasted in order to solve prevailing problems, and to promote continuous export growth and expansion.

The reduction of plant operating costs is the joint respnsibility of maintenance and design managements. Problem areas are usually identified by maintenance engineers while design engineers have the responsibility of effecting improvements. A method is outlined for enabling the available design resources to be effactively directed towards the reduction of operating costs. Simple decision analysis techniques may be used by design and maintenance engineers to allocate design resources to maxmise the reduction of operating costs of an operating plant.

This paper presents a plan to bring up the Venture Business/Capital in Korea which is necessary to the development of high- tech industry. The impact of a successful Venture Business is big enough to activate our society, especially for each industrial society(production R&D, distribution, entrepreneur, university, investor'group including Venture Capital etc.). In the United States and other developed countries recently, the development of venture business/capital has greatly contributed to the technological innovation and those activities became growing and active. At this stage, Korean Venture Capital corporations are reluctant to risk-taking, can't be able to supply long-terms funds at a low interest rate, are suffering for a low rate of recollection of their inversted funds, and therefore aren't performing their functions very well. The first American style Venture Capital company in Korea, was Korea Technilogy advencement corporation(K-TAC) , and when korea Technology Development corporation(KTDC). was established in 1981. it has made real Venture Capital activities in Korea . In Korea, the characteristic settings in Venture Capital are as follows ; In these conditions mentioned above, Korea has to take special ways and policies to make progress in Venture Capital companies. First, Korea has to make change in finance Venture Capital funds. Korea must make use of partnership system in the ways of making Venture Capital funds, and Venture Capital companies have to be able to receive trust funds as trust companies do in Korea, and furthermore pension funds can be invested in Venture Capital companies. Second, the technical development has to be accomplished by government or Private companies. Third, it is necessary to soften criterion of enlisting securities and insecurities market. And last, Venture Capital companies must have an idea of international cooperation, and stretching into foreign market. In Korea, narrow domestic market cannot improve Venture Capital companies and entrepreneurial firms to such an extension that is expected. The Venture Capital in Korea is In the start-up stage, and I may say that the proposals mentioned above must be used step-by-step, and the progress of Venture Capital in Korea will make a foreseeable future.
