A markov chain is used to derive the models for determining the size of persons to be promoted and for conducting the sensitivity analysis of promotion probabilities. To compute the former case a future wastage rate is forecasted by using the double exponential smoothing method. The model for sensitivity analysis is used to simulate the impact of change in graded-size targets and hiring policy on the promotion probabilities.

한국형(型) 교육감 선임제도의 모색을 위한 시론(試論)

본 연구는 2007년 이후 우리나라의 교육감 선거를 분석하여 문제점을 도출하고 외국 사례를 검토하여 한국형 교육감 선임제도를 제시하는 것으로 목적으로 하고 있다. 본 연구에서 상정하는 대안은 첫째, 주민 직선제를 전제로 현행 제도 유지다. 둘째, 정당 공천제로 유권자가 교육감 후보자에 대한 정보접근의 용이성을 제고하고 책임정당제를 실현할 수 있다. 셋째, 정당 표방제로 정당 공천제의 완화된 형태로 교육감 후보자는 자신이 특정정당을 지지한다는 의사를 표명하며 출마하는 것이다. 넷째, 시·도지사와의 러닝 메이트제도 있다. 반면 주민직선을 전제로 하지 않는 경우 임명제가 있다. 임명제는 시·도지사에 의한 임명과 시·도의회에 의한 임명이 가능하다. 주민직선과 임명제 이외에 제한적 주민직선제도 고려할 수 있고, 이는 교육감 선출위원단을 구성하여 선출한다. 마지막으로 시도별 자율 결정제이다. 위의 대안 중 직선제의 런닝 메이트제와 임명제의 시·도지사 추천과 의회동의가 한국형 교육감 선임제도로 원칙과 현실을 조화시킬 수 있는 제도로 판단된다. This essay tries to recommend the Korean style of the Superintendent of Education election/appointment by reviewing preceding studies on the issue and comparing other countries’ cases. First is to maintain the current system of direct election of the Superintendent of Education. Keeping the current system, we can consider different types of direct election of the Superintendent of Education. They are partisan nomination of the Superintendent of Education candidates for voters’ choices. The other is to let candidates for the position profess his or her partisan preference so that the voters know which party is close to the candidate. The last is running mate system between candidates for the governor and the Superintendent of Education. These systems are to help voters identify candidates’ political positions and policy directions. On the other side, we can consider the system of appointment of the Superintendent of Education by the governor or the local council. Lastly, there is another way of choosing the Superintendent of Education, which is the indirect election of Superintendent of Education by relatively small number of electorate composed of parents, teachers and school council members. Among these methods, individual city or province may choose its own way of election or appointment of the Superintendent of Education.
