        제3공화국과 제5공화국의 국가주의 스포츠정책 성향 비교

        The purpose of this study was to compare and analyse Korea`s nationalistic sports policies between the third and fifth republic governments. The result of this study was summarized as follows. The similarity of Korea`s nationalistic sports policies between them was (l)the policy of elite sports centered around national identity and nationalism, (2)the tendency of militarism-oriented sports, and (3)the use of sports for the justification of political power. Their difference was firstly that the third republic government enacted the Sports Promotion Act to build up the foundation of sports policy while the fifth republic government maximized the elite sports to invite both 1986 Asian Games and 1988 Seoul Olympic Games. Second, the third republic government put emphasis on school sports, and the fifth republic government on recreational sports. Third, the third government aimed toward anti-communist sports as military sports(To take a victory over all the competitions against North Korea) and the fifth government toward national unification & harmony-oriented sports(by organizing a joint-team). Fourth, the third government globalized Taekwondo, Korea`s national sport, to put national superiority into people(invention of tradition) while the fifth government reactivated Ssileum, Korea`s traditional sport, to provide a momentum for professional and recreational sports. During the ruling period of the third and fifth republic governments, for example, the most valuable and important sports-promoting policy is the school sports for the third government, and recreational sports for the fifth government. The national policy of sports should not select only one of elite sports and recreational sports. Because the school sports contribute to solidifying the foundation of both the elite sports and recreational sports, however, the proper execution of the school sports policy is able to not only provide an opportunity for people to enjoy a variety of sports, but create sports culture available to enhance the national living standard.
