1970년대 새마을교육의 실천과 성과: 새마을지도자의 증언을 중심으로

The Practice and Performance of Saemaul Education in the 1970s: Focused on the Testimony of the Saemaul LKorea in the 1960s was subjected by the situation of absolute poverty. The Saemaul Movement in this situation has provided new opportunities for innovating the Korean society. The innovative spirit of the people was inevitable in the phrase of economic and social transition from a traditional agricultural society to modern industrial society. Saemaul education could provide a mental strength that was essential to the success of the Saemaul Movement by blowing 'can do spirit' to the public. In this regard, Korea was able to create a social order structure suitable for modern industrial society, at the same time, it could foster the achievement-oriented modern man. In this paper, we will explore the ideology, characteristics, and the core contents of the Saemaul education in the 1970s, also we will deal with the specific forms and performances of Saemaul education that were conducted in the village level in the 1970s. The impact of Saemaul education on the conscious transformation of rural residents in the 1970s clarified on the basis of the testimony of Saemaul leaders.eaders 960년대 제1차 경제개발계획을 계기로 본격화된 한국의 경제성장은 1970년대 더욱 급속하게 진행되었다. 그러나 급속한 경제성장에도 불구하고 여전히 다수의 농민은 절대적 빈곤상태에 처해 있었고, 농촌지역은 공업화와 도시화로 인한 상대적 박탈감이 심화되었다. 이런 농촌의 빈곤상황은 새마을운동에 의해 극적 반전의 계기를 마련할 수 있었다. 전통적 농경사회에서 근대적 산업사회에로의 경제사회적 전환을 위해서는 국민정신의 혁신이 불가피하였다. 새마을교육은 전 국민 대상으로 ‘잘 살 수 있다’는 새마을정신을 불어넣음으로써 새마을운동의 성공에 필수적인 정신적 동력을 제공하였다. 이에 한국사회는 근대적 산업사회에 적합한 사회질서구조를 창출할 수 있었고, 그것은 성취지향적인 근대인을 육성할 수 있었다. 이 연구는 1970년대 새마을교육의 이념과 특징, 핵심내용에 대해 밝히고, 이에 근거하여 당시 마을단위에서 진행되었던 새마을교육의 구체적 형태와 성과를 집중 검토한다. 1970년대 진행된 새마을교육이 마을단위에서 농촌주민의 의식전환에 미친 영향은 새마을지도자의 증언에 의거하여 구체적으로 밝힌다.
