예술위원회(Arts Council)는 문화정책의 평가 척도가 되는 대표적 기관이다. 이에 대한 활발한 연구가 진행되었지만 기존 연구들은 예술위원회 사업을 단편적으로 분석하는 데 그쳤을 뿐 총체적인 ‘조직’으로 보고 체계적으로 분석하고 이론화하는 연구는 아직까지 없었다. 본 연구는 조직사회학 관점에서 한국문화예술위원회의 설립을 분석했다. 특히 이식(transplantation) 전략을 통해 “외국의 예술위원회 성공 사례를 모방한 한국문화예술위원회가 왜 설립 목적대로 전개되지 않고 한국적 방식으로 접변(acculturation)했는가”라는 질문에 대답하며 심도있는 분석을 수행하였다. 본 연구에서 주로 활용한 제도주의 이론에 따르면 조직은 정당성을 확보하기 위해 제도적 환경에 조응하는 방식으로 외부 모델을 이식하지만 위원회 회의록, 지원금 집행내역, 위원 선발 과정 등의 자료로 분석한 결과 국가 통제가 강력한 한국에서는 문화예술위원회 설립 초기에 의도했던 ‘조직의 자율성’을 충분히 발휘하지 못한 결과 제도적 정당성이 불충분한 것으로 분석되었다. 다시 말해 한국문화예술위원회는 위원회의 실질적인 자율성은 작동하지 않지만 정부와, 다양한 이념적 지향을 가진 예술가 집단들 간에 명목적인 균형을 이루고 있기 때문에 목표와 실제가 디커플링(de-coupling)되었음에도 불구하고 지속되는 것으로 이해할 수 있는 것이다. Arts Council, a key organization in cultural policy, has been actively researched in the past. However, most of previous researches have focused on an one-sided aspect of Arts Council, which is policy agenda, while an organizational perspective on Arts Council has not been attempted. In this respect, this paper asks the question ‘why Arts Council of Korea (ARKO) was acculturated though it perfectly transplanted other arts council models in their operational rules and organizational structure?’ According to Institutional Theory, if ARKO fulfills the requirements of institutional environments when transplanting other organizational models, its existence should be justified. However, when analyzing council minutes, funding distribution list and council member’s composition, I found out that autonomy of ARKO is not preserved, but faded, because internal control by the state of Korea is severe. In short, ARKO is sustained not as an arm’s length body but as a nominal bridge organization, which seemingly makes a balance between artists and the state, but in fact, occuring a de-coupling between reality and the stated vision of the ARKO.

이 논문은 2013년 한국 힙합씬(scene)을 뜨겁게 달군 ‘컨트롤대란’에 대한 사례연구이다. 미국 래퍼 켄드릭 라마(Kendrick Lamar)가 처음 시작한 컨트롤대란은 미국에서는 힙합씬의 반성과 발전이라는 ‘공적 디스’로 마무리된 데 반해 한국에서는 개인 신상을 공격하고 계약 문제를 논하는 ‘사적 디스’의 도구로 활용되었다. 우리는 바로 이 차이에 주목하였다. 그리고 이 차이를 설명하기 위해 부르디외의 장 이론(field theory)을 활용하여 한미 컨트롤대란에 발표된 전곡의 가사를 분석하였다. 부르디외의 이론에 의하면, 힙합장은 테크닉, 콘텐츠, 제스처적 차원의 3요소로 구성된 힙합성이 자율적으로 작동하고 장의 행위자들이 이를 쟁취하고자 투쟁을 벌이는 실천적 공간이다. 우리는 한국과 미국에서 각각 진행된 컨트롤대란이 서로 다른 결과를 낳은 이유를 힙합성이 작동하는 방식이 두 힙합장에서 다르게 구현되기 때문이라고 판단하였다. 미국의 힙합장은 콘텐츠적 힙합성의 한 요소인 ‘디스’를 놀이로 인정하는 문화가 자리하고 있다면, 한국의 힙합장은 테크닉, 콘텐츠적 힙합성에 대한 합의가 부재한 상황에서 제스처적 힙합성만이 부각된 양상을 보인다. 따라서 ‘디스’를 놀이로 여기지 않고 그것에 윤리적 잣대를 들이 댄 한국의 컨트롤대란은 래퍼들의 성토대회로, ‘사적 디스’가 난무하는 공간으로 전락한 것이다. This research is a case-study about one sensational episode in Korean hip-hop scene in 2013, ‘control war’. Initiated by American rapper Kendrick Lamar, control war in the United States ceased with encouraging the hip-hip scene to reflect on the past and develop further, covering ‘public issues’, while Korean control war was indeed a medium to discuss about some ‘personal issues’ including contracts and personal affairs between rappers. This difference between two hip-hop scenes was a motivation for this research. To explain the difference, we analyzed lyrics of all songs released under the control war with Bourdieu’s field theory. According to Bourdieu’s theory, hip-hop field contains ‘hiphopness’, composed of technic, contents, and gesture parts, through which the field, a practical space, operates voluntarily with actors fighting over to acquire hiphopness. We concluded that the distinction was made because hiphopness in two hip-hop fields are created, executed, and operated by substantially different mechanisms. In the United States, ‘diss’, the core concept of technic hiphopness, is understood as one key part of play, however, only gesture type of hiphopness stands out strongly without an agreement on either technic or content-wise hiphopness. Thus, Korean control war ended up a big rally among rappers, a space for a full of personal diss, due to taking moral standard rather than understanding diss as play.

이 연구는 한국의 청년세대가 미래를 꿈꾸는 방식과 연관된 여러 중요한 내용들을 서베이를 활용하여 측정, 탐구하는 것을 목적으로 한다. 연구의 이론적 바탕에는 꿈-자본의 개념이 있다. 부르디외의 자본 개념을 적극적으로 활용하며, 우리는 행위자가 미래를 상상하는 힘, 희망의 감정을 품는 힘, 낙관적 태도를 견지하는 힘, 그리고 난관을 이겨가는 힘으로 구성된 총체적 능력인 꿈-자본을 형성하여 다른 자본들을 향한 동기로 활용한다는 관점을 취하고, 이를 실증적으로 탐구해 보고자 한다. 또한 청년세대가 꿈을 이루어 가는 경로와 꿈의 내용, 그리고 꿈을 경영하는 방식에 대한 탐구도 시도한다. 이를 통해 이 연구는 한국 청년의 미래 표상에 대한 경험적 탐구를 위한 기초를 마련해 보고자 한다. 꿈-자본 연구는 청년의 이질성을 분석하는데 중요한 실마리를 제공하고 있다. 기초적 분석 결과는 청년세대의 꿈이 이질화되어가고 있다는 것을 보여주고 있으며, 교육수준의 차이가 중요한 역할을 하고 있음을 시사한다. This research explores the various ways in which the young generation in South Korea today dream about their future, using the survey questionnaires specifically designed for this purpose. “Dreamcapital” serves as a theoretical framework in the research. Building on Bourdieu’s concept of capital, this study theorizes that dream-capital functions like a seed, facilitating the accumulation of other capitals. It is composed of four dimensions: imagination, hope, optimism and resilience. Furthermore, this study examines the process of dream formation and management as well as its content. This paper aims to lay the foundations for further research on the dream and values of this young population. The research on dream-capital helps examine the divergence within the young generation. The basic analysis indicates that the ways in which the young population dream about their future vary, and a significant portion of this variation is explained by the difference in the educational attainment.
