카지노 산업이 폐광지역 발전에 미친 영향에 관한 연구 : 강원 랜드와 태백시를 중심으로

그동안 카지노개발의 지역발전효과에 대한 논의가 많았지만 기존 연구자들의 평 가는 고용창출의 긍정적 평가가 지배적이며, 타 부문에서는 대부분 사회적 쟁점 의 소지들을 내포하고 있다. 그러나 이러한 분석으로 태백시에 얼마만큼 영향을 미쳤는가에 대한 분석의 한계가 있다. 따라서 지역발전 정책효과 및 국가균형발 전의 개발촉진지구 선정기준을 활용하고, 정선·태백지역이 낙후지역으로 선정 시 활용했던 건교부 기준의 평가지표를 참고하여 세분화하였다. 즉 인구 및 세대수, 사업체 및 종사자수, 지방재정 자립도의 증감, 공간구조의 변화, 범죄 발생 율 등 5개 분야에 대한 영향분석을 한 결과, 사업체 및 종사자 수, 지방재정 자립 도, 도로연장 및 주택 보급률은 다소 증가하는 반면에 인구 및 범죄 발생 율은 감소 또는 둔화하는 추세로써 폐광지역의 경제 활성화를 위한 카지노 입지는 이 지역의 경제적 침체를 둔화시키게 하는 효과는 있었지만 경제발전과 성장을 증 대시키는 효과는 적은 것으로 판단된다. 따라서 카지노개발 정책이 주변의 전 지역에 파급될 수 있는 지속가능한 성장 정책과 내생적 발전전략이 요구된다 하겠다.

본 연구에서는 강원도 폐광지역에서 카지노산업의 입지 효과에 대한 인식을 분석하기 위해 지역주민을 대상으로 다양한 지표를 조사하여 정성적 분석을 실시하였다. 설문조사 지역은 강원남부 폐광지역으로 태백시, 삼척시, 영월군, 정선군 등 4개 시?군을 선정하였다. 본 연구의 목적은 폐광지역의 카지노산업이 지역 주민에게 어떠한 효과를 주고 있는지 평가하기 위한 것이다. 연구대상의 인구사회학적 특성은 연령, 성별, 교육정도, 가족 전체 월평균 소득, 직업, 거주기간, 과거 광업종사여부, 강원랜드 취업여부, 강원랜드 혜택유무, 카지노 출입여부 등으로 구분하였다. 구체적으로 ‘삶의 질’ 효과 중에 ‘이곳의 자연환경에 대한 만족효과’가 2.88로 가장 높게 나타났다. 다음으로 ‘이 지역에 사는 것이 다른 지역보다 행복하다’ 2.58로 다른 지표보다는 상대적으로 높게 나타나고 있다. To evaluate local residences awareness, qualitative analysis on various indices was done. The survey was conducted on 4 districts of Taebaek-Si, Samcheok-Si, Yeongwol-Gun and Jeongsun-Gun. The survey considered regional population distribution and used population proportion significant extraction method per counties. This is to analyze of regional development effect awareness, the research was categorized according to residence, residence period, whether worked in the mining industry previously, whether working for Kangwon Land, whether getting benefit from casino location, whether entering to casino and quality of life enhancement from casino location. As it was As for the quality of life effect, satisfactory to nature environment ranked the highest with the number of 2.88 and Living in this area is happier than living in other area was 2.58 which was relatively higher than the other indices.

강원랜드 카지노설립 이후 지역주민들의 인식변화에 대한 분석

본 연구는 강원도 폐광지역에 대체산업으로 설립된 강원랜드가 당초 목적인 '낙후된 폐광지역의 균형있는 발전과 주민의 생활 향상'에 얼마나 기여하였는지를 각종 평가지표와 주민의식 설문조사를 통해 실증적으로 평가하여 향후 폐광지역 진흥정책 연구의 기초자료의 제공과 정책적 제언을 제시하고자 하는 목적에서 수행하였다. 지역발전 및 경제력 효과에 대한 영향력을 측정하기 위해 폐광지역 주민들을 대상으로 설문조사를 실시하고 분석하였다. 회귀분석 결과 시사점은 첫째, 연령에서 20대와 비교하여 50대 이상 즉 나이가 많은 주민은 경제적 효과, 공간적 효과, 사회?문화 교류, 삶의 질 효과에 대해 부정적으로 평가하고 있음을 알 수 있다. 둘째, 거주지에서 정선지역과 비교하여 삼척과 영월지역의 주민들은 강원랜드의 입지로 인한 효과에 대해 부정적 평가를 하고 있음을 알 수 있다. 특히 영월지역 주민의 평가가 매우 낮음을<br/> 알 수 있다. The purpose of this study is to evaluate level of achieving original policy goals to some degree in a variety of ways, and to provide basic data of establishment for promotion policy of abandoned mine area and furthermore, to contribute to that area and Casino policy research. To attain these sorts of research goals, a case method of study is employed to evaluate achievement of policy goals based on goal achievement model, and to survey satisfaction levels of the people of abandoned mine district based on stakeholder model. The local finance scales of those counties have been increased with local revenue enhancement. KangwonLand actively contributed to corporate social responsibility but it didn't actually help the local people. Most residents in that area negatively rate for the change of “the quality of life”. By an itemized list, natural environment, local pride and expectation of future are relatively high, while participation of policy, increase in economic effects, relation of neighbor were lowest. and thus, we need to look for ways of improving the quality of life.

본 연구는 강원랜드의 카지노 입지가 폐광지역 주민의 삶의 질 향상에 어떤 영향을 미치고 있는지를 파악하고자 한다. 지역주민들의 인식을 평가하기 위해 15개 지표를 사용하여 직접 분석을 실시하였다. 설문조사는 태백시, 삼척시, 영월군, 정선군 4개 지역을 대상으로 실시되었다. 각 지역별 인구비율을 산출한 다음 지역별로 인구분포를 고려하여 설문을 통해 조사했다. 거주기간별로, 과거 광업에 종사한 경험의 유·무별로(이 있는지 없는지), 강원랜드 취업 여부별로, 카지노 입지혜택 여부별로, 카지노 출입 여부별로 구분하여 살펴보았다. 분석 결과 카지노입지가 지역주민들의 삶의 질 향상에 영향을 미치고 있는 것으로 조사되었다. 폐광지역 주민들은 진흥정책에 대해 관심 있게 지켜보았으나 그 효과는 기대에 미치지 못하는 것으로 나타났다. 현재 추진하고 있는 2단계 사업이나 대체산업의 다각화 등 진흥정책에 대한 신중한 검토를 바라는 것으로 판단되었다. 1. CONTENTS (1) RESEARCH OBJECTIVES This study is to investigate whether the presence of Kangwon Land casino having a certain impact on the quality of life of local residents at closed mine area. (2) RESEARCH METHOD To do so, direct analysis was done using the 15 indices for evaluating the local population's recognition. The survey was conducted among four areas(Taebaek, Samcheok, Yeongwol, Jeongseon). It considered the population distribution of the region which was examined through a questionnaire, with the calculated the percentage of the population of each region. (3) RESEARCH FINDINGS The questionnaire was categorized by residential period, past experience of engaging in mining industry, employment status at Kangwon Land, location benefit by the casino, and accessing the casino. The result of analysis is that the presence of the casino at certain area, does affects the quality of life of local residents in the area. 2. RESULTS Local residents at closed mine area watched with interest in the promotion policy, but the effect was found to fall short of expectations. It was determined that the desire for careful review of the promotion policies such as the second phase of the project which is in the process or diversifying the alternative industries.
