한국형 디지털 집합행동의 특성과 변화 양상: 2002년과 2008년 촛불집회를 중심으로

본 연구는 정보통신기술 발전으로 새롭게 등장하고 있는 네트워크 시민운동의 한 형태로서 춧불집회(candle demonstration)를 한국형 디지털 집합행동(collective action)으로 규정하고 집합의 형성과 조직화 그리고 활동방식의 특성을 분석하여 변화의 유형화를 시도하였다. 분석 결과, 한국형 디지털 집합행동은 두 차례 모두 비슷한 메커니즘을 통해 형성되고 있었다. 그러나 2002년 집합행동에 비해 2008년의 집합행동에서 참여 집단이 다양한 그룹으로 분화되고 있었다. 그리고 전통적인 사회운동 세력은 시민운동의 중심에서 주변으로 이동하고 있었으며, 공론장도 게시판이나 인터넷 신문에서 플랫폼형 공론장인 ‘아고라(agora)’와 개별 참여 그룹 내의 소규모 공론장이 이중적으로 활용되고 있었다. 또한 집합행동의 방식에서도 사이버행동주의와 핵티비즘 등의 현상이 강화되었고 오프라인 공간에서는 발언의 민주화가 실현되었다. 그리고 집합행동의 현장은 문화행사와 놀이가 결합된 축제의 마당이 되고 있었다. 이상의 내용을 통해서 볼 때 한국형 디지털 집합행동은 ‘오프라인중심의 네트워크운동(2002년 여중생추모 디지털 집합행동)’에서 ‘온-오프라인중심의 분산형 네트워크운동(2008년 쇠고기 수입반대 디지털 집합행통)’으로 진화하고 있었다. This research was prescribed as the korean digital collective action as form of network civil movement candle demonstration. And This research analyzed characteristic of collective action`s formation, Participant, Activity form. In result, first, korean digital collective anion was formed with on mechanism which is similar. Second, collective action`s participant have not only diversified bur also decentralized as a phenomenon of participation groups. Third, The traditional social movement group is removed with a circumference from the center of social movement. Fourth, ‘Daum agora’ and the online public sphere of the participation community is applied with duplication. Finally, from the method of collective action point of view, Cyber activism and hacktivism had strengthened. Therefore, the korean digital collective action is developing from ‘Off-line oriented networked movement’ to ‘online-offline linked and decentralized networked movement’.

본 연구는 2010년 이후 한국에서 정치적으로 주목받고 있는 트위터의 동원기능을 비판적으로 검토하고자 하였으며, 18대 대통령선거 기간 동안의 트위터를 활용한 선거캠페인을 분석하였다. 연구 결과 첫째, 정치 공급자들은 트위터를 일방향적 선전매체로만 사용하고 있었으며, 유권자와의 상호작용과 같은 질적 수준은 매우 미흡한 모습이었다. 둘째, 트위터의 실제 사용자 수는 가입자 수와 비교할 때 현저히 낮을 가능성이 매우 높고, 이들 중에서도 연대나 행동적 참여보다는 관여적 참여자가 대다수일 것으로 분석되었다. 셋째, 트위터 여론이 소수세력에 의하여 독과점되는 문제가 나타나고 있으며, 소수세력효과(minority power effect)의 가능성을 보여주었다. 넷째, 트위터 내부의 여론과 파워 트위터리언들의 정치적 성향이 ‘친야 ? 반여당’적인 편향성을 띠고 있었다. 마지막으로, 정치 공급자들의 트위터를 활용한 선거캠페인 전략이 다른 유형의 SNS 플랫폼과 연결되지 못함으로써 정보의 광범위한 확산과 소통을 만들지 못하는 한계를 보였다. 이상의 결과를 종합해볼 때 트위터를 활용한 선거캠페인은 새로운 사용자들을 연대와 동원으로 이끌어 내기보다는 기존의 지지성향을 더욱 견고하게 만드는 강화효과가 더욱 크게 발휘되는 것으로 나타났다. This study examines into the influence of twitter on the users’ political participation. Twitter has recently become a key medium in the political arena, in that it easily connects politicians with the public due to its many technological or functional advances such as speed, brevity and interactivity. A study has found that twitter of the political mobilization capabilities is limited election campaign. There could be several reasons for this. First, political providers used only tool for the propaganda media in one direction. So candidates and voters state level of interaction was very insufficient. Second, The actual number of twitter users is significantly less likely than subscriber number. Third, It is likely that opinion of twitter by a few power twitterian can be monopolistic. Forth, Most power twitterian showed a political bias pro-opposition party, anti government party at twitter. Finally, The political providers election campaign strategy utilizing twitter could not link up several other types of SNS platform. As a result, They showed limitation such as a wide range of information spread and mutual understanding. These results prove that twitter has a political reinforcement effect than political mobilization effect.

In this paper, we investigate a Bayesian method introduced by Box and Meyer(1986) in analyzing near orthogonal resolution Ⅴ saturated 2t fractional factorial designs. Such designs, constructed by Kim(1992) are characterized by a minimum number of treatment combinations and near orthogonality property of the estimates. As a result, we can see that the pre-estimation procedure of parameters in the Bayesian model is necessary, and in this paper some effective analyzing methods with pre-estimation procedure of the parameters are discussed.
