As part of the defense innovation policy, the policy to expand commercialization of military products is a procurement innovation policy designed to reduce defense budget and improve military convenience by replacing existing defense standard products with equivalent or superior products. This paper examines the procurement performance of commutated munitions from 2012 to 2016, and analyzes the procurement performance of the munitions commercialization innovation policy.

150개 군수업체를 대상으로 실시한 설문조사를 통해, 국방규격 및 민간표준 규격에 대한 활용 실태와 국방규 격의 KS 부합화에 따른 경제적 효과 분석을 수행하였다. 대부분의 업체에서는 기업에서 활용하는 국방규격이나 인용 규격의 최신 변경사항에 대한 충분한 정보를 얻지 못하는 것으로 나타났다. 특히, 국방규격은 정보에 대한 접근 제한 성으로 인해 최신 동향을 파악하기가 어렵다는 응답이 많았는데, 이는 국방규격이나 도면 검색 프로그램에 대한 활용 을 통해 다소나마 해결될 것으로 판단된다. 국방규격의 KS 부합화 사업에 대해서는 많은 업체에서 품질향상, 연구 개발기간 단축, 생산성 증대, 표준 구매 및 교육 비용 절감 등과 관련하여 군수품 원가 절감에 다각적으로 기여할 것으로 예상하는 것으로 나타났다. To understand current status for the utilization of Korean military specifications(KDS) and other standards/specifications in munitions companies, we have surveyed 150 companies mainly related with electrical and electronic industry. Most of the companies have expected that the harmonization of KDS and KS would bring a positive effect on their business, especially from the point of quality control, productivity increase, the reduction of expenditure for standard management and so on. This survey result will help to build more user-friendly management system for KDS as well as KS.

구매요구서 표준화 교육이 군수품 상용화 조달 정책에 미치는 영향

최근 국방부는 조달혁신정책으로 예산절감 효과가 크면서 고품질의 상용품이 조달 될 수 있도록 상용품 조달 확대 정책을 추진하고 있다. 하지만, 조달 요구사항이 모호하여 상용화 정책에 한계점들이 드러나고 있다. 이는 요구자의 시장조사와 관련 규격에 대한 이해의 역량이 부족하기 때문이다. 이를 보완하기 위해서는 사용자 역량을 강화할 수 있도록 구매요구서 표준화 교육이 필요하다. 조직이 경쟁우위를 가지고 생존 및 발전하기 위해서는 표준화 교육을 통해 성과창출 능력을 갖춘 인적자원개발(human resource development: HRD)이 필수적이다. 또한, 급증하는 직원들의 학습 또는 자기계발 욕구를 충족시키기 위해서도 인적자원개발 활동은 더 이상 선택이 아닌 필수가 되었다(Hughey & Mussnug, 1997). 본 연구에는 구매요구서 표준화 교육의 현황을 분석하고, 선행요인과 표준화 성과에 미치는 영향을 분석함으로써 향후 군수품 상용화 조달 정책 활용에 기여하고자 한다. However, The ambiguous information in the procurement requirement specifications has revealed limitations in the policy. Because this is a lack of understanding of request users that market research and relevant standards. In this study we suggests that CID(commercial Item Description) standardization training for enhancement of capabilities. Standardized training in Human Resource Development is essential in order to survival in competition environment and staff learning or self-enlightenment needs be no longer option that soaring human resource development activities (Hughey & Mussnug, 1997). In this study we analyzed the current situation of CID education and suggest for the future procurement innovation policy.
