        사회협약 법제화에 관한 영향요인 연구 : 1998년 2 · 6 사회협약 사례 정량분석을 중심으로

        선행연구들은 사회협약 형성요인을 규명했지만 사회협약의 법제화에 대해서는 살피지 않았다. 본 연구는 사회협약 법제화에 영향을 주는 독립변수들을 실증했다. 이를 위해 1998년 2월 6일 체결된 경제위기 극복을 위한 사회협약을 분석했다. 본 연구는 사회협약 입법여부에 대해서는 이항로지스틱 분석을, 법안 발의 형태에 대해서는 다항로지스틱 분석을 실시하여 사회협약분석에 첫 정량적 분석을 시도했다. 연구결과, 총 90개 조항으로 구성된 2 · 6 사회협약 중 51개 조항이 법제화됐다. 51개 조항은 복수의 법안으로 발의됐는데 총 120개 관련 법안이 의회에서 처리됐다. 120개 법안은 1998년부터 2003년까지 6년여 동안 9개 상임위원회 논의를 거쳐 의회를 통과했다. 법안 발의 형태로 보면 의원입법이 29개인 반면, 정부입법은 91개로 더 많았다. 법안들 중 63개는 수정 의결을 거쳤지만, 사회협약을 존중하여 57개는 원안 의결됐다. 연구에서는 사회협약 형성에 영향을 끼친 경제·제도·정치적 요인들 중 다수가 법제화에도 유의한 것을 발견했다. 한편, ‘의회정치 협력성’ 등 법제화와 연계된 특정 변수도 발굴했다. 본 연구는 사회협약 법제화의 실태와 조건을 확인함으로써 개혁입법에 관한 사회협약의 유용성을 실증했다는 데 큰 의의가 있다. Precedent studies have not identified the conditions under which social pact are legislated in Congress. The study identified independent variables that conditioned the legislation of social pact. The February 6 social pact in 1998, which achieved a number of reform bills, was designated as the subject of research, and the legislative conditions were analyzed through the analysis of binominal and multinominal logistic regression. This is the first quantitative analysis of Korea"s social pact. As a result of the study, it was confirmed that 120 related bills had passed Congress for six years until 2003 with 51 of the 90 provisions of the February 6, 1998 social pacts being legislated. The 120 bills passed the National Assembly through nine standing committees, and are classified into 29 bills proposed by lawmakers and 91 bills proposed by the government. The bills were revisedp(63), but the original(58) were passed in respect of the social pacts. Economic, institutional and political factors that influenced social pacts demonstrated that they were also significant in legislative terms. It has also discovered certain variables that condition only parliamentary legislative work.

      • 인스트루먼트 패널 코아용 PC/ABS 내화학성에 관한 연구

        The chemical resistance of PC/ABS alloy, which is widely used as core material of automotive instrument panel, has been investigated on modified creeping test method. DOT 3 type of brake fluid was used for chemical attack agent. General grade and chemical resistance grade of Pc/ABS were tested to find proper test method for chemical resistance. Creep tests of two Pc/ABS were carried out under different loads with brake fluid immersion. The secondary creep time and fracture time were improved because of chemical resistance treatment of PC/ABS. Using creep rupture curve fitting did lifetime estimation of chemical resistance grade of PC/ABS. Estimated lifetime of chemical resistance PC/ABS was exponentially decreased by increasing stress. The lifetime estimation of chemical attacked PC/ABS could be calculated with the stress analysis of I/P core by creep rupture curve fitting.<br/> <br/>

        A fundamental research on density of polyurethanes (PU) and deployment of the passenger air bags(PAB) inside instrument panel was performed. Instrument Panel(IP) should not only have excellent touch feeling and good appearance, but also satisfy safety regulations because collision impact is directly transferred to drivers and/or passengers. Concerning the PU foams, many researches are performing studies to lower the density of the materials in order to improve soft touch feeling. In this study, physical properties of PU foams and deployment performance of PAB were investigated with severe different PU densities. In addition, PAB deployment was tested to examine foam fragmentation and opening time.

      • Instrument Panel Skin용 소재의 장기노화 특성연구

        Environments around a vehicle give many aging-factors. Aging-factors consist of solar light, thermal effect, humidity, chemical pollutant and physical external forces etc.. Fundamentally, Heat and Light play important roles in Polymer Degradation. Heat-aging and Light-aging make most powerful effecs on the polymers that compose the Instument Panel Skin Materials. It is possible to analyze the effects of either Heat or Light for the Skin Materials and those in Outdoor Exposure Test. But We meet the block to find the relationship between Outdoor Exposure Test and Heat/Light-Aging directly. Indirectly, Long-term testing for both Outdoor Exposure and Heat/Light threw a little light on the understanding. Outdoor Exposure Test was executed at Arizona during over 100,000 Langleys. And Heat/Light-aging tests have being taken in lab-scale. Both Light-aging over 2500kJ/㎠ in Ci-4000 and Heat-aging around 1000hr at 120℃ were able to degrade the skins more severely than Outdoor Exposure with 100,000 Langleys.
