This study is designed to evaluate the effectiveness of teaching or studying programs, and thus to overcome the selectionbias in studies. Selection-bias derived from unobservable characteristics in the course of participants selection of the teaching or studying programs, in the case of cross-section data instrumental variable(IV) method and two stage least square estimation were suggested as an analysis tool. Panel data were analyzed by using both fixed effect in which individual effects are captured by intercept terms and random effect estimation where an unobserved effect can be characterized as being randomly drawn from a given distribution.

대학원 재정지원사업의 효과에 관한 추론적 연구: 세계수준의 연구중심대학(WCU) 육성사업 사례

The purpose of this study is to infer how is the effect of a governmental funding project to graduate schools by taking an example of World Class University Project s potential impact on the change of world university rankings in an international university ranking survey. Systematic results show that WCU contributes to improving academic peer reviews for both individual and institutional standings and discipline-based rankings. The potential effect of improving world rankings of participating universities could be ascribed to relatively higher weight of the survey to international peer review and invitation of world class scholars to the participating universities, which is a core device of the project. This implies a need to affirmatively utilize WCU foreign scholars over the course of facilitating international academic networking. The results should also be taken into consideration by universities and the government when developing evaluation systems and restructuring the project.

PC Adapter 상에 ISODE 확장

PC Adapter는 Session까지의 OSI protocol suite를 Inteligent board 형태로 구현한 통신 장비이다. PC Adapter가 OSI시장에서 실질적으로 쓰이기 위해서는 PC Adapter상에서의 사용될 수 있는 OSI 상위 계층 및 Application이 필요한데, 본 논문은 이러한 관점에서 PC Adapter 위에 OSI 범용 통신 software인 ISODE를 접목시킨 사례에 대하여 기술한다.

직접교육비의 산업연관효과를 고려한 교육의 사회적 수익률 연구

본 연구는 개인이 교육을 받느냐 아니면 다른 재화 및 서비스를 소비하느냐에 따라 국내총생산에 차이가 발생할 수 있다는 산업연관분석의 관점을 활용해 이러한 차이를 교육의 사회적 수익률 계산에 포함하고자 하였다. 그리고 이렇게 조정된 교육의 사회적 수익률이 기존 방식과 어떠한 차이가 있는지 그리고 정부는 조정된 교육의 사회적 수익률에 기초해 교육재정을 추가로 지원하는 경우 준거는 어떠해야 하는지 등을 분석하였다. 이러한 연구과정을 통해 다음과 같은 결론을 도출하였다. 먼저 산업연관분석 관점에서 볼 때, 교육과 여타 재화 및 서비스에 대한 개인 지출행위에 따른 산업연관효과의 차이는 사회적 수익률 계산시 고려되어야 한다. 둘째, 직접교육비의 산업연관효과를 고려하는 경우 교육의 사회적 수익률은 현재보다 상승할 여지가 있다. 셋째, 정부의 교육재정 확대는 정부지출로 감소된 교육의 사회적 수익률을 상쇄할 수 있을 만큼 임금이 상승한다면 지지받을 수 있다. 넷째, 정부가 사회적 수익률 관점에서 재정지출 분야를 결정한다면 직접교육비의 산업연관효과를 고려하는 경우 여타 분야에 비해 교육분야에 대한 재정지출을 확대할 근거가 있다. This study aims to adjust social rate of return calculation regarding inter-industry effect of direct educational cost. It analysed the difference between adjusted social rate of return calculation and original social rate of return calculation. And it analysed the standard for the government to support direct educational cost to the students additionally based on the adjusted social rate of return calculation. In the view of inter-industry analysis, we should regard the difference of inter-industry effect between education service and the other goods calculating the social rate of return. Social rate of return will rise more than now if inter-industry effect of direct educational cost can be included in the social rate of return calculation. Government's additional educational expenditure is proper if earnings rise enough to surpass decrease of the social rate of return. Government can support more money on the education than other field because value added inducement coefficient of education is the highest in the 28 industry field.

ISODE Network driver 확장을 위한 설계 및 구현

ISODE는 유럽, 미국 등에서 많이 사용되고 있는 개방형 통신(Open Systems Interconnection) 소프트웨어로서 X.25, TCP/IP등의 네트워크 서비스하에서 운용되도록 되었다. 본 논문에서는 ISODE가 운용될 수 있는 네트워크 서비스를 KERMIT을 link level protocol로 이용하여 asynchronous 환경으로 확장하였으며 따라서 ISODE가 Modem 등을 이용하는 통신 환경에서 사용될 수 있도록 하였다.

1단계 BK21 사업이 대학의 연구성과에 미치는 영향에 관한 연구

본 연구는 BK21 사업의 연구성과와 관련한 선행연구들의 제한점을 개선하고 BK21 사업의 연구성과를 실증적으로 규명함은 물론, 연구성과에 영향을 주는 요소들을 발굴하여 재정지원주체인 정부와 사업운영 주체인 대학이 연구성과를 개선하는 데 기여하고자 하였다. 이를 위해 1단계 BK21 사업기간 가운데 1999년, 2002년, 2005년 3개년 자료를 구축하고 BK21 참여여부의 내생성(endogeneity)을 고려하기 위해 IV(instrumental variable) 2SLS(two stage least square)와 Heckman(1976)의 IMR(inverse Mill's ratio)을 활용하여 분석하였다. 분석결과, BK21 사업의 참여(과학기술, 인문사회, 특화분야)는 연구성과에 긍정적인 영향을 주었으나 상기 분야에 더해 핵심, 신규분야로 확대한 BK21 사업의 참여효과는 통계적으로 유의하지 않았다. BK21 참여 이외에 전임교원 1인당 대학원생수와 전임교원 가운데 박사학위소지자수는 연구성과에 긍정적인 영향을 주었으며 전임교원 1인당 주당 수업시간수로 평가한 강의부담과 대학원의 설립연한은 연구성과에 부정적인 영향을 주었다. By way of empirically proving the effect of the BK21 project on research achievements, this study makes it possible to overcome the limitations of previous studies. Unearthing the main factors influencing the achievements, the study also contributes to stimulating both supporting governments and participating universities to enhance research-driven performance. In the first-step BK 21 project period, panel data of 1999, 2002, and 2005 were established and IV(instrumental variable), two stage least square, and Heckman(1976)'s IMR were employed in order to consider endogeneity derived from BK 21 participation. It was found that the participation in the BK21 project including science & technology, humanities & social science, and specialization field had a positive influence on research achievements; however, the participation effect of the BK21 expanded by additional fields was not statistically significant. Aside from the participation in BK21, the number of graduates per a full-time professor and the number of full-time professors who acquire doctorates have a positive impact on research achievements. The establishment year of a graduate school reflecting how old the school was since its establishment and lecture pressure measured by how many classes a full-time professor teaches a week showed a negative influence on research achievements.

패널자료를 이용한 BK21 사업과 대학의 연구성과 분석을 위한 새로운 접근 방식의 모색

1단계 BK21 사업의 성과분석에 관한 연구

  본 연구는 1단계 BK21 사업의 참여여부 이외의 투입요소를 고려하여 BK21 사업의 참여여부가 BK21 사업이 설정한 목표 가운데 연구성과와 인력양성에 유의미한 영향을 미치는지를 계량적으로 분석하는 데 그 목적이 있다. 분석결과 1단계 BK21 사업은 사업목표 가운데 연구와 인력부분에 어느 정도 성과를 낸 것으로 판단된다. 국제저널 논문편수와 취업자 및 진학자수에 있어 BK21 참여대학이 BK21 미참여대학에 비해 높은 것으로 나타났다. 이러한 연구결과는 기존의 BK21 사업결과에 대한 논란을 사업목표 성취여부를 중심으로 논의할 수 있는 시발점으로서 의미가 있다.<BR>  정책의 효과성을 분석하는 데 있어 선택편의(selection bias) 문제는 모수의 추정치를 편의시키는 문제를 발생시킴으로 주의 깊게 고려되어야 한다. 본 연구에서도 IMR(λ 변수)이 통계적으로 유의미하게 나타나 평가준거와 BK21 사업 참여여부가 상호 영향을 주고받는 선택편의 문제가 존재함을 알 수 있었다.   This study mainly discusses whether the participation in BK(Brain Korea)21 project has a significant influence on achieving its essential objectives such as research papers and human resources on the econometric approach. The first stage of BK21 is estimated to have made a substantial contribution to elevating the level of both research and resources. In terms of the number of theses registered in the world"s leading scholarly journals, employment, and enrollment, graduate schools which participated in the project showed a greater performance than graduate schools which did not. Such a sharp difference in the performance will help to suggest positive evidence for conflicting views on the result of the project.<BR>  The problem of sample selection occurring in the process of analyzing the effectiveness of the project should be carefully considered because the parameter estimates in the model can be biased. This study also proved that IMR(Inverse Mill"s Ratio) was so significant that the evaluation criteria influenced the participation in BK21. Those findings point out that putting endogeneity under control is appropriate in designing the model.
