배전계통에 연계된 전지전력저장시스템의 유.무효전력 제어

본 논문은 배전계통에 전지전력저장시스템(Battery Energy Storage System: BESS)를 연계하여 운전하는 경우 BESS의 유.무효전력 제어에 대하여 연구하였다. BESS을 배전계통에 연계하는 경우, 이의 유.무효전력 출력을 제어함으로써 배전계통에 일정 전력을 공급, 첨두 부하를 삭감하고 전압을 보상할 수 있다. 본 논문에서는 배전계통과 전지전력저장시스템을 등가 모델링 하였고 전지전력저장시스템의 유.무효 전력제어를 위한 전력 조류 방정식을 제시하였다. 본 논문에서는 BESS의 유.무효전력을 제어하기 위하여 $P-\delta$와 Q-V 제어를 사용하였고 이를 입증하기 위하여 BESS의 유.무효전력 제어를 PSCAD/EMTDC 프로그램을 이용하여 시뮬레이션 하였다. Ths paper deals with the active and reactive power control of Battery Energy Storage System (BESS) during its interconnection operation to power distribution system When an interconnection operation of BESS to power distribution system, it is well suited for peak load shaving and distribution voltage compensation by controlling the real and reactive power. Equivalent mxiel of the distribution system and the BESS is derived and power flow equations are presented to control the real and reactive power of BESS. In this paper, to control the active and reactive power of BESS, $P-\delta$ and Q-V control method and ntJIrerical description is presented. To verify the proposed control method, using PSCAD/EMTDC program simulates the active and reactive power control of BESS.f BESS.
Monro 및 Dudbridge의 프랙탈 알고리즘으로 부호화된 영상의 해석식을 이용한 복호화

The conventional decoding procedure for the images encoded using fractal contractive transformation algorithms is performed by applying the transformations iteratively for an arbirary initial image. In this paper, we showed that the atractor image can be obtained analytically when the image is encoded using the fractal algorithm proposed by Monro and Dudbridge, in which the corresponding domain block for a range block is fixed. Using the analytical formula, we can obtain the attractor image without iteration procedure. Computer simulation results for various test images show that we can increase the image decoding speed by more than five times when we use the analytical formula compared to the previous iteration methods. Also we confirmed that the real time decoding by software on PD is possible for the moving picture with QCIF formats.
키토산이 백서 태자 두개관세포의 세포외기질 발현과 석회화에 미치는 영향

Periodontal therapy has dealt primarily with attempts at arresting progression of disease, however, more recent techniques have focused on regenerating the periodontal ligament having the capacity to regenerate the periodontium. The effect of chitosan, a carbohydrate biopolymer extracted from chitin, on periodontal ligament regeneration is of particular interest. The purpose of this study was to evaluate the effect of chitosan on the expression of extracellular matrix proteins in primary rat calvarial cells in Vitro. In the control group, cells was cultured with BGjb media. In the experimental groups, cells were cultured with chitosan in concentration of 0.01, 0.1, 1.0 and 2.0 mg/ml. Then each group was characterized by examining alkaline phosphatase activity at 3 and 7 days, and the ability to produce mineralized nodules of rat calvarial cells at 14 and 21 days. Synthesis of type I collagen (COL-I), osteocalcin (OCN), bone sialoprotein (BSP) was evaluated by RT-PCR at 14 days. The results were as follows: 1. Alkaline phosphatase activity was significantly higher in the concentration of chitosan 0.01mg/ml, 0.1mg/ml and 1.0mg/ml compared to control (p<0.05). 2. The percentage of mineralized bone nodule was more in the concentration of chitosan 0.1mg/ml and 1.0mg/ml than the control. 3. At 14 day culture, the expression of OCN was increased by chitosan in concentration of 1.0 mg/ml and 2.0 mg/ml. These results suggested that chitosan in concentration of 0.1 and 1,0 mg/ml stimulate the extracellular matrix of primary rat calvarial cells and may facilitate the formation of bone.

The u-GIS national land information providing technology is the technology which maximizes the application of u- GIS data through the national land information platform technique of the next generation web and provides a user with the on-demand national land information in the ubiquitous environment. Recently, as the environment emphasizing the web as a platform 'Web 2.0' emerges, the where 2.0 which is paradigm is diffused in the spatial information area. And the Geo-spatial Web technology develops in a center. Moreover, it is changed to the open platform of the user participation trend. And the consumer of the geo-spatial information is changed to the end-user center from the public institution. The geo-spatial technique is technologically faced with the new challenge. In this paper, we analyze the technical tendency about a paradigm, And we present the u-GIS national land information platform technique, the u-GIS national land information visualization technology, the u-GIS national land information GeoDRM integrative technique, and the u-GIS national land information mobile application technology as the essential elemental technology for overcoming this. u-GIS 국토정보 제공 기술은 차세대 웹 기반의 국토정보 플랫폼 기술을 통해서 u-GIS 데이터의 활용을 극대화하고 유비쿼터스 환경에서 사용자에게 맞춤형 국토정보를 제공하기 위한 기술이다. 최근 플랫폼으로서의 웹을 강조하는 ‘Web 2.0’ 환경이 대두됨에 따라서 공간정보 영역에서는 Where 2.0이라는 패러다임이 확산되고 있으며, 그 중심에서 Geo-spatial Web 기술이 발전하고 있다. 또한 사용자 참여 기반의 개방형 플랫폼으로 변화되고 있으며, 지리공간정보의 수요자도 공공기관에서 일반 개인 중심으로 변화되고 있다. 이러한 기술적 변화 속에서 기존의 GIS 기술분야는 기술적으로 새로운 도전에 직면해 있으며, 본 논문에서는 이러한 기술적 수요와 패러다임에 대한 기술적 동향을 분석하고, 이를 극복하기 위한 핵심적 요소기술로 u-GIS 국토정보 플랫폼 기술, u-GIS 국토정보 시각화 기술, u-GIS 국토정보 GeoDRM (Geo-spatial Digital Right Management) 및 통합 기술, u-GIS 국토정보 모바일 응용 기술을 제시한다.

Real time water quality monitoring system in a large area has been developed. The system is hierarchically composed of CCMS(Central Control and Monitoring System), data loggers and water pollution measuring instruments, which enable systematic and efficient data collection and management. Also in this work we designed and constructed the instruments for measuring basic elements in water quality such as salinity, electrical conductivity, temperature, dissolved oxygen and the amount of coli in water.

한반도에서 평화통일의 기반을 구축하기 위해서는 비군사분야에 머물고 있는 남북교류협력 영역을 군사분야로 확대하여 군비통제를 적극 추진해야 할 것이다. 그동안 남북 간에 군비통제가 추진되지 못한 이유는 남북 간 신뢰구축의한계, ‚군비통제 자체의 기능적 한계, ƒ남북 간 제도ž구조적 한계, „국내ž외 환경적 한계 등 태생적 요인이 자리 잡고있기 때문이다. 첫째, 군비통제를 추진하기 위해 남북 고위급회담 수준의 정치적 대화가 선행되어야 하며, 협상 및 추진과정에서 ‘전략적 유연성’을 발휘해야 한다. 이를 위해 상황과 여건에 부합한 ‘신축적 상호주의’를 적용해야 한다. 둘째, 기존의 ‘선 신뢰구축, 후 군축’ 원칙에서 탈피하여 새로운 절충적 방법으로 ‘신뢰구축 및 군축의 동시추진’ 원칙을 모색해 나가야 한다. 즉, 군비통제의 낮은 수준이라 할 수 있는 군사적 신뢰구축과 합리적 충분성에 입각한 제한된 군축을병행하는 방안을 추진할 필요가 있다. 셋째, 국무총리실 직속으로 군비통제 전담기구를 설치하여 국가정책ž전략 차원에서 군비통제 문제를 적극적으로 추진해야 한다. 또한 남북 고위급회담이 성사되면 ‘남북 군비통제 공동추진위원회(가칭)’ 을 구성 운영할 필요가 있다. 넷째, 평화통일을 위한 군비통제의 필요성에 대한 국민적 공감 형성과 유리한 국제적 환경조성을 위하여 보다 능동적인 외교역량을 발휘해야 할 것이다. 특히 국제사회와 함께 북한의 핵문제를 해결해 나가고, 한미동맹과 한중협력관계의 균형을 어떻게 유지해 나갈 것인가를 더욱 고민해야 할 것이다. It is required to expand area of inter-Korean economic cooperation, being limited to non-military field, to military field and then, to positively promote arms control in order to establish foundation for peaceful reunification in Korean peninsula. Reasons why arms control has not been promoted between South and North Korea in the meantime were such original factors as follows; limit of confidence building between the South and the North, ‚ functional limit of arms control itself, ƒ institutionalžstructural limit between the South and the North, „ environmental limit at home and abroad. It is necessary to get out from existing frame and to seek a new paradigm in order to overcome above factors and to realize arms control between the South and the North. First, it is required to have prior political dialog at the South-North high-level talks in order to promote arms control and to exercise 'strategic flexibility' during negotiation and promotion process. For this, 'flexible reciprocity' has to be adopted in compliance with situation and conditions. Second, it is necessary to get out from existing principle of 'confidence building in advance and arms reduction later' but to seek the 'simultaneous driving principle of confidence building and arms reduction' as an eclectic approach. Namely, based on reasonable sufficiency, it is required to promote military confidence building and limited arms reduction in parallel, which is a lower level of arms control. Third, as an advisory body of Prime Minister's Office, it is necessary to install an organization exclusively responsible for arms control and to positively handle arms control issue from the standpoint of national policyžstrategy. If the South-North high-level talks take place, it is necessary to organize and operate 'South-North Joint Arms Control Promotion Board (tentative name)'. Fourth, it is required to exercise more active diplomatic competence in order to create national consensus on necessity of arms control for peaceful reunification and to form more favorable international environment. Especially, it is necessary to think about how to solve nuclear issue of North Korea together in collaboration with international society and how to maintain balance between ROK-US alliance and Sino-Korean cooperation relations.
