3D프린터용 설계데이터의 저작권보호와 원격출력을 지원하는 오픈 마켓 시스템 개발

The 3D printing is any of various processes for making a three dimensional object of almost any shape from a 3D model. Recently, a rapidly expanding hobbyist and home-use market has become established with the inauguration of the open-source RepRap and Fab@Home projects. However, this causes problems regarding copyright protection and usage of illegal 3D data. In this paper, we developed a 3D printing open-market system, which guarantees copyright protection using the remote 3D printing without direct distribution of 3D design data. Because most of the home-use 3D printers are FFF (Fused Filament Fabrication) based on NC code system, open-market system uses FFF 3D printers. Also, open-market system inspects the uploaded 3D model data, so the system can prevent distribution of illegal model data such as weapons, etc.

‘참여의 사다리’로 본 민관협치에 관한 연구: 서울시 자치구 사례를 중심으로

협치는 과거 권위적인 형태의 거버먼트(governmant)가 아니라, 협력적 관계에 기반 하여 정부를 운영하는 협력적 통치 기술을 흔히 거버넌스(govermance)로 표현한다. 협력적 통치 기술로 표현되는 거버넌스는 민관협치를 이루는 것이 성공의 성패를 좌우한다고 볼 수 있다. 민간영역과 공공영역의 상호 이해관계 수준이 아니라 긍정적 협력의 관계망 형성을 중요한 요인으로 보고 있다. 서울시는 이와 관련 하여 협력적 거버넌스를 기반으로 한 도시정부 운영 패러다임을 보여주고 있다. 서울시는 민관협치 기반이 될 수 있는 중간지원기구를 구성하고 이를 제도 및 정책으로 전환하여 진행하는 과정에서 등장한 아젠다가 민관협치이다. 서울시의 민관협치 운영이 마을 또는 커뮤니티 중심으로 전환하면서 서울시 자치구의 민관협력의 정착을 위한 다각적으로 노력을 모색하고 있는 상황이다. 본 연구는 서울시 자치구에서 진행하고 있는 민관협치의 운영정도를 아른슈타인(S. R. Arnstein)의 참여의 사다 리(A Ladder of Citizen Participation)의 관점에서 민관협치의 과정을 재구성하고 서울시 자치구 현장을 사례 분석 하였다. 서울시 민관협치의 협치 과정에 대한 분석은 <정보제공단계 → 컨설팅 → 공동의 의사결정 → 공동의 실행 → 지원> 등의 체계화된 아른 스타인의 ‘참여의 사다리’기법을 응용 적용하였다. Governance means the state-of-art in operation of government based on cooperative relationship, not referring to traditional terms of authoritarian government. Governance as a cooperative ruling system depends on the degree of public-private partnership. What important factor for governance is not the degree of mutual understanding but the development of cooperative and positive relationship web. In terms of that, Seoul metropolitan city government (hereinafter Seoul City) shows the good model for cooperative governance. Seoul City has been established intermediary support organizations as a foundation of public-private governance and transformed these organizations into institutions and policies. As actual operation of Public-Private governance of Seoul City has been moved to community or mauel , each district of Seoul City made an efforts to settle down the governance in every aspects. This research is analyzed on the degree of Public-Private governance of each district of Seoul City and re-organized the process in terms of a Ladder of Citizen Participation of S. R. Arnstein with the cases from each autonomous district of Seoul City. The analysis applies the ladder of Citizen Participation to the process of Public-Private governance of Seoul City which consists of 5 stages: providing information, consulting, common decision-making, common implementation and support.

In these days, it is essential to implement an information system in the manufacturing line to gather, analyze and monitor production data in real time to gain a competitive edge. In this study, we develop a POP system for the real LCD backlight lamp manufacturing line in Korea. The POP system has monitoring systems for machine, process and production statuses and consists of applications for workers, managers and data gathering from machines. The POP system will help in increasing productivity, machine availability and product quality while reducing failure rate and labor cost after implementation.

기초지방의회의 의정활동실태 분석연구 : 안양시의회를 중심으로

이 글은 기초지방자치단체 시의회 시의원의 의정활동 평가에 대한 연구이다. 시의회 시의원의 의정활동을 정량적으로 평가함으로써 향후 지방의회의 방향성을 제시하였다. 의정평가의 의미와 중요성에 대하여 그 중요성이 제시된 논문은 몇 편 있었지만, 실질적으로 지방자치단체의 의정평가를 한다는 것은 그리 쉬운 일이 아니다. 의정평가에 있어서 분명한 한계가 있음에도 불구하고 현재 대의민주주의 한계를 극복하고 시민의 알권리 충족, 참여민주주의 확산과 생활정치의 구현이라는 점에서 중요한 의미는 지닌다고 본다. 안양시 시의회의 의정활동은 정책 공약의 미흡, 다선 의원의 저조한 의정활동, 집행부에 대한 적절한 건제와 감시 대체 기능의 약화가 주요 문제점으로 나타났다. 따라서 향후 지방의회는 구조적인 변화가 필요하며, 특히 의정평가의 체계화, 지방의회직의 신설, 전문위원 기능의 강화, 의회의 사무국 인사권 확보 등이 필요한 것으로 나타났다. This paper investigates the analysis of legislative activities in Anyang city council. More specifically, this study indicates a prospective of council through council evaluate about legislative actives. In conclusion, Legislative actives of council led by a political party. The more a city councilman was elected in several times, the more a city council man come out lake of enthusiasm in legislative activities. And legislative activities of Anyang city council is found insufficiency of public commitment of policy, not check a mayor so that he will not abuse his power. In order to overcome council activities in present, we need to continue regular oversights, reorganization on council office, improves role of an expert advisor.

This study aims at the phase-field modeling of the phase transformation in graphitization of the cast iron. As the first step, we constructed a phase-field model including the phases with negligible solubility. Under the dilute regular solution approximation, a simplified version of the phase-field model was obtained, which can be used for the phase transformation related with the stoichiometric phases. The results from the numerical calculation of the phase-field model was in good agreement with the exact analytic solution. The compositional shift due to Gibbs-Thomson effect can be reproduced within 0.5% error in the numerical calculation. The interface velocity, whereas, in numerical calculation of phase-field model appeared to be 15% larger than that from the analytic solution. This error is due to the shift of the interface position in phase-field model from the position with ø=0.5.
