Busan city and Fukuoka city focus on the revitalization of start-up and intend to make a foothold for start-up of Asia. For this reason, the two cities need to facilitate interchange and cooperation for the revitalization of start-up. In addition, as the two cities have been already implementing various projects to activate the foundation of new businesses, interchange and cooperation between the two cities are needed to create synergy effects for these projects. This study suggests ways of interchange and cooperation from a perspective of raising a possibility of success after the establishment of new businesses with cooperation between the two cities. This study also shows information about the present state of supports for start-up of the two cities and examples of supports for new start-ups at home and abroad. Based on these, this study suggests cooperation projects by three categories including information about the establishment of start-ups, joint support for commercialization of ideas and joint support for the globalization of start-ups. The information category suggests the establishment of platform to provide information about products of the two cities’ start-ups, the publishment of a book of 100 new start-up companies of Busan city and Fukuoka city, joint production and televising a TV program related to Busan city and Fukuoka city’s start-ups and information and conveniences related to support facilities and system for start-ups. And the joint support for commercialization of ideas presents the construction of Asia’s start-up alliance, the organization of Asia’s start-up day and supports for the utilization of Fukuoka Venture Market. Lastly, the joint support for globalization of start-ups suggests support for participation in ‘Fukuoka Global Venture Award’, joint support for exploitation of new overseas markets of Busan city and Fukuoka city and ways for retail business founders to use a foothold of Busan city and Fukuoka city.

For the establishment of the social economy ecosystem in Busan, it is highly recommended that some key parts - information sharing and system reshuffling, strengthening capacity for initiative, creating markets, social finance building, and business service support - be worked together in a comprehensive and organic approach. First, for the information sharing and system reshuffling, it needs to push forward inclusive and detailed social economy policies based on “social economy fact findings,” and “social economy blueprint.” Second, in the strengthening capacity for initiative, it is required to support forming a union of social economy organizations in Busan, establishing the governance of public-private partnerships, training social economy leaders, expanding networks of the leaders and more. Third, creating market demands the expansion of public procurement and the establishment of a platform for market enlargement through solidarity and more. Fourth, for the social finance building, it is essential to raise the specialized capital for social economy and construct a system where social value evaluation and social finance are closely associated. Finally, in the business service support, it is necessary to establish and operate the “Busan social economy support center” and to provide customized support for social economy organizations at each growth stage.
