        청주 ' 테크노-빌 ' 개발에 따른 충북지역경제 파급효과분석

        Although the Chungbuk region has kept rapidly on industralizing since the Chungbuk high way was opend to traffic in 1984, the manufactures could not have influenced on extending regional development, being derivative or secondary factories which have taken charge of producing goods. The Chongju Techno-ville project aims to promote national economy and regional growth together. Therefore, the establishment of Chongju Techno-ville can lead to the regional growth of the Chungbuk region when innovation-oriented policy is implemented at the regional level. The purpose of this study is to find the regional economic impact induced by the Chongju Techno-ville development.

        균형발전과 공공성 확보를 위한 대학정책의 전환

        이 논문은 균형발전의 관점에서 지방대학의 문제를 해소하고, 고등교육의 공공성 확보라는 측면에서 사립대학 문제를 해소해야 한다는 인식을 바탕으로 대학정책 대전환을 위한 방향과 과제를 제시하는데 목적을 두었다. 시급한 과제로, 정부의 대학정책 방향을 평가와 통제가 아닌 지원과 후원의 방향으로 전환해야 하며, 정상적인 고등교육이 어려운 부실 사립대학의 퇴로 문제도 적극 검토할 필요가 있다. 그리고 대학의 집중구조를 완화하기 위해서는 수도권 대형대학 중심으로 대폭적인 정원감축을 실시해야 한다. 중기 과제로는, 정부가 책임지고 대학운영에 정부가 참여하는 공영형 사립대학 제도를 도입하고, 다음 단계로 대학교육에 전면 무상교육을 실시함으로써 공공성을 확보할 수 있다. 아울러 비리 대학이나 재정압박을 받는 한계대학을 공립대학으로 전환함으로써 지방의 고등교육기반 안정화를 도모할 수 있다. 장기적으로는 획일적인 대학운영 체제에서 벗어나 다양한 형태로 발전해 나가야 한다. 그리고 중앙정부의 대학정책을 시.도 지자체로 이관함으로써 지역과 대학이 공동운명체로 결합할 수 있다. 또한 대학이 학문공동체로 기능을 회복하는 한편, 무한한 상상력이 펼쳐지고 과감한 도전이 가능할 수 있어야 한다. The purpose of this paper is to suggest directions and implications for university policies, based on realizations that the problems of regional and private universities should be dealt with in terms of balanced development and establishing publicness of higher education. Above all, university policies should change its course from evaluation and control to support, and the problems of faltering universities that are having difficulties with practicing normal higher education should be tackled appropriately. And to alleviate the overconcentration structure of universities, the major reduction of enrollment quota should be executed, mainly focusing on universities of capital areas. For midterm policy tasks, public-managed private university system, where government takes responsibility and participates in managing university, and complete free education for universities will guarantee publicness for higher education. And by converting corrupted universities and ones suffering from financial pressure to public ones, regional higher education infrastructures can be stabilized. In the long term, previously uniform standard of university management system should be diversified. And the right of university management should be transferred from central government to local governments, thereby integrating regions with universities into truly tied community. Also, universities should pursue restoring its functions as scholastic community, where its members can extend their imaginations and be more adventurous.

        중부권의 산업구조분석과 자치단체간 경제협력방안 연구

        As the local autonomy is getting established in Korea, local governments take growing concerns on regional development planning. Until now, central government dominates national and regional physical development. Recently, the metropolitan area-wide development planning system has been introduced to promote a balanced regional growth. The purpose of the metropolitan area-wide development planning is to promote regional economy through creating agglomeration economies, but no serious effort has been made for that. In this study, Jungbu metropolitan area means as metropolitan area-wide which covers Daejeon metropolitan city and Chungchong province. It seems that Jungbu metropolitan area-wide development planning is inevitable in order to follow up the new economic trend of globalization. This study aims to analyze the industrial structure, and suggest policy alternatives for economic cooperation between local governments based on Jungbu metropolitan area in Korea.

        수도권 억제정책의 인접지역 파급효과

        There has been a hot debate between the regulationist and deregulationist stances regarding regional policy for the Capital Region. The people who support the demolition of strict regulation in the Capital Region tend to understate the effect of the development restriction policy on regional balance, highlighting the frog-flight of capital by which the development regulation in the Capital Region would stimulate domestic capital to transfer overseas. Since the 1960s, a variety of policy measures have been employed to implement development restriction over the Capital Region, with their intensity of restriction being fluctuated. An intensification of development constraint in the 1980s is remarkable as the Capital Regional Rearrangement Plan has been implemented. Despite the heated controversies on the effects of development regulation in the Capital Region, there has been little literature that has concentrated on the empirical verification of regional effects. Then, this research aims to explore the effects of development regulation in the Capital Region on the performance of manufacturing in the neighboring regions, including Chungbuk, Chungnam and Gangwon provinces. The results of the regression analysis indicates that the development regulation in the Capital Region contributes to a higher level of increase in the outputs of manufacturing in the neighboring regions, conforming the regional balancing-effect of the development regulation in the Capital Region. Then, it is concluded that development regulation in the Capital Region should be sustained to reduce the gaps in economic prosperity between the Capital Region and the lagging regions. In addition, more investment needs to be forwarded toward the neighboring regions. In particular, it is recommended that the neighboring regions still attempt to attract a large amount of manufacturing activities, while the Capital Region is specialized in international functions and cultural industries.

      • 都市·農村連繫開發의 模型構想

        Looking back upon the process of the national development, economic social and political situations since of 1960's have marvellously changed toward a national economic growth and industrialization. But the negative aspects of the accelerated economic growth and development have been confronted with serious regional problems such as spatial cocentration and industrial polarization to a capital area and large cities, regional disparity, inequality of opportunities, depression in local regions and rural areas, and so on. Therefore, it is the time to deal with those regional problems and to establish on the principle of solving regional problems. And so we must step in a stage of searching for new strategies and methodologies to solve them. A linked development approach between local cities and rural areas is one of such endeavours, and has purposes in pursuit of a balanced and integrated regional development. Obviously an idea of the linked development is a proper alternative for improving local cities and their surrounding rural areas. The theoretical base of the approach derives its framework from such theories: central place theory; center-periphery model; agropolitan district; key settlement policy; micropolitan development; rural center planning theory; strategy of human settlement area. The methodologies of the linked development lay stress on an integrated development between local center and its surrounding area, and to activate functional linkages between the two. And then, how the linked development could be achieved? Strategies and methodologies for approach might be suggested as follows: (1) At first, the theoretical base of urban and rural development relevant to the approach must be scrutinized. That may throw some light on establishing a linked development model. (2) A prerequisite to pursue the approach is to understand the interelationships and existing situation between local cities and their rural periphery. That is to say, it is necessary to analize the problem area at regional-level. (3) In the aspect of spatial development, the hierarchy of "Integrated Settlement Area" must be analized, and then hierarchy of central places might be established. For example, in this paper, 4 categories of central places are suggested according to the scale and central functions of them. They are regional city, rural center, locality town and rural key village. (4) The main emphasis of the linked development should be towards an integrated rural development by which isolated development of the local centers could be united. (5) In the aspect of a living environment, public facilities and service delivery system must be systematized in accordance with the wierarchy of central places. Particularly, to solve deficiency and inconvenience of public facilities is an important test of it. (6) As for development strategies, some kinds of methodologies must be perused to achieve a linked development: the activation of the communal organization; developing a socio-cultural homogeneity based on regionalism; rural industrialization; developing symbiosis between local cities and rural areas; improving the functional linkage and transportation routes; mobilizing local resources and potentials for self-reliance.

      • 우리나라 開發制限區域의 合理的 運營方案

        Green Belt area was designated in 1971 for the purpose of offering dilightful life environment to the citizens by preserving nature environment and preventing indiscreet development of city and its sprawling. It is evaluated that during the past 20 years under the strict restriction and management, Green Belt area occupying 5.5% of all country is success comparatively. But Green Belt area brought the realistic problems about illogical assignment of area boundary line, leaving land alone, infringement to right of private proverty. So, the foundational counterplan to these problems come to be requested. On these view point, this study aim at rational management in Green Belt area. In order to rational management and use of Green Belt area, therefore, the study about this issue and evaluation of Green Belt area have to be continued. The author hopes that this study will contribute to those who study Green Belt area or land and carry out a policy of land, and so on.
