The world economy is witnessing accelerated liberalization following after the launch of the WTO (World Trade Organization) system. With the expansion of liberalization and free trade, interdependence countries will deepen, and competition among companies and countries for market share, home and abroad, will become increasingly servere. In this context, The central government of Korea has a purpose to change the main stream of national planning to cope with the widely open international competition in this era of a borderless global economy. This paper is focusing on the development strategies for Chungbuk region based on the environmental changes of national planning as this, and suggests to restructure industries, set up a global information network and development nitch market strategies suitable to respective cultures and traditions as the development strategies for Chungbuk region.

On the process of rapid industrialization in Korea, industrial location policy has been adopted as a practical tool for regional development policy by the central government. As a matter of fact most counties offer a wide range of industrial location policies to counteract the over-concentration of economic activities in certain regions or a pronounced unbalance between core regions and less developed regions of the countries. In Korea, most of local people and governments recently, take growing concerns on inviting more manufacturing firms. However, two categories of industrial location, that is planned location and footloose location, have not been empirically evaluated in the sense of regional economic impacts. Therefore, this study aims at the empirical investigation of regional economic impacts resulted from planned location and footloose location in Korea.

As the local autonomy is getting established in Korea, local governments take growing concerns on regional development planning. Until now, central government dominates national and regional physical development. Recently, the metropolitan area-wide development planning system has been introduced to promote a balanced regional growth. The purpose of the metropolitan area-wide development planning is to promote regional economy through creating agglomeration economies, but no serious effort has been made for that. In this study, Jungbu metropolitan area means as metropolitan area-wide which covers Daejeon metropolitan city and Chungchong province. It seems that Jungbu metropolitan area-wide development planning is inevitable in order to follow up the new economic trend of globalization. This study aims to analyze the industrial structure, and suggest policy alternatives for economic cooperation between local governments based on Jungbu metropolitan area in Korea.

As the local autonomy is growing gradually in Korea, each subject of regional economy including local governments can not but take the whole responsibility for the future destiny of the region. Therefore, the region can be on the verge of bankruptcy as the local government has decision making for investment and accommodation of funds without the backup of local statistics. The improvement and development of local statistics is very important in the era of localization and globalization. This study suggests that everyman including central governments, local governments, statistician, economists and social scientists has to change his recognition about local statistics. This is because the quantitive demand and desire of qualitative improvement for local statistics will go on increasing rapidly. Also the scientific rationality for the execution of local public administration and the decision of regional development policy should be established by the microscopic local statistics. What is more important is that local residents have rights to all informations about regional affairs. After all we ought to understand local statistics is major infra-structure. For setting up sturdy infra-structure, firstly the allotment of role between central government and local government in producing regional data will be made in detail. Secondly, the local governments organization for regional statistics should be altered efficiently.
