컨테이너 터미널의 위험성평가 및 산업안전 AI 챗봇기술 적용방안 연구

2011년부터 2021년까지 10년 동안 항만 작업 중 숨지거나 다친 사람이 무려 2,800명에 달한다. 그중에서도 항만하역사업장에서 발생하는 빈도수가 높다. 컨테이너 터미널 사업자는 법령에 따라 위험성평가를 실시하고 합리적인 안전대책을 수립하여야 한다. 연구방법으로는 문헌분석을 통하여 산업안전보건법, 중대재해처벌법, 항만안전특별법에서 제시하는 위험성평가에 대한 내용을 제시한다. 본 연구에서는 기존 선행연구를 분석하여 컨테이너터미널의 위험성평가방법 및 유해위험요인을 살펴본다. 이러한 안전사고 위험을 개선할 수 있는 ‘산업안전 AI 챗봇기술’을 제시하는데 목적이 있다. During the 10 years from 2011 to 2021, a whopping 2,800 people were killed or injured during port work. Among them, the frequency of occurrence at the port loading and unloading business is high. Container terminal operators must conduct risk assessments and establish reasonable safety measures in accordance with laws and regulations. As a research method, the contents of risk assessment presented in the Industrial Safety and Health Act, the Serious Accident Punishment Act, and the Special Act on Port Safety are presented through literature analysis. In this study, previous studies were analyzed to examine the risk assessment method and risk factors of container terminals. The purpose is to present ‘industrial safety AI chatbot technology’ that can improve the risk of safety accidents.

The introduction, construction, and operation of the safety and health management system of specialized construction companies have a problem incurred in the cost of introducing and operating the safety system. In addition, it is difficult to establish a virtuous cycle system to build a safety system, obtain a certification, and settle in a harsh environment that does not have technical personnel in construction safety. The purpose of this paper is to investigate and review the literature related to the safety and health management system of the construction industry and to analyze various research trends such as the actual situation. Through this, it is to find ways to improve the safety and health management system level of specialized construction companies that want to build and obtain the safety and health management system of the construction industry and specialized construction companies that are carrying out the post-assessment and extension examination after obtaining the certification.
섬유 및 강성 보강재료 기반 도시철도 내진성능 보강공법적용의 문제점 연구

In 2005, Urban railway seismic design was introduced in Rep. Of Korea, and many studies on seismic performance evaluation and reinforcement methods were conducted. In accordance with the Enforcement Decree of the Earthquake Disaster Countermeasures Act issued in March 2009, during April 2010 to October 2013, some of local governments established detailed evaluation and reinforcement measures for seismic performance of the urban railway underground structure. Afterwards, the seismic performance reinforcement of the existing urban railway structures was conducted for the sections that a long period of used until the end of 2018, and the reinforcement works are carried out by various methods using the previously studied methods. However, various reinforcing materials and construction methods using have been studied, but the classification research on the construction methods currently applied to reinforcement construction of urban railways is insufficient. The purpose of study is to analysis the cases currently applied to seismic reinforcement construction and to show the characteristics of each construction method, the reasons for its application and problems.

드론은 취미생활 및 농약 살포, 배송 등 다양한 분야에 활용되고 있다. 하지만 재난관리 분야의 활용도는 상대적으로 미미하여 구호품의 운송, 동영상의 활용 등 제한된 분야에서 일부 기능만을 사용하고 있는 것이 현실이다. 특히 재난을 전문으로 하는 기관이나 재난 전문가의 드론에 대한 이해 부족으로 활성화에 어려움이 가중된다고 판단한다. 이에 본 연구에서는 드론의 조종법에 대한 개략적인 특성과 재난관리 분야에서 드론이 활성화가 되지 않는 원인을 분석하여 제도적 측면에서는 법적규제와 활용 측면에서는 카메라, 열 감지카메라, 적외선센서, RFID 등 센서 기반 등의 융합 적용상의 문제점을 도출하고 이에 대한 개선방안 방향에 대해 제시하고자 한다. Drone technology has been used in various fields including personal hobby, pesticide application and shipping etc. However, only few drone technologies are used in restricted fields such as transportation of alimony goods and utilization of video because of the limited utilization aspect of disaster management field. Especially, disaster specialists the lack of understanding of the drones seems to increase the difficulty of activating drone technology in disaster management. The theme of the thesis aims to share outline of drones control method and education plan. This project also analysis the reasons why drone has not been used in disaster management with the fact that drone can be a vital part of emergency management. 국내 소규모 건축물의 현황분석 및 안전성 향상 방안 연구

지난 22년 동안 ‘시설물안전관리에 관한 특별법’에 의해 관리된 1, 2종 시설물의 안전사고는 전무 하지만, 나머지 시설물인 소규모 시설물들에 대해서는 체계적인 관리를 하지 못하고 있어 이 시 설물의 안전사고는 매년 증가하고 있다. 이에 정부에서는 소규모 시설물의 일부를 3종 시설물로 정하여 안전점검을 법제화하여 시행 예정이다. 이 논문에서는 3 종 시설물 중 건축물에 대한 안전 관리 현황을 분석하고 이를 바탕으로 소규모 건축물에 대한 안전성 향상을 위한 방안을 제안하고 자 한다. There is no safety accident of the class 1 and 2 facilities that have been managed by the ‘Special Act on Safety Management of Facilities’ in the last 22 years. Safety accidents of the small sized facilities are increasing every year because of the lack of systematic management of the facilities. The government plans to enact a small portion of small sized buildings into the class 3 facilities, enabling them to enact a safety check. In this paper, we analyze the safety management status of the class 3 facilities of buildings and propose a plan for improving the safety of small sized buildings.
위험물 및 사고대비물질로써 질산의 안전관리 문제점 및 개선방안 연구

Nitric acid is classified as dangerous substances under the Occupational Safety and Health Act, accident preparation substances and toxic substances under the Chemical Management Act, and sixth-class dangerous substances and oxidative liquids under the Dangerous Goods Safety Management Act. Nitric acid substances cause very intense chemical reactions with metals, and steam inhalation alone can cause serious damage to the human lungs, so they should be handled very carefully. Nitric acid accidents occur at an average of more than 11% per year in all chemical accidents, and the causes of accidents occur due to non-compliance with safety standards, facility defects, and transportation accidents. In the problem of accident occurrence, improvement measures were studied in four stages: prevention, preparation, response, and recovery.
우리나라 자연재난 방재인력 산정모형에 관한 탐색적 연구

The current research attempts to develop the model for measuring proper human resources for natural disaster management. For the model for natural disaster management, this research has conducted literature reviews in terms of an organizational structure, a system and laws based on disaster prevention, and a research related to measurement of public service personnels. With those results, it carries out an exploratory study to identify a proper model according to the grounded theory. Limited research models are illustrated by some independent variables and a dependent variable. Measuring the models is based on data that were occurred in local governments of Korea. As a result of the statistical analysis, the explanatory power of variables and model significance probability are satisfactory level although they are little different. The independent variables include number of special weather reports, natural disaster frequency, damage scale, number of refugees, disaster prevention facilities (number, kilometers), natural disaster recovery cost, area per disaster prevention personnel, prevention investment ratio, and leader`s interest which can determine the proper human resources of local government.
