국내 전문계 고등학교 정보교사의 웹 접근성 교육에 대한 인식 분석

웹 사이트의 접근성 준수가 법적으로 의무화됨에 따라 웹 접근성의 중요성이 증가하고 있으나 웹 교육을 담당하고 있는 국내 전문계 고등학교에서의 웹 접근성 교육은 전혀 이루어지지 않고 있다. 본 연구에서는 웹 접근성 전문 인력 양성을 위해 국내 전문계 고등학교 웹 교육현황을 살펴보고, 전문계 고등학교에서 재직하고 있는 정보교사들의 웹 접근성에 대한 인식정도를 분석하여 향후 웹 접근성 교육의 가능성을 탐색해보고자 한다. 이를 위해 먼저 국내외 웹 접근성 교육과정을 살펴본 후 국내 97개교의 전문계 고등학교 정보교사들을 대상으로 웹 접근성 교육의향에 대한 설문조사를 실시하였다. 조사결과 정보교사들은 웹 접근성에 대해 단순한 개념적 인식은 어느 정도 하고 있었으나 현재 교육여건과 전문지식의 부재 등으로 웹 접근성 교육의 실시를 꺼려하고 있는 것으로 나타났다. 본 논문은 향후 전문계 고등학교의 웹 및 웹 접근성 교육과정 개발의 기초자료로 활용 가능하다. The importance of web accessibility becomes important due to a legal obligation to comply with web accessibility. However, there are few educational programs developed on web accessibility for vocational high schools in Korea. In this study, to explore the future possibilities of web accessibility curriculum the survey with information teachers of 97 vocational high schools was conducted along with review of the curriculums of the domestic and foreign web accessibility educational programs. The survey results indicate that (1) the information teachers have only basic conceptual understandings on web accessibility and (2) they have little intention on teaching web accessibility at their vocational high schools due to current educational conditions and the lack of web accessibility knowledge. The results of this study could be employed as references for the web and web accessibility educational courses at the vocational high schools.

장애인복지관의 웹 접근성 평가

우리나라 장애인 인구는 전체 인구의 5% 이상을 차지하고 있고, 장애인들의 대다수가 장애인복지관을 이용 하고 있다. 장애인복지관은 장애인을 대상으로 서비스를 제공하는 기관임에도 웹 사이트가 웹 접근성을 준수하고 있 지 않아 장애인들이 웹 사이트를 이용하는데 있어서 불편함을 겪고 있다. 이에 본 연구에서는 한국, 미국, 일본의 장 애인복지관 웹 사이트의 웹 접근성 준수 실태를 평가하고 비교분석하여 그 결과를 제시하였다. 평가결과, 2008년「장 애인 차별금지 및 권리구제 등에 관한 법률」이 시행되어 장애인복지관은 웹 접근성을 법적으로 준수해야만 하는 사 회복지시설임에도 불구하고 제대로 지켜지지 않는 곳이 다수 있었다. 또, 한국의 장애인복지관 웹 접근성 준수율은 78.77%로, 미국 85.50%, 일본 86.00%에 비해 낮은 준수율을 보였다. 본 연구는 실제 장애인들의 생활에 밀접한 관련 이 있는 장애인복지관을 대상으로 웹 접근성을 평가하고, 향후 나아갈 방향을 제안함으로써, 웹 접근성 평가에 관한 연구를 위한 이론적인 기초자료로 활용될 수 있으며, 장애인의 복지에 대한 인식 제고 및 향상에 기여할 수 있을 것 이다. The Korean disabled is about 5% of the population and most of them utilize welfare centers for the disabled. The disabled have difficulties in using the welfare centers’ website since many centers do not comply with the website accessibility guidelines. This paper has compared, evaluated and provided the analytical results of the observance of the website accessibility guidelines of the welfare centers for the disabled in Korean, the U.S. and Japanese. The results indicated that there are many social welfare centers which do not abide by the laws even though the welfare centers for the disabled should comply with the website accessibility guidelines as required by the Law of Prohibiting Discrimination and Right of Remedy for the Disabled in 2008. In particular, Korean welfare centers for the disabled observing the website accessibility guidelines is significantly low of 78.77% to be compared with the U.S. by 85.50% and Japanese by 86.00%. This paper will provide theoretical basis for research on evaluation of website accessibility in the future and contribute to the public awareness on the social welfare of the disabled by suggesting the future direction of website accessibility evaluation on the welfare centers which are closely linked to the everyday life of the disabled.

웹 접근성을 준수한 웹 사이트 제작에 영향을 미치는 요인

The Web accessibility compliance rate of public organizations and private enterprises is still low due to the lack of awareness of Web accessibility by website developers and managers in spite of the fact that web accessibility compliance became mandatory in 2008. Web developers and managers think the website visual quality might be compromised or the website requires more development time and budget in order to comply with the web accessibility guidelines. Therefore, this paper has analyzed whether developers with various training in web accessibility or experience on website development have different perception on time, cost and design issues for developing accessible websites. For this purpose, 72 Web developers with hand-on experience working for website development companies in Korea were sent to the questionaries. The results have indicated that the group of developers with many hours of training in web accessibility and rich experience on website development perceives that they can develop accessible website without additional cost and time or compromising design quality. The contributions of this paper are following: (1) proving the widely recognized perception on budget, time, and design for developing accessible website is incorrect and (2) motivating further research on this subject in the future.

웹의 발전으로 생활전반에 편리함을 더해 주고 있지만 노인과 장애인 등 정보취약계층들은 이러한 웹의 편리함에서 소외되어 있다. 2008년 「장애인차별금지및권리구제등에관한법률」의 시행으로 웹 접근성이 법적으로 의무화됨에 따라 웹 접근성 교육이 중요하게 되었지만, 아직까지 국내의 웹 접근성 교육은 활성화 되어 있지 않다. 이에 본 연구에서는 국내 웹 접근성 교육현황을 분석하고, 웹 접근성에 관한 최선 동향 및 외국의 교육사례를 바탕으로 향후 웹 접근성 교육 활성화를 위한 시사점을 제시하고자 한다. 이를 위해 웹 접근성의 개념과 교육에 관한 문헌 및 웹 사이트 조사를 통해 이를 이론적으로 고찰하고, 한국형 모바일 웹 모범사례 1.5, 한국형 웹 콘텐츠 접근성 지침 2.0 등의 웹 접근성 최신 동향을 살펴보았다. 또한, 국내 정부기관과 민간기관에서 실시하고 있는 웹 접근성 교육현황을 미국 및 영국과 비교, 분석하고, 이를 바탕으로 우리나라의 웹 접근성 교육에 대한 시사점을 제시하였다. 본 논문의 기여점은 웹 접근성 교육에 관한 선행연구가 현저히 부족한 상황에서 정부 및 민간기관들의 웹 접근성 교육현황을 조사하고, 웹 접근성 선진국의 사례를 벤치마킹하여 시사점을 제시함으로써 향후 웹 접근성 교육의 활성화를 위한 방향을 제시 하였다는 점이다. The development of a web has made our life more convenient than ever before; however, the elderly and disabled people have not advantage on it. Due to 「Anti-Discrimination against and Remedies for Persons with Disabilities Act」enacted in 2008, the importance of web accessibility education has been important, but education on the web accessibility has not been actively implemented yet. Thus, in this paper the trends of web accessibility education in both domestic government agencies and private organizations are reviewed. In addition, its trends on the foreign government agencies, private organizations, and institutions of universities are summarized. To achieve this research goal, literature review was carried out and data collected from the both domestic and foreign countries were compared. Based on the review, the way to vitalize web accessibility education in Korea is discussed. The contribution of this paper is that web accessibility education of domestic and foreign institutions are compared for the first time and thereby, the implications for activating web accessibility education are suggested.

웹 접근성 교육과정 개발

웹 사이트가 정보와 지식 습득을 위한 일상생활의 필수도구로 인식되면서 정보취약계층을 위한 웹 접근성이 중요시 되고 있다. 특히 2008년 장애인차별금지법의 시행으로 접근성 있는 웹 사이트의 제작이 의무화됨에 따라 웹 접근성 관련 전문 인력의 수요가 더욱 증가하고 있으나, 국내 대학의 정규 교육과정에서 웹 접근성 교육은 이루어지 지 않고 있다. 이에 따라 본 논문에서는 타일러 모형과 교수체제 설계기법에 기반을 두고 국내 대학에서 활용 가능한 웹 접근성 교육과정을 개발하였다. 이를 위해 웹 접근성 교육목표를 설정하고, 국내 423개 대학과 국외 4개국의 197 개 대학을 대상으로 웹 접근성 관련 교육현황 및 교육내용 구성과 특징을 분석하였다. 이를 바탕으로 웹 접근성 교육 내용을 구성하였고 웹 접근성 전문가 자문을 통해 이의 타당성을 검증하였다. 본 논문은 국내 대학이나 기관에서 웹 접근성 전문 인력 양성을 위한 교육과정의 기초자료로서 활용이 가능하다는 점에서 실무적인 공헌도가 있다. Web accessibility for information vulnerable people has been important due to the web sites are recognized as an essential tool in everyday life for information and knowledge acquisition. In addition, since Disability Discrimination Act has been enacted in 2008, the demand for human resources with skills of web accessibility has been increased. However, courses of web accessibility have yet not been provided by domestic universities. In this paper, based on the Tyler model and Instructional System Design(ISD) model, a web accessibility curriculum that can be adopted in domestic universities is developed. To this end, educational goals of web accessibility were set and web accessibility education contents and characteristics were analyzed from 423 domestic universities and 197 universities in 4 foreign countries. Finally, the curriculum was validated by accessibility experts. The suggested curriculum can be applied to web educations for universities and institutions.

웹 접근성 자동화 평가 도구 알고리즘의 개선 방안에 관한 연구

As developing IT technology and widely expending the internet, in Various activities like politics, economy, social, education, governance, the usage of the web and IT equipments are rapidly growing. Therefore a great quantity of the papers have been published. Particularly for the evaluation of the web accessibility, the rules, regulation, and guidelines have been made in a timely manner, and for the efficiency of the evaluation many automated tools have been developed. Nevertheless the test results made from the automated tools were argued by the former studies continuously, especially theirs reliability. In this paper, an accessibility evaluation algorithm for the components of the table and images has been presented through analysis of the previous studies, and compared with the results of the studies, the efficiency of the new modified algorithm.
