‘통일’은 우리 민족이 가장 우선적으로 해결해야 할 문제이다. 그것은 정치, 경제 그리고 제도의 단순한 통합이 아니라 남북한 주민들의 의식이 하나됨으로써 완성된다. 그러기 위해서는 계획적이고 지속적인 노력이 요구된다. 초등학교 통일교육은 그러한 노력의 일환이다. 제 7차 교육과정에서는 초등학교 교육 활동의 전반에 걸쳐 통일교육을 실시하도록 하고 있다. 이에 따라 초등학교 통일교육은 교과 활동, 재량 활동, 특별 활동 시간 등을 통해 이루어지고 있다. 다양한 접근 방법을 통한 이러한 초등학교 통일교육은 학생들에게 통일 문제에 관해 흥미를 고취시킬 수 있다는 점에서 효과적이다. 하지만 궁극적인 통일이 남북한 주민들의 의식의 통합이라는 점에서 볼 때, 보다 계획적이고 체계적인 방법이 보완되어야 한다. 그러기 위해서는 ‘도덕’ 교과를 통한 통일교육의 내실화가 바람직하다. 제7차 교육과정에서는 ‘도덕’과가 통일교육의 핵심적인 교과라고 규정만 해 놓고 목표나 내용 등에 관한 구체적인 언급이 없다. 따라서 앞으로 개정될 제 8차 교육과정에서는 통일교육의 목표, 내용 등이 보다 구체적이고 체계적으로 ‘도덕’과 교육과정에 반영되어야 할 것이다. 그렇게 되어야만 초등학교 통일교육이 다양성과 통일성의 조화를 이루어 보다 효과적이고 체계적으로 이루어질 수 있기 때문이다. Needless to say, reunification is one of the important matters for us to consider. It can essentially be completed by unifying south and north Koreans' consciousness, not just by unifying our politics, economies and legal systems. It is natural that deliberate and continuous effort must be necessary to realize that goal. Reunification Education just forms a part of that effort. In the Seventh National Curriculum, education about reunification is now taking effect thoughout the whole elementary school system as seen in textbook activities, extra credit activities, extra curricular activities, and so on. As a result, we can expect that these various activities can lead young students to be interested in the matter of reunification. However, when we think of ultimate reunification as being the unification of the consciousness of the two Koreas, there needs to be some deliberate and systemetic way to do this. I affirm that we can achieve our goal through the improvement of Reunification Education program with a focus on Moral Education. In fact, the Seventh National Curriculum stipulated that ethics be the main course of study, but there is not any definite mention about the objectives or its contents. Therefore, the upcoming Eighth National Curriculum should reflect more concrete and systemetic objectives or contents about Reunification Education for the curriculum of ethics. With these conditions, Reunification Education on elementary school can be effective and well organized, while at the same time, being in harmony with diversity and unification.

As a result of increasing international transactions with the other countries in the world, so many legal disputes involving foreign elements have been brought into the courts. This is a international litigation. In the Frist, prior to the substantial decision about disputes, the court must have adequate jurisdiction over the case. But now there is no universally rule of Jurisdiction in the international sense. In order to this Problems, each country’s court must consider this ; defendant’s domicile, place of business, place of performance, place of tort, place of immovable property and consent as bases of jurisdiction. Among them defendant's domicile is most important. Since plaintifts enjoy the initial advantage of having taken the initiative and having selected the forum for its procedure and choice-of-law advantage, they should generally he required to come to defendants. In the international jurisdiction, a good model is the United States of America’s jurisdiction system. In the United States, the rules of jurisdiction have been developed for two centuries, because the United States of America has had a federal system since its independence. so I have studied international jurisdiction center with the United States of America's jurisdiction system. Traditional American notions of fair play and substantial justice can be borrowed for solving the difficult problems in legal disputes brought into our courts. The Korean Code (if Civil Procedure contains the provisions of territorial competence rather than jurisdiction in the international sense. Then one can decide whether a Korean court claims to exercise jurisdiction in the international sense over certain subject matters, by analogy, from the provisions about general and special forums and venues of Civil Procedure Code. I hope that modern rules of jurisdiction in the international sense will be soon established in Korea by the developments of our private international law and international civil procedure.

For the set up, management and repair of a mobile communication system, continuous estimation of speech quality is required. Speech quality measurement can be conducted by listerner's judgement in a subjective test such as MOS (Mean Opinion Score) test. However, this method is laborious, expensive and time-consuming, it is advisable to predict subjective speech quality via objective measures. This paper presents a robust objective speech quality measure,PLP-CMS (Perceptual Linear Predictive-Cepstral Mean Subtraction), which can predict subjective speech quality in mobile communication systems. PLP-CMS has a high correlation with subjective quality owing PLP (Perceptual Linear Predictive) analysis and shows a robust performance not being influenced by PSTN (Public Switched Telephone Network) channel effects due to CMS (Cepstral Mean Subtraction). To prove the performance of out proposed algorithm, we carried out subjective and objective quality estimation on speech samples which are variously distorted in a real mobile communication system. As a result, we demonstrated that PLP-CMS has a higher correlation with subjective quality than PSQM (Perceptual Speech Quality Measure) and PLP-CD (Perceptual Linear Predictive-Cepstral Distance).
