Vertical Imbalance and Local Fiscal Discipline in China

This paper examines local fiscal behavior in contemporary China in the backdrop of decentralized spending responsibilities and re-centralized revenues. Vertical imbalance after the 1994 tax sharing system reform, coupled with other features of the fiscal institutions, is not conducive to conservative local fiscal behavior. Moreover, a main driving force behind the expansion of local governments is the politically motivated intergovernmental transfer scheme. The center in effect "buys" political stability in sensitive areas while holding local leaders accountable for their tax efforts. A dynamic panel analysis on Chinese counties reveals that a million-yuan increase in general transfer payment and salary raise subsidies respectively would add 15 and 16 employees to the county government payroll, other things being equal. At the same time, growing amount of subsidies from upper-level governments does not crowd out or significantly affect local tax effort. Additional dynamic panel data analysis at the provincial level produced similar findings.
In Vitro Biological Characterization of DCUN1D5 in DNA Damage Response

Background: Novel prognostic biomarkers or therapeutic molecular targets for laryngeal squamous cell carcinoma (LSCC) are an urgent priority. We here sought to identify multiple novel LSCC-associated genes. Methods: Using high-density microarray expression profiling, we identified multiple genes that were significantly altered between human LSCCs and paired normal tissues. Potential oncogenic functions of one such gene, DCUN1D5, were further characterized in vitro. Results: Our results demonstrated that DCUN1D5 was highly expressed in LSCCs. Overexpression of DCUN1D5 in vitro resulted in 2.7-fold increased cellular migration, 67.5% increased invasive capacity, and 2.6-fold increased proliferation. Endogenous DCUN1D5 expression was decreased in a time-dependent manner after genotoxic stress, and silencing of DCUN1D5 by siRNA decreased the number of cells in the S phase by 10.2% and increased apoptosis by 11.7%. Conclusion: Our data suggest that DCUN1D5 in vitro might have vital roles in DNA damage response, but further studies are warranted to assess its significance in vivo.
A novel method for identifying rotor-stator rubbing positions using the cepstrum analysis technique

A novel method of aero-engine rubbing positions identification based on cepstrum analysis is proposed, and the transfer path characteristicswhich reflect the transfer characteristics information from rubbing points to casing measuring points are separated from the vibrationacceleration signals of casing by means of cepstrum analysis. Therefore, there is different transfer characteristics information atdifferent rubbing positions, and in view of this, twenty rubbing positions identification features from the cepstrum are extracted. A largenumber of rubbing experiments of different positions are simulated with the rotor experiment rig of aero-engine, and the characteristicanalysis of experimental samples at different rubbing positions is carried out, and the results indicate the consistency of features to thesame rubbing position and the difference of the features to the different rubbing positions. Finally, the aero-engine rubbing positionsidentification is carried out using the nearest neighbor classification method, the recognition rate reaches 100%, and the effectiveness ofthe method is full verified.

중국의 도시화와 산업화가 진척되면서, 중국부동산 산업은 이미 국민경제의 중요한 주도산업의 역할을 수행하고 있다. 하지만 최근 나타나고 있는 부동산시장의 계속적인 가격상승문제는 일부 중국내의 학자들과 해외관련기관의 심각한 "거품" 붕괴 현상이 나타나고 있다는 다소 이른 해석을 보이고 있다. 이에 본 논문은 "거품"의 개념을 기초로 경제학적 수요-공급이론에 입각해 분석해 보았다. 그 결과 먼저 이론적으로 "거품"이라는 개념의 모호성으로 아직 정확한 정의가 내려지고 있지 않아, 현 중국부동산 시장에 대한 해석에 한계성이 있음을 발견했으며, 가격의 상승에 대한 면에서는 수요-공급법칙으로 해석한 결과, 중국주택시장가격의 계속적인 상승은 초과수요요인이 투기적인 요인보다 큼을 발견했다. 그러므로 토지가격이나 건축비용의 영향으로 앞으로 몇 년간은 계속적으로 가격이 오를 것이라는 결론에 도달했다.

MnOx–CuOx/TiO2 and MnOx–CuOx/Al2O3 catalysts were prepared by sol–gel method and used for low temperature selective catalytic reduction of NO with NH3. The results showed that MnOx–CuOx/TiO2 had better catalytic activity and SO2 resistance than MnOx–CuOx/Al2O3 in the temperature range of 100–250 ℃. The properties of the catalysts were characterized by using XRD, N2 adsorption, temperature programmed reduction (H2-TPR) and temperature programmed desorption (NH3-TPD). It was found that the support has a great impact on the acidity of catalyst; TiO2 and Al2O3 can promote the formation of Lewis acid sites and Bro¨ nsted acid sites respectively.

Several recent studies have showed that the n-myc downstream regulated gene 2 (NDRG2) is a new tumor suppressor gene, and that it plays an important role in tumor suppression in several cancers or cancer cell lines. However, few studies focused on its function in neuroblastoma cells. In the present investigation, we demonstrated that NDRG2 overexpression inhibited their proliferation. Using a cDNA microarray, we found that overexpression of NDRG2 inhibited the expression of cysteine-rich protein 61 (CYR61), a proliferation related gene. From our research, CYR61 may partially hinder NDRG2-mediated inhibition of cell proliferation. Overexpression of NDRG2 resulted in accumulation of cells in the G1 phase, which was accompanied by upregulation of p21 and p27 and downregulation of CDK4 and cyclin D1. Taken together, these data indicate that NDRG2 inhibits the proliferation of neuroblastoma cells partially through suppression of CYR61. Our findings offer novel insights into the physiological roles of NDRG2 in neuroblastoma cell proliferation, and NDRG2 may prove to be effective candidate for the treatment of children with neuroblastoma.
Effect of Cu doping on the SCR activity of CeO2 catalyst prepared by citric acid method

CeO2–CuO catalyst prepared by citric acid method was investigated for selective catalytic reduction of NO with NH3. The activity of the CeO2 catalyst was enhanced about 8–27% in the temperature range of 125–225 ℃ at a space velocity of 28,000 h 1 by the addition of Cu. It was found that the state of Cu species had great impact on the SCR performance of CeO2–CuO catalyst. Cu2+ can enhance the low temperature activity of SCR reaction, while CuO would promote NH3 oxidation before SCR reaction at high temperature, which would cause the decrease of its high temperature SCR activity.

CeO2/Al2O3 catalysts prepared by three methods were investigated for selective reduction of NO with NH3. It was found that the catalyst prepared by the single step sol–gel method had the best SCR activity and SO2 resistance performance. From the results of BET, XRD, TPD and TPR, it can be concluded that large surface area, strong interaction, highly dispersed nano-crystalline ceria, high NH3 adsorption capacity and good redox ability might be the main reasons for the excellent performance of CeO2/Al2O3catalyst prepared by the single step sol–gel method.
Enhanced Locality Sensitive Clustering in High Dimensional Space

A dataset can be clustered by merging the bucket indices that come from the random projection of locality sensitivehashing functions. It should be noted that for this to work the merging interval must be calculated first. To improvethe feasibility of large scale data clustering in high dimensional space we propose an enhanced Locality SensitiveHashing Clustering Method. Firstly, multiple hashing functions are generated. Secondly, data points are projected tobucket indices. Thirdly, bucket indices are clustered to get class labels. Experimental results showed that on syntheticdatasets this method achieves high accuracy at much improved cluster speeds. These attributes make it well suited toclustering data in high dimensional space.
