u-City의 공간개념과 도시건설의 주체별 역할

최근 u-City에 대한 각급 정부의 관심이 증대되고 있으며, 신도시 및 도시재개발에 있어서 u-City를 표방하고 있다. 그러나 근본적으로 u-City의 공간개념이나 공간계획에 대한 고민이 미흡한 가운데 단순히 첨단기술의 집합체로써 u-City에 대한 계획 및 건설이 진행되고 있다. 이에 본 연구는 u-City를 단순히 첨단기술의 집합체로써만이 아닌 시민의 생활을 담아내는 공간이며 기초적 도시의 환경으로써 정의하고, u-City에 대한 관점과 최근 동향을 검토하였다. 이를 기초로, 본 연구는 바람직한 u-City 건설을 위한 공간계획적 접근 방안으로써 계획단계, 건설단계, 관리운영단계를 제시하고, 끝으로 각 단계 및 공간위계에서 필요로 되는 구성주체의 역할을 제시하였다. Recently, the concern of ubiquitous City(u-City) in each level of governments is on the increase, and they are professing themselves to follow the u-city concept on constructing new urban development or urban renewal project. But the u-city plan and construction proceed as the simple sets of advanced technology without fundamental space concept or space plan of the u-city. Therefore, the u-city as a citizen's living space and a basic urban environment is defined in this article, the viewpoint of the space plan and the recent trends of u-city in korea are reviewed. On the basis of this review, this article proposed an approach of the spatial plan for a u-city construction, here the approach consisted of the 3 stages of planning, constructing, and maintaining of the u-city, and finally the role of the participant in the each stage and spatial hierarchy was proposed.

U-City 서비스 지원기관 기능의 상대적 중요도와 우선순위 연구

본 연구는 U-City 서비스 지원기관이 'U-City 서비스 및 산업 활성화를 지원하는 기관'으로서의 역할을 수행하기 위하여 어떠한 기능에 우선순위를 두어야 하는지 분석하는 것을 목적으로 한다. 이를 위하여 관 산 학 연 전문가를 대상으로 AHP 방법을 활용하여 U-City 서비스 지원기관의 기능 영역과 기능 요소의 상대적 중요도와 우선순위를 분석하고, 민감도 분석을 실시하였다. 연구 결과, 기능 영역별 상대적 중요도는 1) U-City 서비스 관련 정보의 유통, 2) U-City 관련 제품 및 서비스의 품질인증, 3) U-City 기술의 연구개발, 4) U-City의 표준화, 5) U-City 전문인력 양성 순으로 나타났다. 기능 요소별 상대적 중요도는 1) U-City 정보 유통 추진체계 마련, 2) U-City 정보 유통을 위한 유통망 설치 운영, 3) U-City 정보 유통 및 가격 정책 수립 지원, 4) U-City 정보 유통 목록 제공, 5) U-City 제품 및 서비스의 품질인증 기준 마련 및 적용, 6) U-City 인증항목, 인증대상, 인증절차 등 제도연구, 7) U-City 정보 유통현황의 조사 분석 및 제공, 8) U-City에 구축된 인프라와 서비스 수준 평가, 9) U-City 관련 핵심원천기술의 개발 및 국산화, 10) U-City 수집 정보 및 서비스의 분류체계, 전달체계 등의 표준화 순으로 나타났다. 이러한 연구결과는 U-City 서비스 지원기관의 기능 설계에 직접적으로 반영할 수 있고, 직무 조정과 인력 배치, 재원 배분 등에 활용될 수 있을 것이다. The aim of this research is to analyze the priority to functions of the U-city Service Aid Organization(USAO), which is to support invigorating U-City industry. This research analyzes the relative importance and the priority about the functional area and components of UASO based on AHP. This research also performs a sensitivity analysis. The research result shows that relative importance of functional area is like following orders: 1) distribution of U-City service-related information, 2) quality certification of U-City-related products and services, 3) R&D of U-City technology, 4) standardization of U-City, 5) U-City human resource development. The relative importance order of functional components is 1) establishment of U-City information distribution organization, 2) construction and management of U-City information distribution network, 3) supporting U-City information distribution and price policy, 4) providing U-City information list for distribution, 5) preparation and application of quality certification standard of U-City products and services, 6) research on legal system of U-City items, targets, and procedures for quality certification, 7) research, analysis, and provision of U-City information distribution situation, 8) level examination of constructed infrastructures and services in U-City, 9) U-City core technology development and localization of technology, 10) standardization of collected U-City information, service classification, distribution system. This research result can be applied directly to design functions of USAO. The result also can be used for duty management, human resource planning, or resource allocation.

u-City 통합운영센터의 제도적 정착방안에 관한 연구; 기능 및 입지를 중심으로

For the development and management of u-City(ubiquitous city), Ubiquitous City Construction Law was enacted(March 3, 2008) to form the legal basis of u-City plan, construction and managements afterwards. Among u-City elements, the u-City Management Center has its own meaning and importance in roles which are crucial to the u-City developments, and its legal establishment is one of the core u-City realization factors. The purpose of this study is to analyse its overall problem issues regarding the function and location of u-City Management Center and then to suggest the basic direction and enforcement strategies to form its legal basis. As a result, in order to enhance the possibility of successful realization of u-City Management Center, the classification and standardization of function type, allocation of detailed functions based on u-City project hierarchy, and practical definition and relationships among basic u-City components such as u-City Service and Infrastructure were suggested. Also, practical execution devices on revenue sources and private sector participation, as well as the legal basis stipulating the mandatory inclusion of u-City Management Center development for u-City projects, were suggested.

u-City 활성화를 위한 u-City 운영 효율화 방안에 관한 연구

The first full-scale u-City operation has started in Dongtan u-City. As local cities take over and operates the u-City, unexpected issues arise such as securing the budget of operating costs and self-providing the costs with business models utilizing the u-City assets. The paper presents a strategy for solving these issues. The strategy provides a foundation(infrastructure) for long-term operation models which may reduce the long-term operation costs. In order to establish the economic operating framework of u-City, suggested are some cost-reduction models based on the operating costs structure. For each model, a base framework with comparative analysis of operating costs is provided. With these models, each u-City may select a relevant model according to the characteristics of it. We hope that the framework provides the foundation for efficient and sustainable u-City operations.

U-Eco City 구축 가이드라인 프레임워크 개발

The goal of U-Eco City testbed is improving the technical completion of ubiquitous technology/Services which have been developed in other core projects in U-Eco City, by implementing newly developed ubiquitous technology/Services to testbed. When the newly developed ubiquitous technology/Services are implemented in the testbed, we will monitor whether the developed ubiquitous technology/Services can be applied in the real situation and if they have problems we will find out the solution to solve the problems. Final goal of this reaserch is framework development for the U-Eco City construction guideline. We developed the framework development for the U-Eco City construction guideline by i)analyzing steps for construction of U-Eco City, ii) analyzing details of each steps for construction of U-Eco City, and iii) including results of research which have been developed in other core projects in U-Eco City. 현재 유비쿼터스 도시개발과 관련한 사업계획 수립이나 설계과정은 사업수행자의 역량에 따라 과정이나 고려사항이 다양하고 체계화되어 있지 않은 실정이며, 지방자치단체는 유비쿼터스 도시 개발 과정에서 고려해야할 요소들이 제대로 분석되지 않아 여러 가지 어려움을 겪고 있다. U-Eco City 구축 가이드라인은 유비쿼터스 도시개발의 전 과정과 U-Eco City R&D 사업의 성과물을 체계화하여 지방자치단체 및 사업수행자가 활용할 수 있는 지침서 작성을 목적으로 한다. 본격적인 U-Eco City 구축 가이드라인의 개발에 앞서 본 연구에서는 U-Eco City 구축의 세부단계별 과정 및 핵심고려사항을 체계화한 프레임워크를 개발하였다. 개발된 프레임워크는 관련단계에서 수행해야할 활동을 체계적으로 수행하여 문제점을 최소화하고 지속가능한 U-Eco City 사업이 될 수 있도록 유도하며, U-Eco City 사업의 성과물을 체계적으로 담아내는 기본틀의 역할을 하게 될 것이다.

U-Eco City 구축 가이드라인 작성을 위한 기초연구

U-Eco City 테스트베드 구축사업은 U-Eco City사업 단의 타 핵심과제에서 개발된 요소기술과 타 연구과제의 기술을 테스트베드에 적용하여 각 기술의 현장 적용 시 문제점을 파악하고 보완체계를 수립해 나감으로써 기술의 완성도를 높이고자 하는 것이 목표이다. 이와 함께 테스트베드 구축의 경험을 바탕으로 국내 지방자치단체 및 해외 시장에 U-Eco City 건설 경험을 체계화하여 이를 판매하고자 하는 목표가 있다. 이를 위해서는 U-Eco City 적용 기술 평가, U-Eco City 테스트베드 대상지에 대한 종합시설계획 수립, 상세계획 수립, U-Eco City 테스트베드 구축 및 모니터링 등 전 과정의 경험과 지식을 체계화하고, 이를 국내 및 국외 시장에 적용할 수 있는 U-Eco City 구축 가이드라인의 작성이 필요하다. U-Eco City 테스트베드 구축의 1차년도 연구목적은 U-Eco City 구축 가이드라인 작성을 위한 기초연구를 수행하는 것으로 기존 U-City 추진상의 문제점을 분석하고, 생태도시와 U-City와의 연계성을 파악하였으며, U-City 구축 단계를 체계화하고, 단계별 고려사항을 정리하였다. I developed the framework of U-Eco City construction guideline by i) analyzing problems when the local governments try to construct U-City, ii) finding out general idea of Eco City and investigate connection between Eco City and U-City, iii) analyzing main steps of constructing U-City, and iv) matching the all the issues and considerations into process of u-Eco city construction steps.

U-City 시스템 도입에 따른 탄소배출량 저감 효과 분석

Since CO2 emissions are recognized as the biggest contribution to climate change, the needs and international efforts for CO2 emissions reduction are increasing. The developed countries are driving strategies to boost green industry as a new growth engine. Following this global trend, based on the ongoing U-City project as a new city model, it is required to analyze the changes of CO2 emissions in U-City to identify its potential for reducing carbon dioxide emissions. This study aims at identifying the potential and effects on CO2 reduction by analyzing the level of CO2 emissions before and after introducing U-City. Bundang-Gu, Seongnam-City & Ilsan-Gu, Goyang-City among Phase I new towns were selected as model cities before introducing U-City and Dongtan-Dong, Hwaseong-City as a model city after introducing U-City. The result showed 30% reduction of CO2 emissions in the comparison of two models. 기후변화의 원인 중 탄소배출이 가장 큰 비중을 차지하고 있어 탄소배출 감소의 필요성이 전 세계적으로 제기되고 탄소배출을 감소하기 위한 국제적 움직임이 가속화되고 있다. 선진국들은 녹색산업을 신성장동력 산업으로 활용하는 전략을 추진 중이며 탄소저감형도시(low carbon city)에 대한 관심이 높아지고 있다. 현재 우리나라에서 진행되고 있는 U-City 사업에 대하여 U-City 도입 이전 도시와 U-City 도입 도시의 탄소배출량 변화를 분석하여 이산화탄소 저감효과에 대한 분석이 필요하다. 본 연구에서는 U-City 도입 이전과 도입 이후의 이산화탄소 발생량을 비교, 분석하여 U-City 도입에 따른 탄소저감 효과를 정량화하고자 하였다. U-City 도입이전의 도시는 1기 신도시 중에 성남시 분당구와 고양시 일산구를 대상으로 하였으며, U-City 도입이후의 도시로는 화성동탄 U-City를 선정하여 비교한 결과 탄소배출량이 30%정도 줄어든 것으로 결과가 도출되었다.

U-Eco City 적용기술의 평가항목 도출

국내의 여러 지자체와 신도시에서는 U-Eco City를 구축?계획 중에 있으며 정보통신 기술의 발달에 힘입어 다양한 서비스와 기술이 적용되고 있다. 그러나 U-Eco City 사업이 활발히 추진되는데 반하여 기술적용의 객관성 검증을 위한 연구는 매우 드문 실정이다. 본 논문에서는 U-Eco City에 적용되는 기술의 결정을 위한 기술평가를 목적으로, U-Eco City의 분야별 기술을 검토하고 분야별 기술의 평가항목을 도출하고자 하였다. 이를 위하여 분야별 기술의 진화과정과 기존의 U-Eco City 기술분류체계를 살펴보고, 개별 기술의 미래적 방향성을 탐지함으로써 장기적 활용이 가능한 U-Eco City 기술평가항목을 제시하였다. 연구 결과 U-Eco City 기술은 정보 수집기술(센서, 상황인지, 영상인지, 위치인식 기술), 정보 가공기술(임베디드 S/W 기술), 정보 활용 기술(네트워크 기술) 등 총 6개 분야로 제시되었으며, 이들 기술의 분야별 평가항목을 도출하였다. For assessment of U-Eco City technologies, more concrete definition of those technologies are required. However, almost researches defined technologies as conceptually and even cannot include all of them. In this sense, the purpose of this study is to deduct assessing items for specifying applying priority of U-Eco City technologies. We performed the research by 3 steps. Firstly, we deduct assessing items of the technologies by researching their advance process. After then, we compensate the defect of those items through documentary research and made a periodic table about core technologies that can be useful for deducting long-term items. The assessing items what are deducted as a result of this study can be applied to the selection of technology, and will be useful to construct more objective and systematized U-Eco City. Furthermore, if assessment frame about technologies and services is developed from this research, it gives to us probability that standardized process of U-Eco City construction can be established.

지방자치단체 u-City 추진에 대한 실증연구

각 지방자치단체는 유비쿼터스 기술을 도시에 적용한 u-City를 경쟁적으로 구상ㆍ추진하고 있다. 최신기술인 유비쿼터스 기술은 도입과정에서 다양한 문제가 발생할 수 있으며, 유비쿼터스 기술의 파급효과를 고려해 볼 때 기존의 IT 도입과정에서 나타난 문제보다 더욱 심각한 문제를 야기할 우려가 있다. u-City 추진과정에서 예측불가능한 문제는 차치하더라도, 기존의 IT 도입과정에서 나타난 문제점이 되풀이 되는 오류를 범해서는 안 될 것이다. 이 연구는 Anderson & Dawes의 공공정보화 분석모형에 근거한 기술적ㆍ경제적ㆍ조직적ㆍ정책적 관점의 조사분석틀을 토대로 지방자치단체 u-City 담당자들을 대상으로 설문조사를 실시하여, 그 분석결과를 토대로 문제점을 도출하고 개선방안에 대한 함의를 제시하고자 하였다. 분석결과 지방자치단체 u-City 추진은 기술의 호환성 및 표준화 구비정도 미흡, 재원 및 전문인력 확보 부족, 법ㆍ제도적 기반 부족 등의 문제점이 있는 것으로 나타났다. 이러한 문제점을 개선하고, u-City를 성공적으로 구축하기 위해서는 기술적 선결조건과 비용 효과성에 대한 고려가 요구되며, 전문인력 육성을 위한 지속적인 노력을 기울여야 할 것이다. 아울러 현행 u-City 법은 단순히 법률의 집행적 측면에 초점을 두기 보다는 자치단체의 개별적 u-City 추진 측면과 정부 통합적 측면에서의 효율성을 고려하여 지속적으로 정비되어야 할 것이다. Local governments are competitively trying to implement u-City policy applying ubiquitous technology to urban settings. The newest technology, ubiquitous technology can make problems from the adoption process. In addition, considering impact of ubiquitous technology, it would cause more serious problems than the ones generated from IT adoption stage. Apart from unpredictable issues in promotion stage of u-city, local government should not repeat the faults made from the existing IT introduction process. Based on Aderson & Dawes's public information model, this study sets up analytical framework in terms of technology, economy, organization, and policy. With this framework, we conduct survey of local government officials in charge of u-city and try to find the problems and suggest the ways to solve the problems. We found that there are problems of compatibility and standardization, financial resource and professional workforce, institutional foundation. To improve the problems and succeed u-city policy, it is necessary to consider technical prerequisite and cost effectiveness as well as train the professional workforce. Moreover, u-City law should be amended considering uniqueness of individual local government u-City project and efficiency of government integration rather than just focusing on law enforcement.

u-City 수출 모델 개발을 위한 마스터플랜 수립 방안에 관한 연구

본 연구에서는 u-City 해외 선점을 위한 일환으로 u-City 수출 모델 개발을 위한 마스터플랜 수립 방안에 대한 연구를 진행하였다. 본 논문에서 제안하는 마스터플랜 수립을 위해 u-City 수출 관련 정부의 정책 방향 및 u-City 해외 진출에 관련된 선행연구를 조사하여 성공적인 u-City의 해외 진출을 위한 구상 계획, 구축 계획, 운영 계획, 평가 계획 단계를 가지는 마스터플랜 프레임워크를 설계하였다. 또한, 현재 국토부에서 진행 중인 u-City 수출 모델 개발을 위한 프로젝트에 적용하여 해외 맞춤형 u-City 마스터플랜 사례를 제시하였다. 본 연구는 u-City 해외 선점을 위한 정부의 정책을 구체화하는데 도움을 줄 수 있으며, u-City를 기반으로 해외에 진출하고자 하는 민간기업들의 U-City 수출 모델 개발에 기여할 수 있을 것으로 기대된다. In this paper, we propose a master planning framework for the development of u-City export model. The framework consists of a general plan, a construction plan, an operation plan and an evaluation plan for the successful penetration of u-City overseas market, respectively. In order to derive those planning elements, governmental policies and related literature for u-City export is thoroughly reviewed. The framework is applied to a project which develops an u-City export model. This study will contribute to the realization of such governmental policies for the revitalization of u-City export as well as the activation of u-City export by the private sector.
