        API를 적용한 국내 조류에너지 잠재량 추정

        The west and south coastal regions of Korea are known to be of strong tidal current speed. With the increasing demand for renewable energies, the resource assessment has been a crucial issue which should be conducted before any detail planning and development of the potential sites for tidal current farm. Although there are several results of resource assessment of tidal current energy in Korea, the resource assessment method is not officially announced. This undefined methodology makes the results unreliable and useless. Recently new renewable energy potential definition has been announced by KIER (Korea Institute of Energy Research). This categorizes energy potential as four steps; theoretical, geographical, technical and market potentials. This paper describes the resource assessment of tidal current power in Korea based on API (Averaged Power Intercepted). The results show that the Incheon-Gyeonggi and Jeollanam-do are very promising areas for tidal current power in Korea.

        해수유동 수치모의를 활용한 조류에너지 잠재량 산정 연구

        This paper describes the methodology and results of a tidal current resource assessment in Korea based on the mean surface velocities from tidal current observations and numerical simulations. The tidal current observation data from 1,938 measuring points was provided by the KHOA (Korea Hydrographic and Oceanographic Agency). A numerical simulation of ocean flow circulation in Korea was conducted to explore the detailed distribution of tidal currents in Incheon-Gyeonggi and Jeollanam-do where there are very high tidal energy potentials and suitable sites for tidal energy farm development. The theoretical tidal current potential was calculated using the API (Averaged Power Intercepted) method which is generally applied in wind power potential estimation in Korea. A numerical simulation of the flow circulation through narrow passages between the islands is very important for resource assessment study.

        조류발전이 해양동물에 미치는 영향 검토 (리뷰)

        조류발전은 조석 현상에 의해 발생하는 조류를 이용하여 에너지를 생산하는 발전 방식이다. 조석 현상은 지구가 존재하는 한 발생하는 자연적인 현상으로 조류발전을 통하여 지속가능하고, 규칙적인 에너지 생산이 가능하다. 이에 많은 국가에서 조류에너지 개발에 노력을 기울이고 있는 실정이나, 조류발전이 해양 동물에 미치는 영향에 대한 우려도 여전히 존재하고 있다. 이에 본 논문에서는 조류발전이 해양동물에 미치는 다양한 영향을 종합적으로 검토하고, 향후 추진해야 하는 과제들에 대하여 고찰하였다. Tidal current power generation is a power generation method that produces energy using tidal currents generated by tidal phenomena. Tidal current power generation is a sustainable and regular energy production because tidal phenomenon occurs as long as the earth exists. Many countries are focusing on the development of tidal energy, but there are still concerns about the impact of tidal energy on the marine animals. In the present study, we reviewed on the various impacts of tidal power generation on marine animals and the future assignments.

        중국 해양 재생에너지법률제도 고찰 - 영국 해양재생에너지법률제도의 시사점을 중심으로 -

        해양 재생에너지산업은 해상풍력과 해양에너지 개발로 분류되며, 해양장비제조업의 발전현황과 특징, 심해자원개발산업의 발전현황 및 자원의 비축, 기타 신흥 해양산업으로 각광받고 있는 해수이용업과 해양생물의약업, Cruise 경제 등을 알아볼 필요가 있다. 이를 위해 2010년에서 2012년 사이의 중국 해양 재생에너지 펀드 초안을 분석하기로 한다. 법제도 확립의 일반론과 금융정책, 재정정책의 검토가 수반되어야 한다. 해양 재생에너지산업에서 선도적인 역할을 하고 있는 영국의 경험이 중국에 시사하는 바가 클 것으로 사료된다. 구체적으로는 첫째, 해양재생에너지와 관련된 법률이 대폭적으로 제정되어야 한다. 둘째, 정부 차원의 각종 정책적 지지를 통해 해양재생에너지산업을 본격적으로 활성화하여야 한다. 이를 위해 국내외를 막론하고 각종 펀드 기금 조성 및 세금감면 등의 조치가 반드시 실행되어야 한다. 해양재생에너지와 관련된 태스크포스팀을 운영할 필요도 있다. 이와 함께 일반국민의 알 권리 보장 등 국민의 참여를 대폭적으로 활성화하여야 한다. 셋째, 국가 간의 해저터널 전력망 건설 등 국제협력분야 또한 해양재생에너지산업의 발전 및 법제도 확립에 유리한 환경을 조성해줄 수 있다. 본 페이퍼가 천연자원이 부족한 한국에 대해, 또 세계최대인구로 인해 무한대의 재생에너지를 활용해야 할 중국에 대해 법제도적인 시사를 제공하기를 희망해본다. Marine renewable energy industry is one of a energy saving industry, and their energy saving structure may have an advantage to develop clean energy. China is the biggest population country in the world, and their coast is full of indentations. Because these causes provide China more better environments, we need to hard study Marine renewable energy law institution. First of all, I’m going to introduce China marine renewable energy law development situation at the Chapter 2. Marine renewable energy has their unique few types, so we need to study more detail prospect of future in the marine renewable energy law field. Second, upper these China marine renewable energy law system can works by encouraging good management of their China marine renewable energy fund. There are many type of China marine renewable energy fund in the china, we have to know the details, and we must get their points in the drafting a law process. I’m going to consider this matter carefully in the Chapter 3. United Kingdom marine renewable energy law institution can be full of suggestions to the China marine renewable energy law system developments. Finally I’m going to sum up upper my articles, and we are going to take note like this: First, new marine renewable energy legislation must raise. the next thing, government must be consistent in carrying out a policy and must develop marine renewable energy industry. Subscribe to installment fund and tax breaks etc, all the government must take necessary measures. And government must assure right-to-know of nation. Then there are need to strengthen mutual assistance in the marine renewable energy industry. Korea lacks natural resources, and China is the largest population country in the world. So I hope that considering marine renewable energy law institution will be full of suggestions to the China.

      • Vertical Axis Tidal Turbine Design and CFD hydrodynamic Analysis

        Due to the global warming, the need to secure the alternative resources has become more important worldwide. Having very strong current on the west coast with up to 10 m tidal range, there are many suitable sites for the application of TCP(Tidal current power) in Korea. Not only from the current produced from the high tidal range, but also it can be widely applied to the offshore jetties and piers. The VAT(Vertical axis turbine) system could be very effective tidal device to extract the energies from the attacking flow to the structures. For the relatively slow current speed, the VAT system could be more effective application than HAT(Horizontal axis turbine) device. The performance of VAT can be evaluated by various parameters including number of blades, shape, sectional size, diameters and etc. The paper introduces the multi-layer vertical axis tidal current power system with savonius turbine. The turbine was designed with consideration of optimal blade numbers and the performance was simulated by CFD analysis.

      • 태국의 신재생에너지 정책에 대하여

        현재 태국에서 전력생산을 위한 에너지원은 천연가스, 석탄, 수력이 대부분을 차지하고 있으며, 이중 천연가스의 비율이 65.8%로 가장 많은 부분을 차지한다. 태국정부에서는 계속적인 경제성장과 문화생활의 증대에 따른 원활한 전력 수급과 전력생산 에너지원 중 천연가스가 차지하는 비율을 줄이고자 “15 Years Alternative Energy Implementation Plan(2008-2022)”을 발표하였다. 이 중 해상풍력을 포함한 해양 신재생에너지 분야의 기본 정책을 소개하여 태국의 신재생에너지 개발 사업에 국내 산, 학, 연의 참여를 위한 기본 자료를 제공하고자 한다. Natural gas, coal, hydropower energy sources account for the most part for electricity production in Thailand. The natural gas account for 65.8% of the total. Thailand government was announced “15 Years Alternative Energy Implementation Plan (2008-2022)” for the continued economic growth, smooth power supply in accordance with the increase of cultural life and to reduce the proportion of the natural gas. This paper introduce the basic policy of marine renewable energy including offshore wind power, wave power generation and tidal current generation in Thailand for the participation of domestic industry, academia, research institutes.

      • Development of 500kW Tidal Current Energy Converter and Uldolmok Field Test

        Hyundai Heavy Industries has developed a tidal current energy converter utilizing the accumulated technology as the world largest constructor for ship and offshore structures. The model has two sets of turbines in both ends in order to utilize the bi-directional current flows in flood and ebb tide. The torque produced by turbine in tidal current is directly delivered to generator along the horizontal axis, in which the turbine, gear, generator, gear and turbine are connected successively. The manufactured model for field test has the turbine diameter of 5 meters to produce the maximum power of 500kW at maximum current speed of 5m/s. The technical verification of tidal power converter was performed by means of small scale model test in towing tank as well as field test at the Strait of Uldolmok located in Jindo of Jeollanamdo province. Field test was performed by mounting the tidal current converter on the SEP(Self Elevating Platform) which could lower the 4 vertical legs on the seabed and could elevate platform over the water surface using the hydraulic power for itself. The field test performed for a month shows that power output is similar or larger compared with the expected one in design stage. This paper presents the development of tidal current energy converter and real sea field test by Hyundai Heavy Industries. This project has finished successfully and provided the technical advance toward commercial services for tidal current power generation in the south-west region in Korea.

      • The Wake Characteristics of Tidal Current Power Turbine

        Due to global warming, the need to secure an alternative resource has become more important nationally. Due to the high tidal range of up to 9.7m on the west coast of Korea, numerous tidal current projects are being planned and constructed. To extract a significant quantity of power, a tidal current farm with a multi-arrangement is necessary in the ocean. The rotor, which initially converts the energy, is a very important component because it affects the efficiency of the entire system, and its performance is determined by various design variables. The power generation is strongly dependent on the size of the rotor and the incoming flow velocity. However, the interactions between devices also contribute significantly to the total power capacity. Therefore, rotor performance considering the interaction problems needs to be investigated for generating maximum power in a specific field. This paper documents the characteristics of wake induced by horizontal axis tidal current power turbine.
